 Background:

Brief Project Description: Within the overall objective and context of Darfur Development Strategy (DDS), the Project “Strengthening Land Management for Peaceful Co-Existence in Darfur intends to address the issue of land in Darfur, which constitutes a considerable challenge to the Darfur peace initiatives and paves the way for sustainable recovery and reconstruction. It aims to strengthen the capacity of the Darfur Land Commission (DLC) and its partners at state and local levels to formulate a land rights disputes mechanism, making recommendations to the competent authorities on necessary changes to people-centred land reform policies and legislation, including the restoration of land rights to their owners. In addition, this Project will also aim to “address(ing) Land Concerns at return sites” by demarcation of 50 return villages boundaries, sketch mapping including future expansion as well as a buffer grazing zone around the village, following traditional practice, through participatory planning to ensure returns and reintegration processes are sustainable.

Organizational Context:
Under the frame work of Darfur Doha Peace Agreement (DDPA) and with the overall objective to achieve sustainable peace and stability in the region, UNDP is leading the implementation of the Darfur Development Strategy (DDS) in cooperation with other the UN Agencies. Planning and implementing jointly with Darfur Land Commission (DLC) as part from Darfur Regional Authority (DRA), UNDP aims at creating an enabling environment for sustainable peace and recovery across Darfur.



 
 Duties and responsibilities:

Under the general supervision of the project coordinator and the technical guidance of the project manager – Land and the Peace Building and Social Cohesion unit, the UN Volunteer will provide support in a range of programme and coordination issues, both in the field and at country office level. Her/his tasks will include but will not be limited to the following:
Specific Tasks:
- Support inclusive research on customary and modern land title system and establish links with Darfur based academic institutions on the land subject.
- Collect and collate background information on studies, research’s done on subjects related to land and provide summaries to the project manager on existing knowledge base.
- Assist in conducting locality based consultation meetings and record deliberations/recommendations within the project frame work and under specific guidance from project manager or her/his delegate.
- Support consultants, contractors, implementing partners and engaged NGOs in fulfilling their assigned tasks within the project framework.
- Support implementation of all project activities in Darfur.
- Any other tasks to be assigned by the project manager - Land or her/his delegate
Furthermore, UN Volunteer s are encouraged to:
- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
- Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
 

 Results/Expected Output:
The following results are expected to be achieved:
- Quality research and summaries for the use of the Darfur Land project is produced;
- The project is represented in locality based consultations; parallel reports on deliberations and recommendations are provided;
- Implementation of project activities in the assigned project focus area (South and East Darfur) is facilitated and supported;
- Consultants, contractors, implementing partners and engaged NGOs are day to day supported in fulfilling their assigned tasks within the project framework;
- Regular update on activities is provided to the project manager and her/his delegate;
- A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed


 
 Minimum Qualification, Skills and Experience Required:

Bachelor degree in Land studies, Natural Resource Management, peace studies or relevant field;
- Ability to research and summarize long studies and researches on issues related to the Land project;
- Proven experience in community work, conducting and managing hard-to-manage community consultations and focus group discussions;
- Motivation and commitment to achieve results in transparent and inclusive manner;
- Knowledge of UNDP and UN system programming is desirable;
- Age, Gender, and Diversity (AGD) awareness and demonstrated ability to perform effectively in a multi-cultural environment;
- Ability to work effectively under stress and in crisis situations;
- Priority will be given to candidates who demonstrate a high level of motivation and good communication, social, and interpersonal skills;
- Previous work experience with Darfur Youth Volunteers is an asset.
 

Language:
Excellent communication skills, both spoken and written in English (in addition to Arabic) are required with ability to translate small texts from Arabic to English

- High ability to effectively perform duties under circumstances with political and ethnic sensitivity
- Strong analytical, quantitative and qualitative research skills
- Experience and ability to organize and implement training sessions
- Good analytical, negotiating, communication and advocacy skills

Living Conditions:
The Volunteer will be based in Nyala, South Darfur with frequent travel to East Darfur. The security situation within Darfur is unpredictable, though moderately calm in most areas. Risks to personnel are reduced by strict adherence to UN security guidelines, instructions and mitigating measures.
 

Conditions of Service
A one year contract, renewable depending on mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment. Monthly volunteer living allowance (VLA) – intended to cover housing, basic needs and utilities – of 942 USD per month (VLA rates are periodically reviewed). Settling-in-grant (if current residence is different from duty station); life, health and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
