Job Title:  National Consultant to support update/develop organizational and job structure for FMOH employees including those working in HIV/AIDS, TB and malaria programmes

 

Background:

The basic elements for any organization whether it is a service or profitable one, public or private are represented by the following:

  • Organizational and job structure
  • Employee at different  levels as well as their competencies
  • Jobs performed by individuals
  • Physical  and  financial Resources
  • Operating systems( policies, rules, regulations, strategies , objectives, planning….ext)
  • Job methods as well as technicalities

It is well explained that there is an urgent need to revise the current practices at the FMoH regarding different regulatory aspects especially organization structure to enable the ministry to perform its functions effectively and efficiently.

 

Objective of the consultancy work:

The purpose of the consultancy service is to assist The Federal Ministry of Health in fulfilling its responsibilities to ensure effective improvement in organizational and job structure for FMOH employees including those working in HIV/AIDS, TB and malaria programmes which leads to ultimate strengthening of Human Resource Management System.

 

TORs:

  • Situation analysis of the current organizational structure of FMoH  regarding its ability   to execute tasks  assigned to FMoH and its different  directorates, departments and units.
  • Situation analysis for the current job structure of FMoH regarding its relevance to  organizational structure i.e.
  • Classification and grading of jobs.
  • Names  of occupied as well as certified jobs.
  • Actual tasks assigned to these jobs.
  • Keeping records of current jobs which include:

               -   Accurate identification of the current number of jobs at  FMoH.
               -   Determining the number of employees in comparison  with job  magnitude as well as job needs (Human Resource Planning.

  • Report writing and recommendations.
  • Preparation of corrective actions (work plan).
  • Implementation of work plan.
  • Supervising and monitoring implementation.

 

Scope of the work:

  • Working closely with the national consultant, national taskforce will be formulated to perform the above mentioned tasks. This will be carried out through regular meetings and consensus workshop with all relevant stakeholders.

Deliverables:

  • Inception report approved by FMOH and the national taskforce outlining the task to be undertaken and different methodology including time table.
  • Situational analysis report of the current  organizational and  job structure approved by FMOH and the national taskforce
  • Report on the new/updated organizational and  job structure
  • Final report of the work and reference documents approved by FMOH and the national taskforce.

 

Qualifications of the national Consultant:

Education: Degree: Ph.D.  Human   resources   for  health  management .

Experience: A minimum of 10 years of professional experience in the field of human resources management, familiar with human resources for health management is an asset.

Language Requirements: Fluency in English with excellent verbal and written skills

Institutional Arrangement:

The consultants will work under the overall supervision of the head of HR policy and planning department at Directorate General of Human Resource for Health Development. For functional matters, the consultants will be guided by the Director General of International Health and the senior program advisor at the PMU.

 

Duration of the Consultancy:

It is anticipated that the assignment will be completed within a total of   sixty six days from of the signing of the contract. All work must be completed by the date which will be decided on signing of the contract between the consultant and the head of the health information unit.
