 Background:

Sudan Fedral Ministry of Health (FMOH) is a key partner to the Global Fund to fight HIV/AIDS, Tuberculosis and Malaria (GFATM). FMoH assumed the role of the Principal recipient of GFATM grants in Sudan, namely Health System strengthening grant since 2015. This role was further extended to include both Malaria and Health Systems Strengthening grants for the period 2018-2020. In its role as the principal recipient, FMoH ensures quality financial management, timely procurement of supplies and services delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMN) is and will managing the GFATM grants (2015-2017 & 2018 - 2020) with an approved budget of over US$ 120 Million. The Unit provides quality assurance and oversight, guidance to routine management of (GF-PMN) Program funded by the Global Fund. The overall goal of the project is to prevent deaths caused by diseases, reduce the burden of HIV and Tuberculosis, interrupt transmission of HIV/Aids, reduce morbidity, and to contain and prevent Malaria outbreaks, as well as to strengthen the Health System.    



 
 Duties and responsibilities:

Job Purpose/ Summary 

Offers technical support to sub-recipients and implementing partners involved in RSSH grants implementation, in order to effectively utilize GFATM resources and also provides policy advice , process management and program advisory support to stakeholders in addition to policy analysis and capacity development process, addressing development needs of the stakeholders and provides support to sub-recipients in the implementation of activities related to RSSH grants within the overall framework of GFATM for the RSSH grants in addition to performance management and knowledge sharing and capacity building .

Duties & Responsibilities :

Key Functions

 

  1. Technical support for scaling up of RSSH interventions in Sudan

 

  • Offer technical assistance to implementing units and stakeholders involved in RSSH intervention implementation, in order to effectively utilize GF resources.
  • Provide guidance to implementing units and counterparts on the implementation of activities related to RSSH interventions within the overall framework of FMOH and GF.
  • Support the process of acquiring Technical Assistance (national and international) for the implementation of RSSH interventions including preparation of ToRs, identify, select and evaluate individuals and / or companies.
  • In close collaboration with M&E and other PMU sections analyze results of interventions, and incorporate lessons learnt into the decision making process of recipients and donors, research inputs and provide strategies for dissemination of information.

 

  1. RSSH interventions management, including monitoring and ensuring achievement

 

  • Support the assessment and establishment of Memorandum of Understandings MOUs and agreements with implementing partners / unit, and ensures effective implementation and accountability of the RSSH interventions.
  • Develop and submit work plans, budgets, operational plans, performance frameworks, M&E and PSM plans for RSSH interventions, in close cooperation with the various PMU sections ( PSM, finance and M&E) and the respective implementing units.
  • Facilitatecollaborative vertical coordination between the different implementing units and FMOH departments for effective implementation of harmonized interventions and approaches for any RSSH cross cutting issues.
  • Support the timely preparation of the RSSH interventions quarterly programmatic and financial progress reports as well as annual work plans and activity schedules with other sections within the PMU and implementing units.
  • Work closely with M&E section towards effective monitoring, timely reporting and analysis of results of projects to incorporate lessons learnt into recommendations for improvement to be implemented by partners.
  • Monitor implementation of work plans by implementing units, UN partners and stakeholders, and ensure effective coordination   amongst them; including conducting monthly meeting with respective implementing units and to follow up on programme implementation.
  • Support, in close collaboration with Finance section the financial management of the grant budgets, including budget revisions, monitoring the grant absorption rate, monthly and quarterly tracking and review of expenditures etc.
  • In accordance with approved grant work plans and budgets, timely prepare and monitor procurement plans and technical specifications in close consultation with the relevant implementing units and facilitate procurement of commodities with the procurement section of the GF PMU.
  • Liaise with procurement and legal sections to prepare and follow up contracts of partners and contractors; provide substantive inputs and lead the implementing units contracts management;
  • Timely identify bottleneck/s in hindering RSSH interventions implementation and promptly propose exit strategy and report to Programme Manager.
  • Work closely with Administration team to maintain an assets inventory for RSSH component.

 

  1. Create partnerships and ensure harmonization

 

  • Support in the coordination and operational harmonization of RSSH interventions in Sudan; and work closely with all partners supporting the RSSH intervention efforts in Sudan.
  • Establish and maintain effective communication channels and ensure sustainable information sharing with stakeholders and partners in the implementation of RSSH interventions.
  • Work closely with the relevant Sub-committees and prepare regular reports and updates for a better and systematic monitoring and evaluation of RSSH interventions.
  • Ensure a collaborative vertical coordination between the different technical sections as well as M&E, including implementing harmonized approaches with respect to the financial tracking of grants and annual financial reporting, and any other cross-cutting issues.

 

  1. Performance management, knowledge sharing and capacity building

 

  • Support training and guidance to the RSSH team at PMU level and develop work plans and priorities, monitoring achievements and evaluating performance of the team.
  • Capacity building and knowledge sharing on RSSH interventions specific issues for PMU and implementing unit staff, through (on-the-job) trainings and synthesis of lessons learned/best practices.
  • Support in compiling best practices in implementing Global Fund programme activities at the country level and ensure that these are disseminated internally and externally.
  • Support in the development of knowledge products based on lessons learned, experiences and data generated through programme implementation.
  • Support and facilitate capacity building of the relevant implementing unit and other relevant partners to mobilize/utilize GF resources.
  • Undertake any other tasks as assigned by the supervisor.

 


 
 Minimum Qualification, Skills and Experience Required:

-Qualification : 

Post Graduate degree, preferably in Public Health, Social Sciences, statistics or related areas or Bachler Degree in Public Health, Social Sciences, statistics or related areas and additional two years of relevant working experience will also be considered.

b-Experience :

 

  • A minimum of 3 years demonstrated experience working in public health programs;
  • Sound knowledge about of RSSH interventions, and an understanding of international mechanisms in place to deal with RSSH and public health issues in Sudan and/or other developing country context;
  • Excellent organizational and interpersonal skills, as well as proven management skills.
  • Excellent verbal and written communication skills;
  • Strong IT skills
  • Ability to work under pressure in order to meet strict deadlines;
  • Ability to travel within Sudan;
  • Experience in working with government counterparts;
  • Sound knowledge of the GF programme and financial procedures is a clear advantage.
