 Background:

The Sudan Country Programme (2013-2016) combines emergency preparedness, humanitarian response, conflict recovery, resilience and development support in an extremely complex political, logistical and security-compromised environment. The CP is designed around six integrated and inter-related outputs with an overall goal of improving maternal health in Sudan. Attention to population dynamics and gender are supportive strategies and the programme targets the most underserved populations, especially women and youth/adolescents. In the Sudan context, this means special attention to the displaced, conflict and environmentally affected communities, nomadic groups, refugees and urban migrants. It is operationalized through one head office in Khartoum, three sub-offices in Darfur and staff presence in other states.  

 The Programme Analyst - HIV/AIDS directly reports to the Programme Specialist - HIV/AIDs under the overall leadership of the Assistant Representative and Deputy Representative

 

Job Purpose:

Under the direct supervision of the Programme specialist - HIV/AIDS, the Programme Analyst works in close collaboration with the HIV/AIDS GF Analysts and other Programme staff and liaise with Operations (Procurement, Finance, Logistics, HR and Travel) units, and ensures consistent service delivery. S/he will support the design, planning, monitoring and implementation of HIV/AIDS related interventions.

 

Work Relations:

The Programme Analyst interacts and works closely with Implementing partners, other programme units , UN agencies and  donor organizations  to ensure  efficient and effective delivery of the programme.



 
 Duties and responsibilities:

A. Programme Support:

  • Provide leadership, management and guidance for HIV/ AIDS prevention programme interventions targeting key population at highest risk, PLHIV, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs at federal and states level.
  • In collaboration with respective Programme Analysts he/she works on achievement of the planned GF activities including capacity building and technical support for CSOs through development of coordination mechanisms and providing technical assistance when and where needed;
  • Analyse and interprets the political, social and economic environment relevant to HIV/AIDS prevention programme and identifies opportunities for UNFPA assistance and interventions.
  • Promotes a result based approach and integrating innovation policies and strategies into    design and Formulation of the HIV/AID programme with focus on the HIV programme interventions targeting key population at highest risk, PLHIV, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs based on strategic priorities and responsive to the country needs.
  • Represent UNFPA in technical working groups, committees for HIV/AIDS programme and other related forums. Ensure positioning of UNFPA in new all initiatives, mobilize resources, monitor implementation and ensure timely and quality reporting.
  • Lead the development and implementation of the HIV and AIDS  prevention programme M&E framework and regularly review the tools for monitoring and evaluation and make adjustment to facilitate objective measurement of indicators in the Programme;
  • Develops tools and mechanisms for effective and efficient monitoring of Programme activities targeting key population at highest risk, vulnerable groups and women at reproductive age including capacity building and technical support for CSOs, coordinates compilation of related programmatic data and provides accurate and up-dated programmatic information to HIV Programme Analysts.
  • Lead and provide input into development of HIV and AIDS prevention programme reports based on GF standards and guidelines both through drafting of the relevant parts and providing expertise on that.
  • Coordinate with  HIV and AIDS  prevention programme implementers from government and CSOs at federal and state level associations to ensure that monitoring system are properly designed , and that data collection and analysis from filed visits are coordinated and standardized across the programme to feed into to programme performance monitoring;
  • Support Programme Analysts in analyzing and reporting on implementation of the assigned project activities, monitor project expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Contribute with Programme Analysts to the monitoring and evaluation of HIV/AIDS prevention programme activities through regular field monitoring visits and applying existing procedures and mechanisms;
  • Facilitate with the Programme Analysts, the work of consultants, experts and trainers involved in the implementation of the program under her/his responsibility;
  • Maintain close working relationship with national and international counterparts involved into implementation of the assigned program/project activities;
  • Technically support programme partner to formulate Terms of Reference, Training Modules, Training Participants selection criteria, Service Packages and Monitoring and Evaluation tools /reports designs and ensure that they meet high professional standards in line with UNFPA policy.
  • Follow up all logistical, financial and contractual matters related to facilitation of  the work of consultants, advisors and experts involved in the implementation of the HIV programme;
  • Promote Knowledge sharing and continuous learning, testing and documenting innovation strategies, approaches, lessons learning and best practices.
  • Provide other forms of assistance as required and instructed by the direct supervisors.

B.  Financial Administration:

  • Assist in Producing regular budget and expense reports for review by programme staff to track implementation rates and identify gaps in funding;
  • Support Programme Analysts to monitor Implementing Partners fund releases against financial reports by reviewing financial reports against agency guidelines and checklist;

C.  Procurement and Logistics:

  • Assist with logistics associated with programming including liaising with suppliers;

D.  Administrative Support:

  • Assist in maintaining updated programme and grant filing in compliance with UNFPA policies and procedures;
  • Support with administrative and logistical tasks as assigned;

 
 Minimum Qualification, Skills and Experience Required:

Education:

Master’s Degree in Public Health, Social, Medical Science or relevant disciplines.

Experience:

Minimum of 3 years of relevant professional experience in in the field of public health and/or HIV/AIDS; Knowledge of program and project management processes; providing general support with an emphasis on information management, research, basic financial and programme monitoring and evaluation.

  • Experience in the United Nations system is an asset;
  • Willingness and capability to undertake duty travel.

Languages:

Fluency both written and oral, in English and Arabic.

Computer Skills:

Fluency in both written and spoken English and working knowledge of Arabic is a requirement. Knowledge of ATLAS is an advantage.
