 Background:

Brief Project Description:
As the Managing Agent for the Common Humanitarian Fund (CHF) and Darfur Community Peace and Stability Fund (DCPSF) Pooled Funds, the FMU is currently providing support to 176 international and national NGOs. A key priority for the FMU in 2016 is providing enhanced project monitoring and reporting, and related capacity support to these NGO Partners.

 Organizational Context:
The UNDP Sudan Fund Management Unit (‘FMU’) was established in 2006 to allow the international community to address increasing humanitarian needs in Sudan through the transparent and accountable management of significant humanitarian funds. As Management Agent for the Sudan Common Humanitarian Fund (‘CHF’) and the Darfur Community Peace and Stability Fund (‘DCPSF’), the FMU has in the past 6 years managed over US$ 1.5 billion, out of which more than US$400 million has been allocated to NGOs.
The FMU’s approach to supporting NGO partners is based on the belief that full-cycle on-the-job capacity support and stewardship is the most effective way to ensure the development of sustainable NGO capacities and the accountable management of public funds. To that end, UNDP has over the years developed and matured specific processes and tools which are used to manage funds entrusted to us and to accompany our partners.
The FMU is embedded in the UNDP Country Office structure within the Oversight and Support Division (‘OSD’).



 
 Duties and responsibilities:

Description of tasks:
Under the direct supervision of Monitoring and Reporting Officer (NOB), the National UN Volunteer Monitoring and Reporting Assistant will undertake the following tasks:

Summary of Key Functions:
 Participation in CHF and DCPFS field-based monitoring missions
 Contribute to UNDP FMU monitoring and reporting policies and strategies.
 Support the M&R Unit to ensuring quality and accountability of monitoring
 Support the FMU Unit in its efforts to support Implementing Partners with capacity building and knowledge sharing;
Participation in CHF and DCPSF field-based monitoring missions
 Join monitoring teams for field-based monitoring of NGO projects;
 Monitor progress against log frame/results framework;
 Provide monitoring and reporting capacity support to NGOs;
Contribution to UNDP FMU monitoring and reporting policies and strategies
 Support the M&R Unit to ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators;
 Analyze lessons learned for quality and accountability;
 Contribute to creation of innovative monitoring tools and techniques;
Facilitation of knowledge building and knowledge sharing on monitoring and evaluation
 Identify and formulate monitoring and evaluation findings, lessons learned and recommendations to be integrated into management efforts, disseminated in learning events and channeled into decision-making processes;
 Contribute to the implementation of Monitoring and Evaluation Knowledge Management and Learning Strategy;
 Collaborate with other UN agencies, and NGOs on monitoring and reporting issues.

Furthermore, UN Volunteers are encouraged to:
 Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
 Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
 Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
 Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
 Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
 Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 Results/Expected Output:
 The UNV has participated and contributed in a minimum of 6 monitoring missions
 The UNV has co-written a monitoring and reporting capacity support plan for NGOs


 
 Minimum Qualification, Skills and Experience Required:

Qualifications
 Master’s degree in Economics, Developments studies or a relevant field;
 Two years’ experience in project management and/or monitoring and evaluation of development related projects and programmes;
 Fluency in English and Arabic. Strong written and verbal communications skills, in Arabic and English;
 Good knowledge of results-based management techniques;
 Experience working with national partners in Sudan preferred.

 Flexibility, adaptability, and ability and willingness to operate independently in austere, remote and potentially hazardous environments for protracted periods, involving physical hardship and little comfort, and including possible extensive travel within the area of operations; willingness to transfer to other duty stations within area of operations as may be necessary;
 Genuine commitment towards the principles of voluntary engagement, which includes solidarity, compassion, reciprocity and self-reliance; and commitment towards the UN core values


Living Conditions:
Khartoum is classified as a family duty station (C), with a modestly good level of services, accommodation and facilities. It is a relatively safe environment sometimes marked by small criminality or anti-western public demonstrations. MORSS compliance is required. The cost of living may be high, depending on the standards, particularly for food and accommodation.
 

Conditions of Service
A 3 month contract, renewable depending on operational necessity, availability of funds, and satisfactory performance; monthly volunteer living allowance (VLA) intended to cover housing, basic needs and utilities, amount of SDG 4,702; settling-in-grant (if applicable); life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
