 Background:

The Federal Ministry of Health is partnering with the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and GAVI, the Vaccine Alliance.  FMOH has recently assumed the role of Principal Recipient of GFATM Health System Strengthening grantin Sudan. In its role as Principal Recipient for Health System Strengthening (HSS), FMOH ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation. In this regard, a dedicated Program Management Unit (PMU) is set up under the Directorate General of Planning and International Health to manage Health system strengthening projects financed by the GFATM and GAVI. This Unit provides quality assurance and oversight, and guidance to routine management of projects funded by the Global Fund and GAVI. This Unit is now looking for energetic, creative and highly skilled Sudanese professional to assume the position of Customs and Logistics Coordinator.

Under the overall guidance of the Deputy Program Manager and the direct supervision of the Supply Chain and Logistics Officer, the incumbent is expected to ensure the proper planning, monitoring, clearance and documentation of commodities procured by FMOH or other UN agencies for the Global Fund and GAVI programs. In addition, S/he will also support the storage and distribution of procured goods to ensure the right products are delivered to the right location on time and in good condition and at a good cost.



 
 Duties and responsibilities:

Customs coordination

  • Facilitate and accelerate the clearance process of commodities procured through the Global Fund resources either by FMOH or UNDP
  • Issue through (DGIH) the needed correspondence to the related departments at the national level to insure that the provided supplies are cleared in shortest time possible.
  • The incumbent will be responsible for collating all the information needed to complete the clearance, ensuring all information is provided correctly and accurate, following Sudan’s customs requirements, daily contact with Sudan’s custom & clearing agents.
  • Verifying documents i.e. Invoice, Packing list, Weight List, Certificate of Origin, Exporter Certificate, Shipment Advise, Delivery Note & Legalized Documents as per customs requirements. 
  • Follow up relevant Customs Clearance procedures so that work is carried out in a controlled and consistent manner. 
  • Follow the day to day operations related to Custom clearance to ensure continuity of service delivery through timely clearance of goods at customs
  • Ensure proper management and systematic archival of all documents in relation to customs clearance and keep records and filling of all import shipping documents
  • Ensure on time, accuracy and completeness of required shipping documents
  • Inform the PMU and relevant agencies once container is released from custom to arrange for transport and storage. 
  • Liaise with and conduct orientation meetings to (MOFA, SSMA,MOF&NE, Customs authority, NPMB).
  • Ensure the development and utilization of standard operation procedures of clearance of commodities by UN agencies/ international NGOs procured health related items.
  • Prepare and submit regular progress reports on the status of clearance of health related items in (weekly, monthly and Quarter base)

Logistics Management

  • Support the Assets’ and Logistics Officer to organize the storage and distribution of goods.
  • Participate in field-level planning formulation in the area of logistics.
  • Provide technical and operational support to the relevant entities and team members involved in logistics and assets management, as well as advice on application of logistics management best practice, systems and procedures. Take initiative in management improvement for the logistic function.
  • Assess existing logistics operations systems and advise on corrective measures to be undertaken.
  • Design, implement and manage contracts in forwarding, transport and warehousing, where necessary.

Proactively engage with PMU, UNDP and other relevant agencies for swift transport of goods to warehouses once cleared


 
 Minimum Qualification, Skills and Experience Required:

Education:

  • University Degree in Business Administration, Logistics management or related field. Certification or knowledge of pharmaceutical supply management is an asset.

Experience:

  • A minimum of 3 years of relevant experience in a development projects.
  • Familiarity with the different entities and authorities  in Sudan that are responsible for pharmaceutical and health products clearance, as well as knowledge of Sudan’s customs clearance processes and procedures is a distinct advantage;
  • Working knowledge of PCs as well as excellent knowledge of Microsoft Windows and Microsoft Office applications;

Language Requirements:
Fluency in both written and spoken English and Arabic
