 Background:

ORGANIZATIONAL CONTEXT. Define the role of the position within the team, describing its leadership role, if any, it’s external/internal work relationships or contacts, the contextual environment in which it operates and the scope of supervision received, and where applicable, exercised by the incumbent.

The Information Management Associate, reporting to the Information Management Officer, will assist with the production and dissemination of UNHCR and inter-agency information products, with a focus on data collection and analysis, as well as monitoring standards and indicators. The incumbent will be responsible for collecting and analysing data and monitoring indicators against SPHERE and UNHCR standards to feed into accurate, timely and high-quality information products for external circulation to a variety of audiences and stakeholders. The incumbent will also support UNHCR Field Offices and Refugee Working Groups (RWGs) in conducting and reporting on inter-agency needs assessments, as needed.

The Information Management Associate will work closely with the Refugee Consultation Forum (RCF) Secretariat (Liaison Unit) on products that support inter-agency coordination (e.g. 3/4Ws, Priorities and Gaps, etc.) and will support indicator development, monitoring and reporting for inter-agency planning and reporting processes, for example the Regional Refugee Response Plan (RRRP) and the Humanitarian Response Plan (HRP). 



 
 Duties and responsibilities:

  • The Office delivers reliable, accessible and user-friendly, relevant, predictable, appropriate and timely information.
  • Global data standards, and where appropriate, the establishment of country-specific common data standards are adopted by UNHCR and its partners.

Responsibility (process and functions undertaken to achieve results)

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile and aggregrate information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Collect, collate and process information and perform data quality and consistency control.
  • Produce summary statistics.
  • Support the coordination of data collection teams.
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • Participate in Needs Assessment processes, specifically in data collection, processing/collation and data exploration.
  • Perform other duties as required.

Authority (decisions made in executing responsibilities and to achieve results)

  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements

 
 Minimum Qualification, Skills and Experience Required:

ESSENTIAL MINIMUM QUALIFICATIONS AND PROFESSIONAL EXPERIENCE REQUIREDDefine the educational background, the relevant job experience and the language(s) that are essential to perform the work of the position.

  • At least 6 years of relevant work experience with the completion of Secondary education with certificate/training in social sciences, demography, statistics, mathematics or a related field; OR at least 4 years relevant work experience with a University degree in a related field.
  • Fluency in English and Arabic, with good writing skills in English.
  • Experience with handling confidential data.
  • Experience with different data collection methodologies. 
  • Experience working with standards and indicators.
  • Familiarity with monitoring and evaluation (M&E) principles and methodologies.
  • Strong quantitative and qualitative analysis skills.
  • Strong Excel skills (e.g. pivot tables, functions, etc.).
  • Strong technological awareness and adaptability to new technologies (software, online, etc.).
  • Strong attention to detail and high quality standards for own work.
  • Strong inter-personal skills and ability to build positive working relationships with different stakeholders.
  • Willingness to undertake regular missions to field operations, occasionally in remote or insecure locations

 

DESIRABLE QUALIFICATIONS & COMPETENCIESDescribe any experience or knowledge that would be an asset, such as: UNHCR Learning Programmes, other training, additional languages, Field/HQs experience, etc.

  • Successful participation in the UNHCR Operational Data Management Learning Programme (ODMLP) or Training on Information Management in Emergencies (TIME) is an asset.
  • Experience working with UN or a non-governmental organization (NGO). 
  • Knowledge of UNHCR operations.
  • Knowledge of one or more refugee response sectors (Protection, WASH, Health, Nutrition, ES/NFI, Education, Livelihoods).
  • Familiarity with SPHERE and UNHCR standards and indicators.
  • Familiarity with mobile data collection technology such as ODK, KoboToolbox.
  • Familiarity with project management frameworks (e.g. logical frameworks).
  • Experience with RRRP and/or HRP processes.
  • Ability to formulate IM-related technical requirements and Operating Procedures.
  • Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is an asset.
  • Experience in web design and software development is an asset.
  • Experience with HTML, PHP, ASP and/or Java is an asset.
