 Background:

The United Nations Human Settlements Programme (UN-Habitat) with funding from Qatari under UN Darfur Fund is executing a project titled “Strengthening Land Management for Peaceful Co-Existence in Darfur intends to address the issue of land in Darfur, which constitutes a considerable challenge to the Darfur peace initiatives and paves the way for sustainable recovery and reconstruction. It aims to strengthen the capacity of the Darfur Land Commission (DLC) and its partners at state and local levels to formulate a land rights disputes mechanism, making recommendations to the competent authorities on necessary changes to people-centred land reform policies and legislation, including the restoration of land rights to their owners. In addition, this Project will also aim to “address Land Concerns at return sites” by demarcation of 50 return villages boundaries, sketch mapping including future expansion as well as a buffer grazing zone around the village, following traditional practice, through participatory planning to ensure returns and reintegration processes are sustainable. The exercise will build on existing data such as IOM village assessment, data collected by Return and Reintegration Working Group (RRWG), UNHCR, HAC and Voluntary Return and Reintegration Commission (VRRC) of the DRA which will be reviewed and complemented and updated and NOT duplicating what has been done already. The planning processes will be supported by engagement of the beneficiaries in the process of the of inclusive participatory planning to collect first-hand and updated information

Moreover the project will undertake survey and demarcation of  nomadic corridors and provide necessary basic services along the corridor, as conflict prevention measures, in close coordination with local authorities, nomads and farmers associations in addition to  revitalize/establish a fully functioning monitoring mechanism for nomadic corridors, engaging the native administration at various levels of the system’s hierarchy.

The Project will be implemented jointly by the United Nations Development Programme (UNDP), the United Nations Human Settlements Programme (UN-Habitat) and United Nation Food and Agriculture Organization (FAO) in full partnership with the Darfur Land Commission and Voluntary Return and Resettlement Commission (VRRC) of the DRA, the relevant ministries in the five Darfur States, Farmers’ Associations and Nomadic Councils.



 
 Duties and responsibilities:

 OBJECTIVE

The objective of the task is to facilitate and mobilize project beneficiaries to take part in project activities implementation and ensure effective and meaningful participation in various consultative workshop and dissemination of information

 

SCOPE OF WORK

 

The Community Mobilizer /outreach shall assist the Project in social mobilization, community mobilization to take part in overall project activities implementation. The Community Mobilizer / outreach will work under the guidance and close supervision of the Project Manager in consultation of the UN-Habitat National Coordinator and overall supervision of the UN-Habitat Head of Country Office shall undertake the following tasks, among others:

  • Create an enabling environment to ensure effective participation of counterparts in the projects activities and processes at all level
  • Develop and implement effective communication strategy to ensure effective dissemination of information and identify Key ways in which to reach the communities.
  • Facilitate and mobilize partners including CBOs, LNGOs, youth, women groups, IDPs, farmers and nomads associations, native admiration to take part in the process of consultative workshops on land issues and in other forums
  • Contribute to the preparatory activities to undertake an advocacy/media campaign to inform communities on their role in land administration and rights;
  • Contribute to the approach to include tools that ensure broad participation of stakeholders in all phases for preparing  and conduct of the consultative workshops’ return village sketch mapping and definition of village boundary;
  • Undertake social mobilization activities to encourage and ensure genuine participation of the project beneficiaries specially women to take part in all processes of consultations, assessments at state and locality level
  • Provide logistic and administrative support to the national consultants and project staff for implementation of consultative workshops, orientations and training programs and institutional development
  • Assist team leader and field staff in the preparation of procurement and tender documents and other logistic support including market survey for items or services intend to be procured
  • Develop tools for follow up of project activities implementation and monitoring and evaluation of progress and report regularly to his/her direct supervisor
  • Conduct frequent field visits to the project sites and provide field report to his/her direct supervisor on progress, deficiencies and actions need to be taken
  • Sensitize and mobilize community based organizations to identify problems and possible interventions as well as facilitate their full participation towards project ownership
  • Develop linkages with local governments and local leaders to ensure sustainability of the project interventions; and carry out activities to develop “feeling of ownership” of the project activities among the beneficiaries
  • Undertake additional tasks as asked by the team leader as required

 
 Minimum Qualification, Skills and Experience Required:

EDUCATION AND EXPERTISE REQUIREMENTS

  • Completion of Secondary School is required.
  • Bachelor’s Degree in the related field is an asset.
  • At least 6 years of experience in community mobilization and facilitation and related field
  • Good communication skills.
  • Preference will also be given to women and highly marginalized indigenous people who will maintain frontline contact with indigenous communities
  • Experience in  post disaster/conflict area is preferred
  • Arabic/English languages (fluent)
