 Background:

Under the overall guidance of the Head of Operations and the day-to-day supervision of the Head of Finance, the Resource Management Specialist is responsible for effective delivery of programme finance services ensuring transparent utilization of financial resources and integrity of financial services in the UNDP office in Southern Sudan. He/she analyzes and interprets the programme and financial rules and regulations and provides solutions to a wide spectrum of complex financial issues. The Finance Specialist promotes a collaborative, client-oriented approach consistent with UNDP rules and regulations. The Resource Management Specialist undertakes the day-to-day monitoring of the programme finance expenditure, status of cost-sharing and the resource mobilization targets to ensure maximum programme delivery in line with approved work plan and cost-sharing agreements. The Resource Management Specialist works in close collaboration with the Programme Management Support Unit, Programme and Operations teams in the CO and UNDP HQ and project teams for resolving complex programme and operations-related issues, ensuring successful CO performance in Finance.


 
 Duties and responsibilities:

Summary of key functions: - Effective and accurate financial resources management and oversight - Implementation of operational strategies and procedures - CO programme finance management and organization of an optimal cost-recovery system - Implementation of the resources mobilization strategy - Facilitation of knowledge building and sharing, guidance to all stakeholders 1. Ensure effective and accurate financial resources management and oversight, focusing on achievement of the following results: - Development, implementation and follow up on Programme Portfolio Pipeline and Project Tree in Atlas. - Programme financial resources management through planning, guiding, controlling of the resources. Preparation and monitoring of development projects’ budgets - Implementation of effective internal controls, proper functioning of a client-oriented financial resources management system. Identification of operational and financial problems, proposal of solutions. - Analysis of requirements and synthesis of proposals on proper mechanisms to eliminate deficiencies in budget management - Control of Combined Delivery and regular monitoring of the CO delivery - Manager level 1 in Atlas - Control of Accounts Receivables for UNDP projects - Provision of advice on reporting, preparation of reports including donor reports - Periodic monitoring of dashboards and exceptions, identification of the remedial actions. - Monitoring of cost-recovery bills preparation in Atlas for the services provided, implementation of the income tracking system and follow up on cost recovery. - Monitoring of financial exception reports for unusual activities, transactions and investigation of anomalies or unusual transactions. Provision of information to supervisors and other UNDP staff at HQ on the results of the investigation when satisfactory answers are not obtained - Participation in the projects’ audit, control on the follow up - Financial analysis and oversight for all resources managed by the CO and provision of high-quality professional advice to the CO management - Proper planning, expenditure tracking and audit of financial resources, including extra-budgetary income in accordance with UNDP rules and regulations. - Implementation of cost-sharing and trust fund agreements. - Member of bank signatory panel. 2. Ensure implementation of operational strategies and procedures, focusing on achievement of the following results: - Full compliance with UN/UNDP rules, regulations, policies and strategies of financial activities, financial recording/reporting system and audit follow up; implementation of the effective internal control, proper design and functioning of the financial resources management system. - CO finance business processes mapping and elaboration/establishment of internal standard operating procedures in the Finance Unit In consultant with office management. - Continuous analysis and monitoring of the financial situation, presentation of forecasts for development and management projects. - Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with office management - Elaboration of the framework and conditions of contribution within the CO resource mobilization efforts. - Routinely monitors financial exception reports for unusual activities, transactions, and investigates anomalies or unusual transactions. 3. Manage the budget of development and management projects and organize an optimal cost-recovery system, focusing on achievement of the following results: - Management of all financial resources through planning, guiding, monitoring and controlling of the resources in accordance with UNDP rules and regulations. - Preparation and monitoring of projects’ budgets in Atlas. - Regular analysis and reporting on the budget approvals and the delivery situation of management projects. - Elaboration of proper mechanisms to eliminate deficiencies in budget management. - Organization of cost-recovery mechanisms for services provided by UNDP ensuring the preparation of pro-forma invoices for UN agencies and monitoring through the Atlas tracking system. - Collection of information on internal and external clients’ satisfaction and needs in order to develop improvements to services. - Ensuring that advance payments and direct payments for NEX projects are properly reviewed and made on a timely basis, as well as ensuring that payment information is properly recorded into the Atlas system on a timely basis. - Ensuring that cost-sharing contributions are properly transferred to UNDP on a timely basis. - Submission of financial reports to donors on a timely and quality basis 4. Ensures implementation of the resources mobilization strategy focusing on achievement of the following results: - Elaboration of the framework and conditions of contributions within the CO resources mobilization efforts. - Monitoring of cost-sharing contributions - Advice to Programme and Project Staff on different donor reporting requirements; monitoring of financial reports to be submitted to donors. 5. Ensures facilitation of knowledge building and knowledge sharing, guidance to all stakeholders on financial matters focusing on the achievement of the following results: - Advice to Project staff on UNDP administrative and NEX reporting, in particular, on budgetary issues. - Organization/conduct of training for the Operations/Project/Programme Staff on financial management and RBM with focus on programme finance. - Synthesis of lessons learned and best practices in programme and programme finance. - Sound contributions to knowledge networks and communities of practice. Impact of Results The key results have an impact on the overall CO efficiency in financial resources management and success in introduction and implementation of operational strategies. Accurate, thoroughly researched and documented financial information, timely and appropriate delivery of services ensure client satisfaction and enhance UNDP credibility in use of financial resources.

 
 Minimum Qualification, Skills and Experience Required:

The selected candidate should - Demonstrate integrity by modeling the UN’s values and ethical standards - Promote the vision, mission, and strategic goals of UNDP - Display cultural, gender, religion, race, nationality and age sensitivity and adaptability - Actively work towards continuing personal learning and development in one or more Practice Areas, acts on learning plan and applies newly acquired skills - Have good knowledge of accounting - Have Excellent IT skills, knowledge of Atlas Education: Master’s Degree or equivalent in Finance, Business Administration, Public Administration, Economics or related field. Experience: 5 years of relevant experience at the national or international level in providing financial management advisory services and/or managing staff and operational systems. Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems. Language Requirements: Fluency in the UN and national language of the duty station.
