 Background:

Background OCHA is the part of the United Nations Secretariat responsible for bringing together Humanitarian actors to ensure a coherent response to emergencies. OCHA’s mission is to: • Mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; • Advocate the rights of people in need; • Promote preparedness and prevention; • Facilitate sustainable solutions. The Humanitarian Financing and Resource Mobilization Section (HFRMS) is one of 4 sections of OCHA -Sudan and has overall responsibility for the coordination of humanitarian funding in Sudan as well as the management of the Sudan Humanitarian Fund (SHF) and the Central Emergency Response Fund (CERF). The HFRMS team works in three main areas: (a) managing the SHF in support of the Humanitarian Coordinator (HC), (b) donor relations and resources mobilization with SHF and bilateral donors to strengthen humanitarian financing across Sudan; and (c) support to humanitarian partners in coordination of CERF grants.



 
 Duties and responsibilities:

Duties and Responsibilities Under the overall supervision & direction of the Head of HF&RMS in Khartoum, the incumbent is expected to perform the following tasks: I. Participates in the design, implementation and monitoring of the resource mobilization strategy; • Assists in developing, updates, implements the resource mobilisation strategy and plan, including for • the Humanitarian Response Plan (HRP), for the Sudan Humanitarian Fund (SHF) and for the OCHA Sudan office; • Assist all resource mobilisation related events, including coordination with external stakeholders, preparation of donor briefing materials, documentation of meetings; • Assist in analysing humanitarian funding to Sudan (issues, trends, etc) on regular basis and liaise with UN agencies and NGO partner funding focal points. II. Manage the CERF project cycle (rapid response and under-funded window); • Ensures overseeing the CERF project cycle with HFRMS colleagues and external stakeholders • Assist in coordinating the prioritisation and application process of CERF grants • Assist the focal point for reprogramming and no-cost extension requests. • Follow-up on monitoring activities (results from field visits, interim and final reports), and manage CERF reporting schedule, ensure the necessary consultations, and finalize draft for HC; • Advice on the application of CERF guidelines and provide supports/guidance on processes to CERF recipients (UN agencies); • Develop public information products on CERF (Information sheet, press releases etc.); III. SHF project cycle and cross cutting issues; • Assist the focal point for assigned sector(s) to assist the sector on the SHF project cycle, this includes participation in sector meetings and specifically SHF processes as Strategic Review, Technical Review, after action reviews, no-cost extension handling, reporting etc. • Assist the focal point on cash programming. Develop a framework for cash transfer programs within the SHF. • Performing other duties as required.


 
 Minimum Qualification, Skills and Experience Required:

High Secondary School Certificate/ Diploma or a University Degree in Political or Social Science, international studies, Public Administration, or other relevant Science with five years of experience may be accepted. • Experience in coordinating CERF proposals and reporting. • Some experience in public information required. • Good drafting and report writing skills are required. Language Requirements: Fluency in oral and written English and Arabic is required. Candidates will be tested on their linguistic ability and regional and cultural knowledge.
