 Background:

The purpose of the PositionGlobal Aid Hand seeks to implement quality and timely multi-sector humanitarian interventions in Western Kordofan State and Abyei Area as part of its mandate in Sudan. The purpose of the West Kordofan State Manager is be directly responsible for the successful implementation of Global Aid Hand programmes in West Kordofan and Abyei area. The Programme Manager will supervise the Global Aid Hand programme staff based in both West Kordofan and Abyei to ensure that they deliver on their outputs. The Manager is Global Aid Hand representative at the State level and is expected to facilitate the smooth operations of programmes including representing the organisation is relevant forums in West Kordofan.

Core Sectors: Global Aid Hand over the next five years (2016-2021) will focus and seeks to promote programmatic approaches to build staff, capabilities and skills in core sectors:

  • Protection
  • Heath and Nutrition
  • Education


 
 Duties and responsibilities:

Key Responsibilities

  1. Manage all field operations related to the programme with direction from the Programme Development and Quality Manager, according to the programme work plan, programme budget and implementation strategy and ensuring that programme objectives and reporting deadlines are met.
  2. Oversight of financial, budget, ICT, supply & logistics, human resource and administrative management.
  3. Monitor compliance with operational systems and procedures to ensure integrity in financial and administrative operations.
  4. Monitor programme implementation (Protection, Health and Nutrition, Education) measure impact and calibrate programme strategy and implementation accordingly.
  5. Troubleshoot, as needed, to prevent disruptions in daily programme activities and liaise with relevant senior management in Khartoum in extra support is needed.
  6. To assist in the development of West Kordofan programme frameworks and strategic and operation plans in liaison with the Programme Development and Quality Assurance Manager and the Technical Support Team.
  7. To identify opportunities for co-financing from institutional donors and provide leadership in securing and managing such funds.
  8. Ensures that an accurate Monthly Programme and Financial report is prepared and submitted to the Programme Development and Quality Assurance Manager.
  9. Timely response to the questions and requests for inputs on any Donor Report as required by the Technical Support Team in Khartoum.
  10. Organise and ensure that Global Aid Hand is representation during any needs assessments conducted in the area of operation.
  11. Maintain government counterpart relations; resolve issues pertaining to conditions of service and operational facilities within the context of the Technical Agreements.
  12. Take lead in the negotiations and development of Technical Agreements and other government requirements with the State Authorities including the Humanitarian Aid Commission.
  13. Ensure that all work follows international quality standards and best practices.
  14. Directly responsible for conducting the performance management of the field team
  15. Ensure establishment and maintenance of relationships with target communities, and local government structures.

 
 Minimum Qualification, Skills and Experience Required:

  • Education (preferably at University degree level) in Management or other relevant field is preferred.
  • Proven ability to lead, inspire and motivates staff to achieve their full potential and builds teams that can collaborate effectively to achieve set goals (at least five years)
  • Proven technical experience in one or all of the following Protection, Nutrition and Heath and Education.
  • Human resource and financial management experience.
  • Excellent communication and inter-personal skills and ability to negotiate whilst being sensitive to a broad range of people and organisation.
  • Knowledge of and familiarity with project/programme management systems and appraisal, monitoring and evaluation of humanitarian programmes.
  • Good computer literacy and ability to use word processing and database packages, speadsheets, and a good appreciation and of the uses and potential of IT and Internet as a management information and learning tool.
  • Excellent (English) verbal and written communication skills with proven financial management skills.
