GIZ Sudan is looking for a qualified person to fill the following position: Junior Procurement and IT Professional

A. Responsibilities:
The junior Procurement and IT Professional provides support in:

  • dealing with all questions arising in these two areas.
  • identifying relevant problems and issues and assisting in formulating implementation-oriented solutions.
  • working closely with the junior IT and procurement professionals in Gedaref and Khartoum.
  • maintaining all electric and electronical office equipment.
  • further developing instruments and assisting in introducing innovation and change.
  • managing knowledge by disseminating and documenting know-how, experience and information.

The Junior Procurement and IT professional performs the following tasks:
B. Tasks:
Procurement:
1. Purchasing, procurement:

The junior procurement and IT professional

  • in accordance with GIZ regulations and possibly in consultation with the Country Office and possibly Head Office, assists with local procurement of materials and equipment.
  • provides information/specifications on required purchases from the national and international market to Country Office.
  • assists with checking invoices for goods, vouchers, payment instructions and complaints.
  • assists with the safe transport of goods to destination.
  • assists with processing claims for damage to goods.
  • documents and files completed order transactions in reference files and/or in DMS in line with GIZ’s filing rules.
  • if necessary supports CO in Khartoum in clearing and transportation of goods in charge of the inventory entering, update and follow up:
    •    accident insurance claims against local and German insurance companies.
    •    responsible for onSite inventory update.

2. Vehicles:
The junior procurement and IT professional

  • assists in the supervision of vehicle maintenance and safety and forwarding of relevant documentation to the responsible project/ CO staff.
  • works closely with the Jun Admin on fleet management.
  • assists with processing cooperation with CO and/or Head Office.

3. IT:
The junior procurement and IT professional

  • assists maintaining hardware (notebooks, printers, digital cameras, scanners, servers and all PCs) in accordance with current GIZ standards.
  • in consultation with management and the IT professional CO in Khartoum, helps purchase and improve hardware and networks, assists with testing new hardware systems, and identifies options for upgrading existing systems and peripherals.
  • helps maintain all GIZ standard software (e.g. APS, AMS, MS Office, WinPACCS, SAP).
  • helps update and purchase new software.
  • helps regularly update antivirus software.

4. Operational support:
The junior procurement and IT professional

  • maintains the local area network (LAN).
  • in consultation with management and within the limits of his/her authority to act, consults with suppliers to ensure that the network, telephone system and computer hardware function properly.
  • supports programme staff to increase and deepen relevant IT knowledge.

5. General tasks:
The junior procurement and IT professional

  • carries out and ensures general administration and maintenance of the project’s IT system.
  • backs up data and safeguards the system against hackers.
  • procures materials and equipment locally, monitor markets, gathers quotations, issues invitations to tender and processes orders in accordance with GIZ regulations and within the financial sphere of the project.
  • resolves all computer, internet, printer problems, prepares all the necessary information and provides phone support.
  • ensures an IT emergency service.
  • assists in advising on IT projects.
  • maintains a list of all hardware and software systems, and updates this to reflect changes.
  • is knowledgeable about the setup of the server and on all computers.
  • participates in concluding service agreements, and in the purchase of materials and equipment.

6. Other duties/additional tasks:
The junior procurement and IT professional performs other duties and tasks at the request of management.
 

C.    Required qualifications, competences and experience

Qualifications:

  • BSc/MSc in business management with a focus on finance, controlling, purchasing or contract management or similar area
  • Preferably a degree in IT or strong knowledge on IT hardware and software, IT network systems, database software and a basic understanding of specific GIZ software (SAP, APS, AMS, PACCS, etc.)

Professional Experience:

  • At least 3 years’ professional experience in procurement with IT responsibilities.

Other knowledge, additional competences:

  • outstanding working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
  • outstanding knowledge of purchasing.
  • very good knowledge of the European language widely used in the country, ideally a knowledge of German.
  • experience in working in a multicultural context.
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
