 Background:

Terms of Reference, TOR for National Technical Assistance

Job Title: Technical Assistance to develop/adopt adolescent health package and to facilitate integration of adolescent of health within PHC/RH service package and to develop and revise Standards of practices (SOPs) guidelines, norm, and protocols for national RMNCH with family planning and RH services for adolescents, including counseling for HTC and TB. 

Background

The Analysis showed that there is a huge information gap and lack of coordination between the different sectors.The main health problems facing the adolescents and youth include:  general health problems; Sexually Transmitted Infections (STIs), including HIV&AIDS and other STDs; early and unprotected sex; early marriages and unwanted pregnancies; sexual, substances abuse; violence; unsafe cultural practices; and mental health problems; nutritional problems, life style: smoking, lack of exercise and addiction, and injuries.
 
The Federal Ministry of Health is partnering with the Global Fund to develop/adopt adolescent health package and to facilitate integration of adolescent of health within PHC/RH service package and to develop and revise Standards Operating Procedures (SOPs) guidelines ,norm, and protocols for national RMNCH with family planning and RH services for adolescents, including counseling for HTC and TB set guidelines and recommendation that assures good prescribing to be implemented by different health practitioners. The Consultant will write the final draft, submit it to the DGoP along with documentation of the entire process and disseminate the findings order to achieve this goal a highly qualified technical assistance will be formed, that is headed by suitable consultant. The main responsibility of this position is to ensure that the advisory technical assistance maintains an effective, efficient system while developing these guidelines

It is now quite widely accepted that adolescence is a time of transition involving multi-dimensional changes: biological, psychological (including cognitive) and social. Biologically, adolescents are experiencing pubertal changes, changes in brain structure and sexual interest, psychologically; adolescents’ cognitive capacities are maturing. And finally, adolescents are experiencing social changes through school and other transitions and roles they are assumed to play in family, community and school, The United Nations Population Fund (UNFPA) defines adolescents as being between the ages of 10 and 19, which is similar to the definition to which the World Health Organization adheres. Around 1 in 6 persons in the world is an adolescent: that is 1.2 billion people aged 10 to 19 years .Most are healthy, but there is still significant death, illness and diseases among adolescents. Illnesses can hinder their ability to grow and develop to their full potential. Alcohol or tobacco use, lack of physical activity, unprotected sex and/or exposure to violence can jeopardize not only their current health, but often their health for years to come, and even the health of their future children. Promoting healthy practices during adolescence, and taking steps to better protect young people from health risks are critical for the prevention of health problems in adulthood, and for countries’ future health and social infrastructure. An estimated 1.3 million adolescents died in 2015, mostly from preventable or treatable causes. Road traffic injuries were the leading cause of death in 2012, with some 330 adolescents dying every day. Other main causes of adolescent deaths include HIV, suicide, lower respiratory infections and interpersonal violence. Globally, there are 49 births per 1000 girls aged 15 to 19 per year. Half of all mental health disorders in adulthood start by age 14, but most cases are undetected and untreated. Towards the end of the last decade, the issue of adolescents’ health starts to attract the attention of the health programmers both in the developed and developing countries.

According to Sudan annual statistical report 2015 adolescent represent 8803493(22.9%) of the total population  ;There is inadequate data on the different aspects of adolescent health and health related issues which will hinder effective programme planning and interventions. Even in the present efforts are found in the country targeting adolescents there is lack of integration between the different sectors. workshop for accelerated action for health of the adolescent was done June 2017  involving different relevant sectors to agree on the priorities depending on the available situation analysis done by ministry of health based on secondary data analysis, according to the recommendation of that workshop more data collected and now we wont to gather these sector again for agreement of the new updated situation   involving state coordinator for child health to finalize the situation analysis and select the priorites of the the health problem and prioritize the relevant intervention according to the AHHA guidance and we need also TA to assist in the development of package of the adolescent health at PHC level.

 


Specific tasks/ Duties and responsibilities:

NRHP shall Identify and pay resource person(s) to do the following tasks:

  1. According to regional and international service packages  she/he will review documentation of previous interventions among adolescent and  reproductive health
  2. Conduct literature develop/ review advocacy  modules for interventions among adolescents in Sudan
  3. Develop/revise Standard Service packages and review training modules for the adolescents targeting the health providers
  4. Develop the standards and guidelines , norms, and protocols for national RMNCH with family planning and RH services for adolescents, including counseling for HTC and TB, within health facility and community
  5. Organize frequent meetings for the advisory taskforce set the methodology, needs, timelines, and budget.
  6. Facilitate a consensus workshop to endorse PHC adolescent health integrated service package with participation of stockholders Maternal Child Health Directorate, academy of health sciences, Universities to provide additional contextual content to assist in the formulation of at the package deliverables.
  7. Prepare activity schedule, document related to the work, and supervise the taskforce activities

 

Deliverables:

The expected deliverables are both in English and Arabic. Deliverables include:

  1. Adolescent health service package for the adolescent (manual for health provider).
  2. Develope / revise Standards of practices (SOPs) guidelines, norm, and protocols for national RMNCH with family planning and RH services for adolescents, including counseling for HTC and TB

Minimum Qualification, Skills and Experience Required:

  • Advanced university degree in Medicine, Public Health or other related field. 
  • Relevant experience in the field of MCH with a minimum of 5 years and had experience in adolescent and youth RH
  • Fluency in written and spoken English and Arabic language
  • Good computer skills ( Microsoft word, Excel & PowerPoint)
  • Should be competent and effective as a facilitator
  • Able to meet deadlines
  • Cooperative, has a good communication skills and able to work with other members of the team.
     

The amount requested to cover this APW:

  • 25% of total amount upon signature, and
  • 75% of total amount upon submission of the completed set of approved deliverables.
