 Background:

OBJECTIVES OF THE PROGRAMME :


SFFGC (Sudan Free of Female Genital cutting) Program aims at the abandonment of the FGM practice in Sudan. WHO as a part of the SFFGC joint program is working on reducing the Medicalization rate (FGM performed by Medical Health Providers 39.8 %, SHHS 2010). The main objectives of the program are empowering the target communities and increase their knowledge with focus in building the capacity of the Health Care to establish social movement, with children, adolescents and youth for positive change to end FGM/C. SFFGC program works to identify and support the governmental and nongovernmental actors and structures to generate evidence based data to improve programming and to facilitate social mobilization process for the eradication of the FGM.


Purpose of the Post:


To ensure that all the programmatic activities of Sudan Free of Female Genital Cutting (SFFGC) Program are aligned within the overall program strategic plan/theory of change model.


Organizational Context:


Under the direct supervision of WR and the overall guidance of the Director, Health Protection and Promotion, the incumbent will assure the accountability and effectiveness of all implemented activities by providing oversight to SFFGC team ensuring the management component such as partnership agreements, contracts, hiring, and financial expenditure is aligned with timelines and institutional requirements/regulations. In addition, the technical component is primarily developed based on scientific rigor, utilizing monitoring and evaluation data to improve quality and ensuring the timely submission of technical and financial reports. S/He will work closely with all WHO SFFGC team members to ensure smooth running of programmatic activities and in consultation with the WR, Partnership Program Manager and donor to negotiate and implement any required changes in annual plans. Furthermore, he/she will work closely with all counterparts such as Ministry of Health and relevant departments, organizations and other line ministries supporting integration of FGC activities within relevant strategies, annual plans, guidelines and standard operational procedures.



 
 Duties and responsibilities:

The incumbent will perform the following duties:


1. Provide technical expertise and manage WHO FGM team members to ensure effective implementation of the SFFGC Program's activities.
2. Provide technical input in developing national FGM Strategy and its related research strategy and ensure that SFFGC program's strategies and approaches are aligned with National MCH Strategy.
3. Coordinate the budget, work planning, and resource mobilization. Participate in the development of programmatic SFFGC policies and research in order to ensure a consistent and standard approach to project SFFGC implementation, monitoring and evaluation.
4. Conduct analysis and dissemination of SFFGC programmatic information responding to gaps and needs and document WHO's role on FGM topics. Follow up on WR correspondences on SFFGC to any entity and ensure finalization of actions.
5. Document and identify programmatic challenges in implementing joint technical programmes and make appropriate recommendations to the Responsible Officer(s). Maintain records of all requests, correspondences, and activities taking place.
6. Review technical reports, materials, and correspondence related to WHO/SFFGC collaborative programmes and activities.
7. Provide technical guidance to the national relevant authorities in preparation of presentations to national workshops and training activities / meetings.
8. Represent WHO in all meetings taking place with development partners, UN agencies, NGOs and report to WR accordingly.


 
 Minimum Qualification, Skills and Experience Required:

 

Education:
Essential: University Degree in Medicine or any public health related field.
Desirable: Masters' degree in public health.

Functional Skills and Knowledge:


- Sound technical knowledge on Women and Girl's Health, FGC Programs
- Broad knowledge of NGO, UN agency and governmental institution modalities of operation.
- Demonstrated ability in managing public health interventions, organization management.
- Very good ability to plan, conceptualizes, display, format-create layout, brainstorm new ideas and anticipate problems.
- Thorough practical knowledge of information management and statistical analysis.

 

Other Skills:
Proficiency in MS Office as well as familiarity with statistical packages for data analysis.

 

Experience:
Essential: At least 5 years of relevant experience in the area of managing public health programmes.
Desirable: Relevant experience with UN or International Organizations.

Languages:
Excellent knowledge of English and local language. French is an asset.
