The United Nations High Commissioner for Refugees is seeking for qualified candidate to fill the following post:

 Background:

The influx of South Sudanese refugees that began in late 2013 mainly into White Nile State and then into West & South Kordofans, such as East & South Darfurs, as well as other states continues, driven by deteriorating food security and continuing violence in South Sudan. To date close to 420,000 South Sudanese refugees have sought safety in Sudan, out of this, some 165,000 are in White Nile State. The majority of refugees arriving since 2013 are women and children often in poor nutrition and health conditions, with very few opportunities for livelihood and subsistence activities in White Nile State. Basic assistance including food, nutrition and emergency household supplies has been provided to South Sudanese refugees. However, overcrowded conditions continue to prevail at many sites, and malnutrition rates recorded through surveys in 2016 are above emergency levels in White Nile State.

UNHCR Sudan and key supporting donors have agreed that there are lessons that are learned from the refugee response in White Nile State. As such, UNHCR is commissioning an independent evaluation of the UNHCR and partner response to the South Sudanese refugee influx in White Nile State (WNS) between December 2013 and March 2018.

In addition to assessing the overall effectiveness of the response, the evaluation will focus in particular on strategy, coordination, management and operational arrangements – with emphasis on the semi-remote management context – quality assurance (including capacity building), protection and the WASH, public health and nutrition sectors. The evaluation is intended to generate lessons learnt and recommendations that will support improved coordination and contingency planning, and that will contribute to strengthening the quality of the response to the South Sudanese refugee influx. Evaluation results may also help inform strategic direction for the wider UNHCR and partner response for South Sudanese refugees across Sudan as it evolves in 2018 and beyond.

The evaluation should provide insights for the field operations, the Regional Bureau for Africa and other concerned Divisions/Services on the status of the refugee response to date and to agree upon recommendations for future action, and be a useful tool for future donor resource mobilisation.



 
 Duties and responsibilities:

The primary role of the national consultant will to be to support the Team Leader during the visit to Sudan. He/she will also help in preparing for the Team Leader’s field visit to Sudan, participate in interviews, meetings and project site visits during the field visit phase and provide relevant contextual and technical advice during the analysis and reporting phase.   The national consultant is expected to contribute to the evaluation by:

•          Providing relevant inputs to ensure that this evaluation adequately analyses and considers relevant contextual and technical perspectives. 

•          Providing other relevant inputs to enrich the quality of the analysis of the review and ensure it adequately reflects the Sudan context.

Under the direct supervision of the Team Leader, the national consultant will contribute to the following phases of the review:

           a)        Start-up/Preparation Phase: background research, contextual analysis for the inception report and assisting the Team Leader with preparations for the field visit.

           b)        Data Collection Phase:

  i)      Participating in team meetings, and preparations work in Khartoum.

        ii)     Join the Team Leader during interviews and visits to project sites outside Khartoum during approximately three weeks during March 2018 to conduct interviews with refugees and other relevant stakeholders as agreed with the Team Leader.

        iii)    Participate in team discussions to collate and analyze findings, including participation in the validation workshop and debriefing sessions when preliminary findings and results will be presented.

        iv)    Interpreter/translation support for the Team Leader.

           c)      Analysis Phase: Collection and collation of additional data.

 


 
 Minimum Qualification, Skills and Experience Required:

-          University degree plus minimum 4 years of relevant professional experience, of working as part of an international team conducting evaluative and/or research-type activities in Sudan;

-          Knowledge of data collection methodologies, including interview skills;

-          Awareness of gender and inclusivity (e.g. disability inclusion) approaches;

-          Expertise in community-based public health and nutrition.  Expertise in water, sanitation and/or protection desirable.

-          Ability to travel to project sites in White Nile State.

-          Ability to work independently with limited supervision and deliver high quality products on time, under very tight time-pressures, and politically and operationally challenging circumstances

-          Excellent team working, networking and communications;

-          Good analytical skills

-          Language skills requirements: Fluency in Sudanese Arabic.  Good working knowledge of spoken and written English and ability to interpret/translate.
