Invitation to tender:  Car rental with driver for El Geneina, West Darfur and / or El Fasher, North Darfur for services up to 120 days within the period 01.08.2017 – 30.11.2017

1.    Context
The GIZ project „Strengthening Capacities for the Reconstruction in Darfur“ is promoting vocational training and private sector development in North and West Darfur since 2015.
* The project aims to extend the access for young people and disadvantaged groups to obtain vocational training and to facilitate their entry into the labour market. The projects State implementation partners are the Department of labour and the handcrafts union.
* For the projects intervention the Khartoum based technical team has to travel to Darfur on a monthly basis. For their movements in the town El Geneina (West Darfur) and in the town El Fasher (North Darfur) the team follows the risk management recommendations to make use of low profile cars with local drivers.

2.    Time frame of the assignment

    GIZ seeks to contract 1 low profile car with a driver and with fuel up to 120 days for below transportation services:

• For GIZ personnel from and to the airport and from accommodation to the project locations in the urban area of El Geneina/ El Fashir.
• For project mail sent via UNHAS from the UNHAS office to the partner organizations and vice versa.
• For daily travel within El Geneina/El Fashir city and urban areas up to12 hours.

The communication of the required days will be effected up to 1 week prior to each service request. During the service, the car and driver shall be available 12 hours per day including weekends. The exact dates will be determined also depending on the availability of flights.

3.    Overall objective of the assignment.
The cars will be used in the urban areas of El Geneina and El Fasher and to and from the airport to the accommodation. The car shall have full insurance coverage for vehicle and passengers and shall be in good shape. GIZ shall not cover any fees related to defaulted cars, speeding by the driver or any other unlawful conduct by the vehicle and driver.

4.    Requirements and deliverables
If you are interested to participate in this tender, the following minimum standards have to be submitted along with the price quotation:
-    A low profile car with 5 seats and functioning seat belts for each one of them: confirmation
-    Fuel for all movements: confirmation
-    Functioning air conditioning: confirmation
-    Valid registration of the car: copies to be submitted
-    Valid insurance: copies to be submitted
-    A driver with a valid driver’s license: copies to be submitted
-    A driver that operates perfectly also in critical situations: confirmation
-    A driver with proofed basic English language skills: confirmation


Please confirm in writing for each minimum requirement that it is in place and provide copies. If cars or drivers are being changed, the respective information have to be re-submitted for respective vehicle / driver.

The same bidder may provide 2 cars and drivers at a time. The payment will be affected upon completion of the individual missions.
