 Background:

Under the overall leadership of UNFPA Sudan Representative and guidance of the Deputy and Assistant Representative, and the direct supervision of the Gender Analyst and in close cooperation with the National Gender Capacity Building Officer, M&E Officer, National Programme Officers on GBV, Population and Development, HIV/AIDS/, Reproductive Health,  the National Gender Coordination Officer works over formulation, design and implementation of the assigned project  ‘Sudan Free of FGM/C’ and its related  interventions and activities. She/he coordinates assigned program and provide significant contribution and overviewing work of the National Taskforce on FGM/C and all related activities in close coordination with all partners, inline ministries and other UN sister organizations.

 

Work relations:

 

The Gender National Coordination Officer will work closely with the Gender Officers, M&E Analyst, and output leads to strengthen program delivery on coordination of gender and FGM/C related activities and interventions. He/she will work with national and state counterparts from related CSOs and government institutions to strengthen the national coordination mechanism in gender and abandonment of FGM/C.

 

He/she will also work with counterparts from partner UN Agencies to enhance alignment with planning, reviews and coordination mechanisms.



 
 Duties and responsibilities:

  • Analyze political, socio-economic,  population and health situation relevant to gender with special focus of FGM/C aspects in order to identify strategic areas for coordination among IPs, stakeholders, UNFPA and other relevant UN sister organizations;
  • Bring FGM/C to the attention of various segments of the population at  local, national and international levels through effective coordination of all of those who play a part in the abandonment of FGM/C – from frontline staff to those with responsibility for commissioning and setting the strategic direction of the social and health system;
  • Analyze, overseeing and report on implementation of the Taskforce activities assigned program activities, monitor program expenditures and disbursement to ensure delivery is in line with approved budgets;
  • Provide input and follow up for financial monitoring and conduct of quarterly and annual reviews in coordination with Gender Programme Assistant and Finance Monitoring Officer and any other relevant staff;
  • Assist in facilitating the abandonment of FGM/C and aligning the various efforts and interventions on FGM/C, through national coordination, advocacy and awareness promotion focusing on physicians, midwives, health personnel, community leaders, youth and media personnel;
  • Support and coordinate efforts for maintaining functional gender-based referral pathways at state, locality and community levels including in humanitarian settings;
  • Liaise between National Taskforce partners to ensure they  act as an ‘open’ forum and field coordinating body on national interventions and efforts on combating FGM/C and Provides strategic guidance to, and ‘act on’ operational issues identified by the other Sectoral plans pertaining to combating FGM/C;
  • Contributes to the achievements of results through primary analysis and robust monitoring of programme implementation;
  • Generate an experience of knowledge sharing on gender concerns among all partners of DFID-supported projects and programmes;
  • Significantly contribute to the planning process and implementation of AWPs  and review of the  DFID project with particular focus on  strengthening the coordination aspects and support the effort to establish and sustain national reporting mechanism;
  • Explore areas of Good Practices and Success Stories arising from the program implementation and coordination at national, state and community levels and provide the necessary support for documentation;
  • In close collaboration with the Capacity Building Officer, conduct mapping – using different methods of analysis - of partners working on FGM/C and identify priority capacity development areas for effective partnership, coordination and networking.
  • Perform any other task as may be required by the direct supervisor or the UNFPA Management Team.

 
 Minimum Qualification, Skills and Experience Required:

Education:            Master Degree on Social and Economic sciences and other relevant disciplines.

Experience:         3 - 5 years of relevant professional experience in area of FGM/C, gender and women empowerment. Not less than two year of experience in gender in development programme design and

                                implementation. Experience with projects or a programme implemented by multinational or bilateral donors is an asset.

Languages:          Fluency in oral and written English. Good knowledge of Arabic.

Computer skills:  Proficiency in current office software applications.
