Legal Officer I

 Background:

The International Committee of the Red Cross (ICRC), an impartial, neutral and independent organisation striving to protect and assist the victims of war and internal violence, has been working in Sudan since 1978. The ICRC is looking for an enthusiastic and motivated person for the following position in Khartoum: Communication Officer I (Legal).



 
 Duties and responsibilities:

The main tasks related to the post are to work on programmes linked to awareness, promotion integration and implementation of international humanitarian law (IHL) with a special focus on Universities / Law Faculties, the National IHL Commission, NGOs and various Ministries of the Government of Sudan.

Function description:

  • Under the general direction of the direct superior, who sets the overall objectives and the resources available, the legal officer implements and monitors communication programs independently
  • Keeps informed and reports to the direct supervisor about the political, social and humanitarian environment
  • Initiates and formulates strategies to address identified issues
  • Maintains and develops a network of interlocutors and contacts with target groups at middle/high level (Academics, IHL Commission, Lawyers, Legal Advisors of various ministries)
  • Ensure written reporting related to the program
  • Contributes to the drafting of the annual planning document and budget elaboration
  • Develops a plan of action for public communication in line with the above mentioned
  • Supports other departments on communication and legal issues
  • Supports field staff and gives IHL training

 
 Minimum Qualification, Skills and Experience Required:

  • Bachelor Degree in Law, post graduate of Master’s Degree or Doctorate is an asset
  • Good knowledge of international public law, international humanitarian law
  • Comprehensive understanding of Sudanese legal system; both its legislative and judicial aspects
  • Additional vocational training in a humanitarian field, law, communication, information, journalism, publishing, teaching
  • 5-7 years of experience in law, humanitarian field, communication, information, journalism, publishing or similar position
  • Fluent with a wide knowledge in written and oral English and Arabic
  • Expert level in computer skills: Word, Excel, Power Point, email, internet
  • Very good knowledge of ICRC mandate and activities.
  • Very good knowledge of the socio-political environment of the country
  • Skilled in the following competencies: Communication (ability to express and exchange views and ideas); Analysis & Synthesis; Networking & Communication; Representing the ICRC; Responsibility & Autonomy, Planning & Organization, Presentation Techniques
  • Availability to travel in Sudan and abroad is required
