Background: GBV continues to be a life threatening concern for populations in conflict and disaster prone areas in Sudan. Women and girls, boys and men continue to face the risk of different types of the GBV due to various factors such as insecurity, low economic status and lack of livelihood opportunities, lack of community awareness on women’s rights and GBV due to cultural and societal norms. The response is often hampered by difficulties of accessibility to affected areas affecting timely response to the needs of survivors, limited presence and capacity of GBV actors including government, national and international NGOs, and UN agencies.
With regards to gender-based violence interventions, UNFPA usually works at two levels. It coordinates multi-sectoral and comprehensive partner interventions through the GBV sub-sector under the overall protection sector. UNFPA also implements specific prevention and response activities. Specifically, this includes:
The continued vulnerabilities of women and girls call for strengthening UNFPA's capacities to address the increasing needs for coordination, advocacy and support to GBV prevention and response activities. Mapping of existing services and supplies has been carried out and is regularly updated to help strengthen the referral mechanisms for survivors to care. However, the quality of the services provided has not been adequately assessed save for routine monitoring visits. Currently, there is a gap in the availability of CMR services in some areas as well as a gap in knowledge in terms of the quality of services provided.
Purpose of the Consultancy:
Under the overall responsibility of the UNFPA Representative of the Sudan Country Office and under the direct supervision of the team leader in the field and technically support by the GBV coordinator, the CMR Consultant provides programmatic and technical support in Clinical Management of Rape to ensure provision of quality and confidential, survivor-centered services for GBV survivors. This response involves a close cooperation with health, psycho-social, protection and legal sectors to ensure that survivor’s needs are met. The CMR Consultant coordinates with the GBV Analysts in Khartoum and in the UNFPA programme states (Darfur states). He/she will work closely with the -the RH humanitarian specialist and the development programme officers (RH, gender and youth) to reinforce linkages between humanitarian and development interventions ensuring that GBV issues are well addressed across board.

Duties and responsibilities: Overall, the CMR Consultant will provide support at different levels related to (1) and (2) UNFPA’s GBV programme implementation addressing major GBV prevention and response concerns by working closely with a variety of stakeholders including national NGOs, international NGOs, UN agencies and government counterparts to implement various activities toward achieving the goal of preventing GBV and providing adequate response to GBV survivors.
