Background: UNDP Sudan is currently running a project that would strengthen the capacity and partnership between the Federal Ministry of Social Welfare, Women and Child Affairs (Khartoum) and the Ministry of Gender and Social Welfare in Southern Sudan (GoSS)(Juba).
This project is envisioned as a phase one of a multi-phased program that will engage the two Ministries through collaboration and partnership that will further Women’s Empowerment, Gender Equality and Peace in post conflict Sudan. Special emphasis is given to South Sudan of which decades of war brought gross violence and discrimination into the lives of the women and children.
UNDP Sudan also works to prevent the spread of HIV/AIDS and reduce its impact. As a trusted development partner, and co-sponsor of UNAIDS, it works towards helping Sudan to put HIV/AIDS at the centre of the national development and poverty reduction
UNDP Sudan aims at building national capacity to mobilize all levels of national government and civil society for a coordinated and effective response to the epidemic; and protect the rights of people living with AIDS, women, and vulnerable populations. Since HIV/AIDS is a world-wide problem, UNDP supports these Sudan efforts by offering knowledge, resources and best practices from around the world. |

Duties and responsibilities: Under the overall supervision of the Head of HIV/AIDS & GENDER Unit the capacity development project Analyst will perform the following tasks:
1. Based on an assessment review with the Ministry of Social Welfare and Women (North and South) as well as extensive consultations with corresponding ministers and staff the consultant will conduct a gender lens review to assess the extent to which the Ministry’s programmes, projects and operations are operational according to its constitutional mandate.
2. Carry out capacity assessment and develop capacity development plan for CSO involved in National Gender and HIV activities including results framework, action plan, formats, M&E, resources and timelines.
3. Draft training proposal and assist in identifying institute or trainers to strengthen the Ministry’s staff capacity for mainstreaming gender throughout programmatic activities in North and South Sudan.
4. In close collaboration with relevant stakeholders, provide support to formulating a strategy and action plan for the Ministry of Social welfare and CSOs focused on positively ensuring its capacity development, institutional needs assessment as well as staffing, capacity and current funding position to implement its projects.
5. Supervise the implementation of the civil society organization capacity building program.
6. Develop with the implementing capacity building program partners a CSO capacity building plan.
7. Manage the micro-grants provided to the CSOs as part of the capacity building package.
8. Develop term of reference & supervise two on job trainers (national consultants) who is going to support the global fund sub-recipients organizations. |

Minimum Qualification, Skills and Experience Required: 1. Advanced university Degree in social, Public Health/Health Sciences or closely related qualification.
2. A minimum of Four-year work experience in public health management and community mobilization.
3. Excellent command of the English language with quality written and verbal communication skills.
4. Ability and enthusiasm to work as part of a multidisciplinary, multicultural team.
5. Familiarity with the role of UN agencies, particularly UNDP, in the field of international cooperation. |
