 Background:

GBV continues to be a life threatening concern for populations in conflict and disaster prone areas in Sudan. Women and girls, boys and men continue to face the risk of different types of the GBV due to various factors such as insecurity, low economic status and lack of livelihood opportunities, lack of community awareness on women’s rights and GBV due to cultural and societal norms. The response is often hampered by difficulties of accessibility to affected areas affecting timely response to the needs of survivors, limited presence and capacity of GBV actors including government, national and international NGOs, and UN agencies.

 

With regards to gender-based violence interventions, UNFPA usually works at two levels. It coordinates multi-sectoral and comprehensive partner interventions through the GBV sub-sector under the overall protection sector. UNFPA also implements specific prevention and response activities. Specifically, this includes:

  1. Coordination of comprehensive GBV related prevention and response activities among different actors through chairing the GBV sub sector under the protection sector to ensure comprehensive sharing of information, identification of response gaps, and follow up through relevant protection stakeholders.
  2. UNFPA also supports programme implementation addressing major GBV prevention and response concerns by working closely with a variety of stakeholders including national NGOs, international NGOs, UN agencies and government counterparts to implement various activities toward achieving the goal of preventing GBV and providing adequate response to GBV survivors.

 

The continued vulnerabilities of women and girls call for strengthening UNFPA's capacities to address the increasing needs for coordination, advocacy and support to GBV prevention and response activities. Mapping of existing services and supplies has been carried out and is regularly updated to help strengthen the referral mechanisms for survivors to care. However, the quality of the services provided has not been adequately assessed save for routine monitoring visits. Currently, there is a gap in the availability of CMR services in some areas as well as a gap in knowledge in terms of the quality of services provided.

 

Purpose of the Consultancy:

 

Under the overall responsibility of the UNFPA Representative of the Sudan Country Office and under the direct supervision of the team leader in the field and technically support by the GBV coordinator, the CMR Consultant provides programmatic and technical support in Clinical Management of Rape to ensure provision of quality and confidential, survivor-centered services for GBV survivors. This response involves a close cooperation with health, psycho-social, protection and legal sectors to ensure that survivor’s needs are met. The CMR Consultant coordinates with the GBV Analysts in Khartoum and in the UNFPA programme states (Darfur states). He/she will work closely with the -the RH humanitarian specialist and the development programme officers (RH, gender and youth) to reinforce linkages between humanitarian and development interventions ensuring that GBV issues are well addressed across board.

 



 
 Duties and responsibilities:

Overall, the CMR Consultant will provide support at different levels related to (1) and (2) UNFPA’s GBV programme implementation addressing major GBV prevention and response concerns by working closely with a variety of stakeholders including national NGOs, international NGOs, UN agencies and government counterparts to implement various activities toward achieving the goal of preventing GBV and providing adequate response to GBV survivors.

 

Partnerships and Coordination:

 

  • Strengthen the coordination between the CMR provides and other relevant stakeholders i.e. SMoH, SMoSA, Police, FCPU, I/ NGOs and UN agencies to ensure coordinated provision of quality services.
  • Coordinate and collaborate with the health sector, and actively participate in health coordination meetings, RH task force meetings advocating for quality of CMR services.
  • Coordinate with RH and GBV staff at the state level on development of localized functional GBV referral mechanisms to ensure enhanced access to medical services for survivors.
  • Lead in organizing and coordination of CMR trainings, workshops, and related forums ensuring they are up to standard.
  • Maintain close coordination with the UNFPA-HFCB International Roving CMR specialist to ensure continuous support for Sudan on CMR.

 

Technical Support and programming:

  • Assess the technical capacity of health facilities in Darfur states to provide CMR, including psychosocial support, services (human resource capacity, availability of confidential spaces, availability of CMR kits etc.) and recommend improvement actions.
  • Maintain an up to date the Map on CMR services availability, including the psychosocial support, The CMR mapping should be update quarterly at the minimum.
  • support the forecasting and procurement of CMR kits, reference materials and supplies;
  • Oversee the distribution and monitoring the utilization of CMR kits to health facilities as informed by the CMR mapping and as per project target.
  • Conduct refresher trainings for trained medical staff and mentor them on provision of quality CMR services including through on the job coaching.
  • Ensure that health care providers are informed with relevant national laws and policies governing provision of CMR for GBV survivors.
  • Provide technical support to UNFPA staff and line ministries on CMR services provision on need basis.
  • Ensure dissemination of CMR protocols to health facilities offering CMR services in Darfur and contribute to the updating of CMR documents at state and federal level.
  • Work with health facilities to establish confidential spaces to enable survivors seek services on a safe and secure environment.
  • Ensure information dissemination to community on availability of CMR services and referral mechanisms in collaboration with partners

 

Monitoring and Evaluation:

  • Monitor and report on CMR kits distribution, CMR services usage at facilities level and CMR Kits consumption to advise programming.
  • Analyze and report on programme and project progress in terms of achieving results related to CMR, using existing monitoring and evaluation tools and introducing new mechanisms and systems; identify constraints and resource deficiencies and recommend corrective action. 

  • Contribute to preparation by implementing partners of annual and other periodic work plans and monitors and evaluates progress according to the Project monitoring plan, including contracts with UNFPA partners towards projected programme results, and documents and applies lessons learnt to close the gaps. 

  • Undertake regular monitoring missions and meetings with relevant actors including project partners in assessing the GBV trends, patterns and advises on the response strategies.
  • Provide the M&E / reporting Analyst with the relevant information and best practices regarding GBV program to be shared with the key partners and donors.
  • Undertake any other relevant responsibilities and tasks as assigned by her/his supervisor.

 


 
 Minimum Qualification, Skills and Experience Required:

Education:

Advanced University Degree in Medicine, and licensed to practice within home country

 

Experience:

 

Minimum 2 years of GBV programming, including experience in direct support of survivors of sexual violence. Strong background in SRH / SGBV including CMR and related treatments

 

Languages:

Fluency in oral and written English and Arabic.

 

Others

Proficiency in current office software applications.
