Background: Pursuant to the Comprehensive Peace Agreement (CPA) signed between the Government of Sudan and the Sudan Peoples Liberation Movement /Army in January 2005, the newly established Government of National Unity and the Government of Southern Sudan adopted the Interim National Constitution and embarked upon the creation of a decentralized governmental system that promotes respect for the universal values of rule of law, human rights and democracy.
The signing of the CPA opened an unprecedented window of opportunity to turn the devastation of decades of war and underdevelopment into a new era of peace and development. Across the country, UNDP Sudan has been implementing a comprehensive governance and rule of law programme, which is designed to assist Sudanese authorities, civil society and citizens in creating an environment that is conducive to sustainable peace and development on the premises of good governance and rule of law. To this end, inter-related projects developed by the Governance & Rule of Law Unit aim at enabling national stakeholders to address existing challenges in the governance and rule of law sectors, such as promoting respect for human rights and rule of law, increasing access to justice, building capacity of formal and informal legal institutions, and building confidence in government processes and institutions. |

Duties and responsibilities: Under the overall supervision of the Head of the Governance and Rule of Law Unit and direct supervision of the Project Manager, the incumbent will substantially contribute to the programmatic development and implementation of the project. The National Project Officers responsibilities will include the following:
Organizing, supporting, and conducting on a regular basis seminars, workshops and trainings;
Assisting in the development of training materials;
Conducting baseline surveys and capacity assessments to identify needs and strengthen capacities within the government;
Maintaining records of all assigned activities and regularly reporting on the nature of such activities, outputs achieved, and possible future activities;
Interpreting between English and Arabic at meetings and other official events and translating English and Arabic documents to facilitate better communication with the local stakeholders;
Participating in inter-agency meetings and cooperating with other UN agencies, national and international NGOs, national stakeholders, traditional leaders, and civil society to support peace-building efforts;
Supporting the running, monitoring and evaluating of project/programme activities; and
Performing other duties as required by the project/programme. |

Minimum Qualification, Skills and Experience Required: Competencies:
Mature personality to work with government partners, civil society and other international agencies;
Ability to handle politically sensitive issues and contacts within government authorities in a highly delicate political environment;
Ability to work under pressure and to meet strict deadlines;
Ability to work in a multicultural and multiethnic team with a commitment to diversity; and
Willingness and ability to, on occasion, work outside of normal office hours.
Required Skills and Experience:
Advanced university degree in law, political science, social science, or other related field;
A minimum of 2 years of experience working with an NGO or international organization on issues of governance, rule of law, human rights, or related fields would be an advantage;
Strong presentation and facilitation skills;
Proficient in MS Office applications; and
Excellent command of written and spoken English and Arabic. |
