About the job:
DRC has being operating The Program Coordinator is the most senior national staff in the Area and his/her role is to ensure the overall coordination of DRC programs in Garsilla and other field sites are of a high technical quality, that results are delivered on time with the budget, he/ she also is responsible development, implementation, monitoring and reporting of the projects in the area. The position is intended to facilitate the program implementation, coordination and representation of DRC program specific interests in the area, in close consultations with the Area Manager and the DRC Head of Programs and building and maintaining DRC’s field project reputation through ensuring quality delivery of programs and accountability to our beneficiaries and partners.

Your main duties and responsibilities will be:
Implementation and Planning
• Support the Area Manager to ensure quality, timely implementation of project activities.
• Supervise the Programmes team, coordinating, directing and planning to ensure outputs are achieved in good time and quality.
• Ensure activities are planned and implemented within the budget limits and in line with good budget management and accountability procedures as per the minimum compliance standard with DRC quality procedures.
• Work with beneficiaries/ community structures/ local authorities/NGOs/CBOs to ensure effective implementation of DRC projects and activities.
• During implementation of activities, ensure identification of problems that may affect programme implementation and that such problems are dealt with pragmatically and constructively.
• Ensure that implementation of activities Do-No-Harm to persons of concern/ beneficiaries at the point of delivery.
• Along with logistic officer and Area Manager, prepare procurement plans and coordinate timely procurement of appropriate quality and quantity project materials and services following the laid down procedures for procurement.
• Participate in coordination meetings with stakeholders such as local communities, local government officials, UN and donors.
• Organize and manage workshops, trainings and meetings that are hosted as part of the project with relevant partners—beneficiary households, line ministries and CBOs.
• Lead community mobilization efforts, promoting transparency and accountability.
• Organize meetings for project information sharing and compilation of resultant reports and proper documentation of the proceedings.
• Prepare relevant manuals/tool kits that can be used by the community.

Communication/Reporting
• Coordinate production of the monthly report and quarterly reporting processes, including guiding contributions from individual members of the team.
• Participate and guide project planning, development of proposals and lessons learned processes.
• Using local knowledge and other relevant information, contribute to the identification of beneficiary needs.
• Submit weekly work plans to Project Manager as prepared by the Programmes team members.
• Maintain up to date record of project beneficiaries disaggregated by gender, age and diversity.
• Liaise with all community leaders (including Project Management Committee) and government line ministries for better cooperation and smooth work relationship.

Monitoring and Evaluation
• Undertake such assessment as will be defined in the work plans in order to monitor and evaluate projects.
• Identify, document and disseminate relevant project successes, challenges and follow up on implementation of project’s action points.
• In collaboration with community representatives, undertake detailed situational analysis and propose appropriate project implementation approaches.
• Supervise and undertake participatory needs/vulnerability and capacity assessments of affected communities.
• Participate in project evaluations and assist in the analysis of results.
• Supervise the programmes team in integrating M&E processes and reporting into their daily routine.

Supervision/training
• Support/supervise Programmes Team staff in the development and implementation of activity plans which will support the achievement of sector/office plans.
• Coaching, and mentoring of staff under supervision to build capacity and independence.
• Participate in and support Project Manager in routine staff appraisals for staff under supervision.
• Provide supervision, guidance and monitoring for project staff, ensuring clarity over project plans and priorities and encouraging effective team work.
• Represent DRC with good faith and by demonstrating humanitarian code of conduct.
• In the absence of the Project Manager, undertake temporary and defined functions as delegated to ensure the continued functioning of the office and activities.

• On request perform any other additional duties assigned by the supervisors in order to allow the organisation to function optimally.

About you:
Experience and technical competencies: (include years of experience)
• At least 5 years of effective Program Management experience in both emergencies and development contexts in first phase.
• A comprehensive and proven understanding of two or more sectoral programs, M&E systems and a working knowledge of the program priorities of the Country Office .
• Excellent and proven experience in Program Cycle Management.
• Extensive knowledge in international humanitarian systems, institutions and donors, and of procedures, accountability frameworks and best practices in emergency management
• Commitment  to  and  understanding  of  Danish Refugee Council  vision, mission and values  including rights-based approaches

Required
• Education: (include certificates, licenses etc.).
• Bachelor Degree in either social sciences, agriculture, rural development, economics and business management.

Languages: (indicate fluency level)
• Arabic - Fluency in local spoken languages.
• English - Fluency in written and spoken.
