Organizational Context:

 

WFP’s greatest strength is its 14,000 dedicated people working tirelessly around the world to reduce hunger, often under difficult conditions where security threats and risks to personal safety are considerable. The global context in which WFP operates is rapidly changing which means the need for effective people management is becoming more important than ever before. In this context, WFP launched its People Strategy in November 2014. It articulates key strategic focus to build an engaged workforce, with the right skills, in the right roles enabling WFP to continue fulfilling its humanitarian response role while simultaneously building its capabilities to address the long-term goals of Zero Hunger.

 

Job Purpose:

 

  • Provide the WFP Area Office food security and vulnerability information management capacity by maintaining and updating databases of food security data and developing mechanisms by which such data are shared with other programme units in the country office as well as other partners;

 

Key Accountabilities (not all-inclusive)

  • Strengthen WFP knowledge base and understanding of food security and vulnerability issues at the Area Office level contributing to a better preparedness and response capacity to protect lives and livelihood of vulnerable communities that are at risk.
  • Contribute to the establishment and maintenance of a food security and vulnerability monitoring system to detect changes in the food security and vulnerability situation of populations at risk.
  • Develop information products to support decision making during the pre-intervention period such as contingency planning and emergency needs assessments as well as support operational planning including project design , implementation , monitoring , and evaluation phases of the WFP programming cycle.
  • Conduct periodic rapid food security assessments in identified locations.
  • Coordinate data collection and analysis for Food Security Assessment Systems (FSMS) in Collaboration with other stakeholders.
  • Participate in the design and implementation of WFP programmes with particular emphasis on problem analysis, defining the role of food assistance and providing recommendations on targeting of such assistance along geographic, sectoral or socioeconomic lines;
  • Provide the WFP Area Office food security and vulnerability information management capacity by maintaining and updating databases of food security data and developing mechanisms by which such data are shared with other programme units in the country office as well as other partners;
  • Participate in the food security and livelihoods cluster meetings in collaboration with FAO;
  • Transfer skills and develop sustainable capacity in food security analysis
  • management systems in relevant government institutions and local partners; and
  • Perform other related duties as required.

 

Other Specific Job Requirements

Good knowledge of statistics, survey design and implementation and data analysis. Familiarity of statistics software packages such as SPSS is desirable. Candidate should have strong command of Microsoft Office and other WFP information management systems. Excellent written and communication skills a must.

 Food Security Analysis

 Demonstrates ability to conduct structured food security analysis—Identify underlying macro and micro factors impacting food security of communities and countries. Provides findings and recommendations for the programmatic response.

 Food Security Monitoring

 Manages the implementation of food security monitoring systems. Investigates any observed anomalies in the datasets and informs program management for operational response.

 Technical Specialized Knowledge  (e.g., Economics, Statistics, Public Health, Remote Sensing, GIS, etc.)

 Provides managerial and technical guidance for designing and conducting analyses, including computation, interpretation, and presentation of results for food security surveys and key indicators (comprehensive food security and vulnerability surveys, food security monitoring, implementing mobile surveys, market analysis, food consumption scores, coping strategies indices. data disaggregation, etc.)

 Food Security Assessment

 Leads all aspects of surveys including design, implementation, analysis, findings and reporting. Ensures that assessment findings are easily translated into operational programmatic response.

 Strategic Operational  Understanding

 Demonstrates strong understanding of country operations to participate in response analysis exercises to improve the cohesion between analytical findings and programmatic response. Constructs evidence base underlying technical and policy advice given to stakeholders.

 

 

Standard Minimum Qualifications:

Education:  University degree and/or equivalent experience with emphasis in one or more of the following disciplines: Economics, agriculture, social sciences, development studies, or a field relevant to international development assistance.
Language: Fluency in both oral and written communication in English and Arabic.

 

Desired Experiences for entry into the  role:

At least one year of postgraduate professional experience in commerce, development, administration or food support. Knowledge of geographic information systems (GIS) and statistical analysis software. Experience in early warning and remote sensing and familiarity with the specialty software applications associated with them. Familiarity with quantitative and qualitative survey techniques. Experience in the design and implementation of food aid programmes.
