The Better Migration Management Programme in Khartoum is looking for a qualified person to fill the following position:

Training Advisor for Better Migration Management Programme

with duty station in Khartoum and regular duty trips to other States in Sudan as well as Eritrea.
 

Background

The Better Migration Management (BMM) programme is a cooperation between the European Commission and the German Federal Ministry for Economic Cooperation and Development (BMZ). It is financed by the European Union Emergency Trust Fund (EUTF) for Africa (Horn of Africa Window). The programme is implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in partnership with six other European and International agencies and based on a comprehensive and holistic approach towards migration management.

The overall objective is to improve migration management in the region, and in particular to address the trafficking in Humans (ToH) and the Smuggling of Migrants (SoM) within and from the Horn of Africa.
 

Context

Sudan and Eritrea benefit from BMM support activities aiming at building on the judiciary and law enforcement bodies’ existing capacities in preventing, investigating and prosecuting identified cases of ToH and SoM. In the two countries, it is also planned that BMM contributes to reinforce the competences of national institutions in charge of border management. These support activities should include among others a broad range of adapted training sessions, which shall be designed based on the competency based approach and in close collaboration with the competent national training institutions.

  1. Responsibilities

Under the direct supervision of the BMM Coordinator, the advisor is responsible for:

  • Coordinating the implementation of GIZ training related activities in the framework of BMM project in Sudan and Eritrea.
  • Providing some technical support to BMM implementing partners (IPs) in general and GIZ in particular as well as to BMM national partner institutions in the field of training engineering, training of trainer and pedagogical science.

The training advisor performs the following tasks:

  1. Coordination tasks

The advisor

  • organizes and supervises implementation of BMM training activities in Sudan and Eritrea
  • monitors the development and implementation of project’s plans and activities in close consultation with the different counterparts
  • coordinates relevant training activities at local level in consultation with BMM coordinator and in cooperation with BMM-GIZ team and BMM IPs.
  • contributes to preparing and implementing the required coordination process, joint project activities and work at regional level
  • compiles the relevant information for joint activities and assignments

 

  1. Provision of training technical support

The advisor

  • provides adapted technical advisory services to national partner institutions. This includes to develop and organise quality assurance measures and make recommendations on necessary changes, improvements and initiatives to be taken
  • prepares for and then conducts necessary assessments e.g.: diagnosis of training sector, assessment and evaluation of skills 
  • designs adapted training strategies, guidelines and training plans
  • writes, consolidates and redevelops education resources, curriculum, training modules manuals based on the competency based approach
  • organizes and conduct appropriate trainings as per the agreed upon training plan
  • provides training mentoring services to Trainers
  • deals with the design, preparation and implementation of workshops, seminars and other events on issues connected with training activities

 

  1. Networking and cooperation

The advisor

  • supports cooperation, regular contact and dialogue with national partner institutions as well as with BMM IPs
  • assists with PR work and cooperates with relevant organisations, non-governmental agencies and individuals in the project environment and with other projects to improve and maintain good working relationships
  • communicates local interests and efforts and encourages sharing ideas and information for the benefit of the project
     
  1. Other tasks

The advisor

  • ensures knowledge and information transfer to GIZ
  • prepares regular monitoring and evaluation reports as well as lesson learnt reports
  • draws up required presentation documents
  • prepares appropriate inputs for BMM reports including annual reports, and contributes to the other reports required by BMM Coordinator and GIZ Head Office
  • assists with research activities and studies in relation with training sector
  • Perform such other duties as may be assigned
     
  1. Required qualifications, competences and experience

Qualifications

  • masters/MSc in the area of training engineering, education or pedagogical science

Professional experience

  • at least 5 years’ professional experience in a comparable position

Other knowledge, additional competences

  • Significant experience and comprehensive understanding of the competency based approach
  • very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • fluent written and oral knowledge of Arabic and English
  • Readiness to undertake field missions outside Khartoum and Asmara
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management
