Background: The Sudan Country Programme (2013-2017) combines emergency preparedness, humanitarian response, conflict recovery, resilience and development support in an extremely complex political, logistical and security-compromised environment. The CP is designed around six integrated and inter-related outputs with an overall goal of improving maternal health in Sudan. The national Maternal Mortality Ratio in Sudan is high. The low Contraceptive Prevalence Rate (CPR), the weakness of the health system, delay in seeking care and delay in reaching the health facility are the main factors causing the high maternal mortality. The low rate of use of Family Planning (FP) is also contributing to the high MMR in Sudan as the total fertility rate in the country is 5.2, the contraceptive prevalence rate is 12.2% (19% in urban and 8.7% in rural and it is less than 10% in 10 states), the unmet need for family planning is high (26.6%) and adolescent birth rate is high (87%). The weak supply chain and the health information systems, in addition to the negative attitudes and behaviours of communities towards FP services are main factors of poor FP indicators. According to the reproductive health commodity security health facility based annual survey 2015, 73.5% of HFs reported they are providing FP services, however only 7.9% of them are offering at least five modern contraceptive methods and 22.3% experienced stock out of a modern contraceptive method in the last six months regardless the type of HF or its location.
The United Nations Population Fund (UNFPA) Sudan Country Office would like to recruit a project officer to be placed at UNFPA Country Office (CO) with at least 50% of working hours at Federal Ministry of Health and National Medical Supplies Fund (NMSF), to provide technical support to all units relating to UNFPA Supplies issues and to follow up on the commodities and supplies provided through support from UNFPA and also to coordinate efforts from other partners, including the private sector, aiming at improving the reproductive health commodity security. The officer is expected to travel to all Sudan states (UNFPA focus and non-focus states) on regular and frequent manner to monitor reproductive health commodities activities including monitoring of the supplies and its storage conditions.
Work Relations: The PO will work under the overall guidance of the UNFPA Country Representative, Deputy Representative, Assistant Representative, and the RH Programme Specialist, maintaining close working relations with the various departments in the federal Ministry and State Ministries of Health as well as with UNFPA RH/HIV/AIDS and HRU teams. S/he will provide fiduciary oversight and technical expertise in the implementation of the RH/HIV/AIDS and Humanitarian units to enhance reproductive health commodity security.
Job Purpose: Under the direct supervision of the to the SRH Programme Specialist, the Programme Analyst - UNFPA Supplies - works closely with the SRH team, including the HIV Programme and Humanitarian Unit at UNFPA, National Reproductive Health Programme, NMSF, the pharmaceutical and logistics departments and other relevant departments at Federal MoH to ensure that the UNFPA Supplies work plan and the supply chain management is implemented in the most efficient manner in order to meet the intended outputs. |
