 Background:

The conflict over land and the productive functions of the environment constitute the oldest and most diffused forms of conflict in Darfur, as the livelihoods of the great majority of the people is centered on land and the direct utilization of the natural resources. The historical and longstanding conflict between pastoralists and sedentary farmers is an evident example in this case. Environmental degradation and climate change have had additional impacts by reducing the area of arable land and, as such, increased the competition over the scarce natural resources. Land in Darfur, apart from its economic importance and value, has also acquired special symbolic significance linked to identity, history and geography. The returns of refugees and IDPs, nomadic corridors, long-term investment, recovery and reconstruction processes all depend on effective management of the land. UNDP has developed a project to look into land rights and land tenure in Darfur under the Darfur Development Strategy (DDS) to provide conducive environment for post recovery and development while reducing the natural resource based conflicts through adoption of good governance approaches that reflects deep understanding and incorporation of Darfur long standing legacy in conflict management and organization of land tenure.

Under the guidance and direct supervision of the Darfur Land Project Manager (PM)  the Land Project Coordinator – Nyala is responsible for coordination and management of UNDP project titled “Assessment and Technical Support to Darfur Land Commission and Addressing Land Concerns at Return Sites” (Darfur land project) in South and east Darfur .  Land project coordinator – Nyala will also serve as the focal person for the land legal aspects of the project.



 
 Duties and responsibilities:

Summary of Key Functions:

  1. Supervises and monitors implementation of the project in South and east Darfur
  2. Ensures coordination between UN-Habitat, FAO and UNDP and development partners including Darfur land Commission (DLC), Ministry of Urban Planning, Other Line Ministries, Implementing Partners (IPs), NGOs, Universities, Research Institutions, private sectors, media UNAMID, other UN agencies and project stakeholders.
  3. Ensures quality management services and facilitates Knowledge Building and Management
  4. Ensure comprehensive research on customary and modern land title system is done in an inclusive manner.

 

Ensures project activities are in line with national priorities and in consultation with all stakeholders, including the beneficiaries (men, women and children as well as vulnerable

  • groups) during the project cycle
  • Coordinates with the executing/implementing agencies and partners to monitor project progress, delivery and results to ensure effective project implementation
  • Prepares situation analyses, technical reports project guidance notes in land customary low vs. Statuary law and explore new areas for harmonizing local land tenure system with formal land title system.
  • Keeps record on global development trends particularly in relevant areas to Darfur land issues in relation to national priorities and UNDP mandate.
  • Provides technical guidance to the project personnel and consultants for effective day-to-day project implementation
  • Ensures preparation of project work plans, budgets and resource tracking, monitoring, reporting of project progress and challenges in timely manner.
  • Keeps on resource mobilization and expenditures mechanisms and provides timely input and guidance in project delivery on the ground
  • Uploads and updates Development Work Plan targets and Balance Scorecard in ATLAS, as required by the CO’s RBM system

 

  1. Supervises and monitors implementation of the project in South and east Darfur
  • Monitors and identifies operational and financial problems and makes recommendations for solutions
  • Monitors and ensures smooth implementation of Darfur Land project to assure results based targets, including compliance to monitoring and evaluation, and other accountability instruments 
  • Prepares management responses, project audit to corporate and independent reviews, assessments and inquiries
  • Prepares and monitors annual work plans, budgets, and expected results developed by the project
  • Assures compliance and reviews the status of project activities and project management on the ground through monitoring field visits, and makes recommendations as required
  • Produces bi-annual project reports, final project review report by coordinating and utilizing existing expertise, knowledge, and experiences acquired from the project in coordination with Darfur land project manager.

 

  1. Ensures coordination with development partners and various stakeholders
  • Supports in developing strategic partnerships with various agencies, UN and non-UN system organizations and NGOs to ensure effective management and implementation of the Darfur Land project initiatives in South and East Darfur
  • Maintains the network of contacts for information sharing on Darfur Land project progression
  • Leads/engages in and represents UNDP at coordination mechanisms if required

 

  1. Ensures quality management services and facilitates Knowledge Building and Management
  • Monitors Sate level information around land/NRM, and summarizes the findings, report to PM and uses findings for the project and programming purpose
  • Identifies and documents best practices and lessons learned linked to Darfur Land Project
  • Supervises the work of the consultants and provides technical guidance  to ensure their reports meets expectations of stakeholders 
  • Provides substantive inputs to DLC capacity building plans and facilitate knowledge transfer
  • Maintains strong strategic alliances and continuous contacts with partners in government, NGOs, civil administration, local leaders, private sector and academia in the two states.
  • Identifies and develops suitable media partnerships to increase the visibility of project mandate and activities and attract more attention towards its objectives

IV. Impact of Results

The key results have an impact on the success of country programme within specific areas of cooperation. In particular, the key results have an impact on the CPAP and programming of activities, creation of strategic partnerships and effective implementation on the project activities.

 Minimum Qualification, Skills and Experience Required:

Education:

Master degree in Law, Political and Social Science, Natural Resource Management, or related field.

 

Experience:

3 years of experiences in the sector, including in rural/community development initiatives and Crisis Prevention and Recovery. In addition, the incumbent should have excellent command of MS office suite applications (Word, Excel, Access, and Power Point) and have experiences on networking and strengthening capacity of CBOs/CSOs and proven ability to lead a team and to plan and organize work productively with the team. Previous working experience in Darfur in issues related to Land is favorable

Language Requirements:

Excellent oral and written command of Arabic and English.
