 Background:

GGEPP aims to contribute to good governance based on partnerships between men and women in the political sphere – partnerships that are instrumental to realizing human rights and achieving sustainable peace and development. To this end, the project aims to develop the capacities of potential Sudanese women leaders and institutions impacting women’s political participation: • To enhance the capacities of potential Sudanese women leaders and institutions impacting women’s political participation. • To raise the Sudanese public’s awareness of good governance principles and the importance of the political participation of women; and • To improve the conditions for gender-sensitive policy reform for political participation. GGEPP has successfully implemented most of the intended activities planned to achieve the above objectives for 2005-2007. Building on lessons learnt since the project started, and also acknowledging the contextual challenge which many women will face in the upcoming election in 2009, in the coming year the project will focus: • To enhance capacity of potential women leaders for effective political participation; and • To develop capacity of women leaders to be eligible as candidates representing women and political parties. Objective: The objective of this assignment is to facilitate effective implementation of the project. The consultant will support GGEPP project team and the project forums* through the provision of wide range, substantial advice and inputs to the project activities. * Forums are partners of the project expected to: 1. Advocate for gender and good governance principles in their respective parties and communities; 2. Act as entry points for UNDP to institutionalize democracy and good governance principles in their communities, political parties, academic institutions and organizations…etc 3. Promote the culture of peace and good governance in their organizations and communities.


 
 Duties and responsibilities:

The Advisor will work on a retainer basis, as requested by the Project Manager North and/or UNDP Khartoum Office Governance and Rule of Law Unit, and will be remunerated on days actually worked to undertake activities articulated below. Reporting to the Project Manager North, and also working closely with the Project Manager South and other members of the project and UNDP Governance and Rule of Law Unit, the Advisor will support the project team in undertaking the following tasks: 1) Liaise with members of the project’s forums and other women stakeholders to assess their capacity needs; 2) Review documents and reports prepared by the project forums and provide necessary input; 3) Design and Formulate guidelines for training curricula based on capacity assessment undertaken; 4) Follow up capacity building processes for the women leaders, assess gaps and emerging needs and give needed technical assistance; 5) Participate in the forum meeting for follow up of capacity boiling activities as needed; 6) Arrange monthly meeting with the project manager and give needed advice for progress, gaps and needs of capacity building; 7) Provide technical advice for the Forums in the advocacy for women political participation; 8) Liaise with Project Manager in the South to identify linkages and cooperation of activities between the North and the South Projects; 9) Liaise with other UNDP project teams and institutions working in gender- related governance issue in political participation; 10) Write a quarterly report on progress; 11) Document experiences and best practices for capacity building for women’s political participation; 12) Provide technical support to the Project Manager in arranging regional trainings; and 13) Undertake any other relevant activities as required by the Project and UNDP management. Deliverables: • Meetings with project Forums; • Monthly meetings with Project Manger in the North; • Meetings on as needed bases with Project Manager in the South; • Technical Advice to forums and Project Manager; • Guidelines for training curricula for women stakeholders; • Quarterly Report on activities, outputs and lessons learned for the reporting period, as well as planned activities for the next quarter; and • Report on best practices for capacity building for women’s political participation. Duration: The Advisor will work on a retainer basis for a total of 100 days starting from 1st September 2008. The Advisor will be working from GGEPP Project Office in Khartoum, with travel to Juba and other areas whenever necessary.

 
 Minimum Qualification, Skills and Experience Required:

Qualifications: 1. Sudanese national; 2. Advanced University degree (Masters or PhD) in Development Studies, Sociology, Economics, Gender or other relevant field; 3. At least seven years of progressively responsible experience in development programming with a focus on gender; 4. Strong analytical and communication skills; 5. Excellent knowledge of gender and election related issues; 6. Strong team player with the ability to work under pressure; 7. Strong organizational and writing skills; 8. Excellent knowledge of English and Arabic; and 9. Ability to use information technology effectively. Additional assets include: • Knowledge of UN/UNDP policies and programming frameworks and previous experience working for the UN.

Only short-listed consultants will be contacted Evaluation Criteria: After the interview, qualified candidates will be asked for their consulting fee. The contract should be awarded to the consultant who is technically responsive (i.e. meets quality requirements) and has offered the lowest consulting fee or lowest lump sum price as the case may be. Payment: The standard method of payment to individual contractors under SSA, whether national or international, shall be the output-based lump-sum scheme. Payment will be made quarterly (1) after submission of the quarterly report as well as other reports which the Advisor was expected to complete during that period; and (2) after the supervisor’s certification that the Advisor’s work was satisfactorily performed during the period. Notice: UNDP, as a matter of practice, does not charge any application, processing or training fee at any stage of the procurement process.
