 Background:

Federal Ministry of Health, Sudan (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMU) is currently managing the ongoing grants (2018-2020) from the GFATM with an approved budget of over 100 Million US$. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMU) Program funded by the Global Fund. The overall goal of the projects is to prevent deaths caused by diseases, reduce the burden of HIV and Tuberculosis, interrupt transmission of HIV/Aids, reduce morbidity, and to contain and prevent Malaria, as well as to strengthen the Health System



 
 Duties and responsibilities:

Job Purpose/ Summary :

Develops plans, maintains, controls and monitors assets in accordance with the applicable rules, regulations and policies of the government of Sudan.

Duties & Responsibilities

 

  1. Coordinates the annual physical inventory, reconciles the capital assets and conducts physical verification of assets recorded.
  2. Assesses assets for impairment, reconciles results to the records as well as internal control and checks to ensure completeness and accuracy of records.
  3. Ensures that all residual obligations such as warranties, guarantees and after sale services are clearly defined in terms of responsibility, liability, procedures and timeframes.
  4. Reviews PMU and FMOH current physical Assets Management Systems including recording and managing processes for current assets on hand.
  5.  Updates the standard operating procedures and formalities relating to assets management issues.
  6.   Establishes and analyses best practice for receiving physical assets, allocating to employees, labelling assets and performing annual inventory checks.
  7. Ensures full compliance of assets management and inventory ensuring that proper asset management is performed in adherence to the relevant rules and regulations.
  8. Safeguards and control the movement of property, plant and equipment.
  9. Supervises the proper receiving, inspecting and verification of incoming assets and its delivery to users.
  10. Ensures registration and proper record keeping of all assets tracking database and updates for change and maintains proper coordination between procurement and assets management functions.
  11. Assists the PMU management in initiating the implementation of the proper assets management standard operating procedures including the development of clear policy and procedures.
  12. Monitors the operation of the vehicle log book and fuel log and supervises weekly reconciliations to ensure transparent and efficient use of assets. 
  13. Ensures proper maintenance and storage for assets to be in place for different categories of assets, especially vehicles, recorders and computer equipment.
  14. Prepares and produce information, guidelines and procedures manuals as required to support PMU& relevant sections in physical assets management policies and procedures.
  15. Sets up an effective system for assets lifespan analysis, taking necessary actions for any asset replacement required and disposals involved.
  16. Performs any other tasks assigned to him/her by the supervisors that fall within the scope of duties and the Project need.

 


 
 Minimum Qualification, Skills and Experience Required:

Qualification :

Bachelor degree in Management ,Accounting or equivalent degree.

Experience :

3 years of matching and related experience.
