 Background:

UNFPA worldwide and in Sudan is investing considerable resources to provide technical and financial support to facilitate government efforts to reduce maternal and neonatal mortality and to improve the health status of women and their new born. A considerable amount of the support provided by UNFPA is in the form of the procurement of reproductive health commodities, medical equipment, medical consumables and reproductive health Kits.

The United Nation Population Fund (UNFPA) Sudan Country Office would like to recruit a Reproductive Health Commodity Security logistics Officer to be placed at UNFPA Country Office with substantive amount of time at Federal Ministry of Health and in the field to provide technical support to all units relating to Supply Chain Management issues and to follow on the commodities and supplies provided through support from UNFPA.  The Logistics Officer is expected to frequently travel to states to monitor the supplies distribution, its storage conditions and utilization.

 

Work relations:

The RHCS Logistics Officer will work under the overall guidance of UNFPA Country Representative, and the direct supervision of the RHCS Project Officer.



 
 Duties and responsibilities:

  • Supports in forecasting and planning of procurement at the federal and states’ levels
  • Follows up on initiation of procurement process from its sources.
  • Supports the custom clearances of commodities and supplies procured by UNFPA through coordination between the supplier and the consignee.
  • Reports on the received goods against the ordered quantities and specifications;
  • Reports on the quality of the received goods in terms of damage and expiry status.
  • Follows up the delivery of commodities and supplies to targeted destinations.
  • Assesses and reports on the storage conditions against the required conditions for the stored goods at federal, state and HF levels to ensure the supply of safe and appropriate medicines and provide advices and support to that effect
  • Supports the implementation of routine monitoring and evaluation plan for the RHCS.
  • Updates CHANNEL and reports periodically on inventory status as inventory focal point.

 

More specifically, the incumbent should perform the following tasks:

 

Logistics management:

  • Participate in periodic and ad-hoc assessments of the supply chain system of reproductive health products to identify strengths and weaknesses.
  • Provide technical support for system strengthening to improve the supply chain management for reproductive health products.
  • Monitor and ensure a good performance of the reproductive health commodities logistics chain (availability of logistics tools, timely generation and sharing of complete as well as accurate logistics reports on RH commodity usage). 
  • In collaboration with shipping and transit agents, follow up administrative dossiers for expedited importation, tax exemption, declaration, and customs clearing of goods procured by UNFPA. 
  • Together with beneficiary partners, carry out reception and inspection of goods acquired by UNFPA and establish goods’ receipt reports.
  • Undertake day to day management of reproductive health commodities.
  • Conduct regular inventory takes on all RH products of the program.
  • Support the introduction of logistics management tools such as CCM and CHANNEL.
  • Organize official events/ceremonies for handing over purchased goods to partner institutions.
  • Support the implementation and regular update of a record keeping system for goods and products procured for the country RH program.

 

Planning and monitoring:

  • Establish a personal annual work plan and ensures its implementation to achieve the goals of the project.
  • Support the development of a procurement plan for reproductive health commodities
  • Establish a distribution plan for RHCs and monitors its effective implementation.
  • Assist the unit of reproductive health to develop its annual work plan
  • Ensure timely collection and analysis of logistics data on reproductive health products from health facilities as well as sharing of information on indicators.
  • Assist the FMoH and SMoH to prepare quarterly and yearly reports on RH commodity security activities.

 

Training in the management of RH commodities:

  • In collaboration with the country office, organize training sessions for personnel in health and in storage facilities in reproductive health commodity management and security.
  • Carry out periodically supervisory and training visits to health and storage facilities at district and regional levels to ensure a functioning LMIS system, a proper management of RH commodities,
  • Participate in meetings organized within the implementation framework of the national strategic plan for reproductive health commodity security.
  • Maintain good working relationship with the directors of various divisions at the FMoH,  Central Medical Supplies (CMS), and other partners

 
 Minimum Qualification, Skills and Experience Required:

Education:             Master Degree in Pharmacy, Public Health or related Social Sciences, with extensive field experience in Logistic Management and familiarity with Reproductive Health Commodity.

Experience:          Minimum two years practical experience in managing Health Logistics.

Languages:          Fluency in oral and written English and Arabic.

Computer skills: Good command of MS Office software: Word, Excel, Access, PowerPoint and use of the Internet.

Others:                  Good knowledge and understanding of supply chain management requirements and techniques (needs assessments, source identification, procurement, international freight procedures, customs,

                                warehousing, distribution and monitoring/accountability).
