Visceral Leishmaniasis Control Clinical Coordinator (Consultant) - Re-advertisement

The World Health Organization, Sudan Office is looking for a qualified candidate to fill the following post:

 Background:

World Health Organization (WHO) is leading the KalaCORE/DFID support to the FMOH/Sudan supporting national and state visceral leishmaniasis (VL) control programme for the period 1 September 2016 until 30 August 2018 along the following lines:

 

  1. Nation-wide VL training including clinical mentoring via two mobile clinical mentoring teams to provide on-the-job training on case management, stock management and support for surveillance to 36 clinics in 10 states.
  2. Developing an innovative and cost effective model for health education mainly in Gedaref State (IEC/BCC), but also in other endemic areas: A technically sound implementing partner has already been identified, the Global Health Foundation, to implement most of the field work. 
  3. Refurbishing VL treatment centres: to equip with basic equipment for wards and laboratory in 36 health facilities. This is based on detailed Health Facility Assessments and the items are on order for delivery to Central Medical Stores in September/October.
  4. Providing customs clearance for drugs and diagnostic items.
  5. Undertaking continuing vector control research activities aiming at defining precise vector control strategies in the country and East Africa.
  6. Continuing the activities outlined in the MoU between DfiD and WHO concerning surveillance, case management and quality control.
  7.  The financial resources to implement those activities will include the support of two national leishmaniasis experts to be under the guidance of WR Sudan.


 
 Duties and responsibilities:

  1. ASSIGNEMENT OVERVIEW

 

The Clinical Coordinator will be responsible for safeguarding and improving the Standards of Clinical Care for VL, as part of WHO work plan in Sudan. The position will provide technical and managerial input in  all other KalaCore components of the projects in Sudan, including the rehabilitation of hospitals, health education, improving reporting and surveillance and distribution of drugs and diagnostics to treatment sites in need. The position will be on consultancy basis and based in Khartoum, Sudan.

 

This position is a full time job and is envisioned to begin on 1 November 2016  for one year, extendable to 31 October 2018.

 

  1. REPORTING STRUCTURE

The clinical coordinator in Sudan will report to the VL Programme Coordinator who will report to the WHO NTDs International Focal Point Person, and will report to WR for technical and management outputs when requested.

 

  1. GENERAL RESPONSIBILITIES

Technical Support

  • Responsible for the design and day-to-day management of for clinical and laboratory training and mentoring
  • Establish an in depth technical understanding of visceral leishmaniasis control in Sudan.
  • Provide technical assistance to implementing partners regarding all clinical activities defined in the approved country work plans in order to ensure quality implementation of visceral leishmaniasis control in Sudan
  • Ensure adherence by the implementing partners to the spirit and ethics of visceral leishmaniasis control in Sudan throughout the project life.
  • Provide technical input and general supervision of the operational research studies in Sudan to ensure activities are followed up and in line with study protocol.

 

Coordination and Management

  • Work in close collaboration with the VL Programme Coordinator and the WHO NTDs International Focal Point Person to coordinate activities.
  • Assist the VL Programme Coordinator in developing and implementing work plans, agreements with partners, and sharing Programme plans and results with state and federal MoH to ensure continual collaboration

Specific tasks

  • Regularly assess and assist local visceral leishmaniasis control in Sudan partners on the technical level and discuss any issues raised and trouble-shooting required with the VL Programme Coordinator and the WHO NTDs International Focal Point Person
  • Raise the profile of VL in the medical community of Sudan by participating in relevant fora and events 
  • Assist the VL Programme Coordinator person in maintaining relations with stakeholders at state and federal level to ensure a smooth and harmonized operating environment
  • Assist the VL Programme Coordinator in working with implementing partners in implementing projects as per the approved Biannual work plans, ensuring consistency with the program’s design, log frame and budget.
  • Supervise and monitor the clinical mentoring teams
  • Regular travel to the endemic states and to participate in the investigation of new foci

 
 Minimum Qualification, Skills and Experience Required:

PERSON SPECIFICATION

Essential skills and experience

  • Medical degree 
  • Substantial field experience in VL in Sudan and in the design and management of VL control interventions
  • A good technical understanding of medical research in general
  • Proven negotiating skills
  • Excellent communication skills, verbal and in writing in English and Arabic
  • Strong administrative, management and planning skills
  • Able to undertake a significant amount of travel within Sudan
  • Substantial familiarity with the VL stakeholder network and the medical community in Sudan
