Consultancy to provide technical assistance | PMTCT Program

 Background:

Consultancy to provide technical assistance/mentorship to support Sudan National RH Program in the implementation of the PMTCT Program
 
PMTCT is responsible for more than 90% of pediatric HIV infection. In the absence of any intervention, the transmission rate is as high as 20% to 45% and, approximately 50% of all HIV exposed infants will die before reaching their second year of life. Current national protocol reduces MTCT to less than 4%.
The number of health facilities providing prevention of mother to child transmission of HIV services increased from 110 in 2012 to around 400 sites in 2016. 
 
Justification
Current Sudan National AIDS Program (SNAP) strategy plan for 2010 -2014 is to reduce the proportion of infants born to HIV +ve mothers who are infected by HIV through strengthening of the PMTCT program. The RH program would like to recruit a consultant to provide technical support/mentoring to the national program in the implementation of the PMTCT plan in the states specifically the states with high HIV prevalence. The expertise of the consultant/mentor is needed as the capacity in the states need to be strengthened and at the same time to ensure the integration of the HIV in SRH is in place. This consultancy is part of the HSS Global Fund approved budget.


Terms of Reference

The national consultant will work closely with the PMTCT focal person from RH and HIV programs at state level. He/she will work under the supervision of the PMTCT focal person from RH program at federal level

The consultant is expected to:

1.      Prepare a training database (in Excel sheet format) for all personnel working on PMTCT

2.      Update the monthly report in collaboration with PMTCT TWG to include all PMTCT indicators

3.      Conduct field visits to provide technical support and mentoring to RH program in the states.

4.      Facilitate some of the trainings conducted at state level

Expected Deliverables

1.      Draft plan of action

2.      Monthly field trip reports

3.      Final report

Duration of Assignment

5 months

Required qualifications and skills:

1.      Medical doctor with Master degree

2.      At least 3 years of experience in the field of HIV/AIDS

3.      PMTCT experience would be an asset

4.      Working experience in trainings relevant to HIV program

5.      Good writing skills

Remuneration and schedule of payment

Total budget is to be paid according to the following schedule:

1.      50% upon submission of first progress report

2.      50% upon submission of final report
