Background:
In the context of the ongoing conflict in Darfur, UNDP is intensifying its recovery programs to complement humanitarian assistance and prepare the grounds for an eventual transition to recovery and development. UNDP has established an important presence in Darfur as the leading UN agency in the areas of Democratic Governance, Rule of Law and Capacity Building through a variety of large projects that are managed from project offices in El Fasher, Nyala and Geneina.
Alongside with its current programs, UNDP Sudan aims at further expanding its recovery programming in Darfur in order to successfully answer the significant challenges that are connected with designing an effective strategy of intervention as well as operating in an area characterized by considerable security concerns. In order to achieve a strong institutional presence in Darfur that will allow UNDP Sudan to most efficiently implement its programs and interact with the hybrid AU/UN peacekeeping mission (UNAMID), UNDP has established a field office structure which is independent from the size and timelines of individual projects.

Duties and responsibilities:
Under the overall guidance of the Senior Regional Coordinator/Head of office, direct supervision and day to day management of the Monitoring and Evaluation Specialist, the M&E Officer will be responsible for planning, development and implementation of an integrated monitoring and evaluation system for UNDP in Darfur and for the DDS projects implemented by UNDP. The M&E Officer will also be responsible for undertaking the overall monitoring, reporting, tracking and evaluation on project level implementation progress on periodic basis, and support the project leads in the preparation of analytical result-based project reports.
Summary of key functions:
Prepare analytical result-based progress reports relating to agreed projects objectives:

Monitor and update the Monitoring and Evaluation Specialist and the Senior Regional Coordinator/Head of Office on regular basis on the conflict and context situation analysis to guide programming in the field.

Provide technical support and advice to the UNDP project leads partners on results based management including performance indicators.

Promote the culture and use of evaluative evidence in planning, monitoring, reporting and decision-making and contribute to strengthening evaluation function within the UNDP and implementing partners.

Participate in preparation of consolidated quarterly updates and annual reports highlighting key achievements, obstacles and challenges of UNDP and implementing partners.
Facilitate knowledge management and keep UNDP Seniour Management and the Darfur Team updated on implementation progress, challenges and lessons learnt:

Ensure that lessons learned and good practice from the UNDP projects are systematically recorded and analysed for sharing and dissemination within UNDP.

Maintain and promote the profile and raise visibility of the UNDP through preparation of knowledge products for Global Net postings, case studies and engagement with related initiatives.

The key results have an impact on the success of UNDP. In particular, the key results have an impact on the design, operation and programming of activities and creation of strategic partnerships.

Minimum Qualification, Skills and Experience Required:
Education:
-
Master’s Degree in Business Administration, Public Administration, Political Science, Social sciences or related field
Experience:
-
At least 3 years of relevant experience at the local and national level in monitoring and evaluation, and result-based management; preferably in post-conflict countries.

Experience in the full cycle of programme/project management (planning, implementing, monitoring and reporting in a results based manner)
-
Experience with resource mobilization, donor coordination, reporting
-
Experience in crisis and post-crisis settings
-
Experience/understanding of conflict analysis and conflict sensitive approaches
-
Experience in the usage of computers, office software packages, and handling of web based management systems.
Language Requirements:
Fluency in spoken and written English and Arabic is essential.
