Background: Since 2006, UNDP has been actively involved in local governance capacity development and the strengthening of rule of law institutions in South Kordofan. The project, in part, aims to improve rule of law infrastructure; and to develop human resource capacity at all levels of the State. In pursuit of its objectives, the Project seeks to support the construction of the Government Training Center and rehabilitation of various rule of law infrastructure.
For the overall coordination and implementation of all construction/rehabilitation works of the Project, UNDP is looking for an experienced Civil Engineer, preferably with previous UN experience. |

Duties and responsibilities: The Project Civil Engineer (PCE) will work under the direct supervision of the Project Manager (PM) and in close collaboration with a Project Architect and the Sudanese Ministry of Local Government and Civil Service (MOLGACS), the State Judiciary, legal administration and other government authorities. The PCE will supervise and coordinate the efficient implementation of the construction related project activities and will be part of a small project implementation team. (S) he will ensure permanent liaison and interaction with the MOLGACS, the State Judiciary and other key project stakeholders. The PCE will prepare the relevant project planning, ensure that outputs are delivered on time and provide regular progress reports. The PCE will be based in Kadugli. In particular, the PCE will carry out the following tasks and activities:
Assume overall responsibility for the timely implementation and overall coordination of all construction related project activities;
Liaise with the technical team in charge of the construction of the Training Centre, the courts and other rule of law infrastructure/buildings and report on progress
Perform technical assessments and prepare Bills of Quantities for the construction and rehabilitation of the target buildings, related infrastructure and equipment;
Prepare tender documentation and manage the procurement process for materials and works;
Supervise, monitor and provide technical inputs on the construction and rehabilitation works in progress;
Perform the technical acceptance procedures on completed works;
Timely produce progress reports, financial reports, as required;
Participate in preparation of periodic reports as required by the PM;
Ensure that the implementation of the project rehabilitation and reconstruction activities is carried out in the most effective and expeditious manner;
Establish and maintain links with other related national and international projects; |

Minimum Qualification, Skills and Experience Required: Masters Degree in civil engineering;
Two to three years of experience in all aspects of construction and rehabilitation works, preferably in an international environment;
Efficient, results-based, and client oriented, as well as excellent organization skills;
Ability to work under pressure and to meet strict deadlines;
Ability to travel within Sudan;
Experience in working with governmental counterparts;
Proven ability as a team player;
Knowledge of the UNDP Guidelines, Rules and Regulations;
Computer literacy;
Drivers license, with at least five years of experience;
Fluency in Arabic, good command of English. |
