 Background:

National Health Insurance Fund (NHIF) is a public health insurance agency that operates throughout the country.  At the national level, NHIF is engaged in the development of policies, procedures and manuals that are going to be implemented at state and local levels.  State and local level NHIF offices are engaged in implementation activities such as registration of members, collection of premiums, running of their own health facilities, purchasing services from indirect facilities, reviewing claims & reimbursing indirect health facilities. The Global Fund is financing the Federal Ministry of Health Sudan as lead implementer of the HSS grant under the new funding model. The Grant includes a health financing component that is executed by NHIF including a targeted media campaign for coverage expansion. This media campaign should be implemented by total of four national consultants, one senior and three assistance consultants. The purposes of media campaign are:

  • Sensitize the community towards the NHIF
  • Convincing the informal sector to join the NHIF
  • Help NHIF to recruit financers to expand the coverage of poor families
  • Provides good communication mode for different sectors particularly the private sectors
  • Capacity building of promoters and advocators in NHIF
  • Estimates the cost of media campaign activities.

 



 
 Duties and responsibilities:

The senior consultant activities:
Review the available documents of previous media campaigns and lesson learned from international experiences. Arrange in-depth interviews with key stakeholders at NHIF. Conduct rapid assessment to set guidelines to determine the proper modes of communication to the different clients and partners. Set the guidelines for media campaign framework. Holding of workshop to discuss the media campaign document and plan with related persons. Produce a final media campaign plan and broadcast message, of a very high quality.


The joint activates between the consultants:
Conduct data analysis and draft a survey report, Review data analysis and finalise the survey report, Brief NHIF management and insure their inputs are considered in the final report , collaborate with other consultants and ensure deliverables under the assignment are of the highest possible quality, develop different messages for different communication modes in detailed plan, costing the proposed media plan, Training the promoters and advocators of NHIF Holding of workshop to discuss the media campaign document and plan with related persons. , Produce a final media campaign plan and broadcast message, of a very high quality.
 

Activates of the three  national assistance consultants:
Conduct in-depth interviews with key stakeholders at NHIF, Liaise closely with NHIF Population Coverage and Media Department at NHIF, Guide a rapid situation analysis community survey in order to identify the target population and the appropriate media tool that will insure maximum exposure, Conduct data analysis and draft a survey report, any others related activities.
 

DELIVERABLES

The expected deliverables from this assignment is a report/ documents that include:

I.  Surveys report and results – Assistants and Senior TA.
II.  Media Campaign comprehensive document and  Plan – Senior TA
III.  Costing of media plan

 


 
 Minimum Qualification, Skills and Experience Required:

Qualifications of the NATIONAL Consultant

Education

  • The thre supporting national consultants are expected to have PhD- degree in social marketing, Public health or biostatistics.
     

Experience

  • Experience of not less than 5 years in quantitative and qualitative survey design, implementation, experience in conducting media campaign, and the use of SPSS software, data analysis, and report writing.
  • Fluent in both Arabic and English languages with proficiency in English writing.
     

Qualifications of the Senior NATIONAL Consultant

Education

  • PHD - degree in social marketing or media or public health or other related discipline.

Experience

  • 10 years of progressively responsible experience in working in quantitative and qualitative survey design and implementation. Experience in communication and media studies.

Language and Proficiency

  • Proficiency in Arabic and English (both spoken and written).
