Monitoring and Evaluation Officer

 Background:

The Federal Ministry of Health is partnering with the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and GAVI, the Vaccine Alliance.  FMOH has recently assumed the role of Principal Recipient of GFATM Health System Strengthening grantin Sudan. In its role as Principal Recipient for Health System Strengthening (HSS), FMOH ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation. In this regard, a dedicated Program Management Unit (PMU) is set up under the Directorate General of Planning and International Health to manage Health system strengthening projects financed by the GFATM and GAVI. This Unit provides quality assurance and oversight, and guidance to routine management of projects funded by the Global Fund and GAVI. This Unit is now looking for energetic, creative and highly skilled Sudanese professionals to assume the Monitoring and Evaluation Officer position. 

The M&E function will be overseen by the Program manager of the PMU. While the M&E Officers will work under the direct supervision of the M&E Team Leader for routine M&E activities; and its functions are partially embedded with HIS and M&E Department of FMOH.



 
 Duties and responsibilities:

  1. Develop monitoring and evaluation strategy, guidelines and SOPs and ensure its proper implementation.
  2. Design and implement a system to monitor the carrying out of GF/ HSS support activities and any additional HSS funds.
  3. Conduct systematic monitoring, collection, analysis, compilation and dissemination of strategic information and data in the form of prescribed reports.
  4. Monitor activities’ implementation in terms of progress and quality, referring to monitoring indicators and quality measurements indicated in the action plans.
  5. Provide support to the implementing departments and ensuring that sub-recipients have the necessary capacity and tools, and equally understand what data needs to be collected, when and how.
  6. Conduct data verification based on implementing departments and SRs reports to ensure data accuracy and reliability.
  7.  Work with partners to ensure that data collected is consistent, complete and comprehensive.
  8. Ensure that the grant’s M&E activities are harmonized and aligned with the national M&E frameworks.
  9. Follow up focal persons in the Federal Ministry of Health and states for implementation of planned activities and receive requests for funding, liaising with UNDP GF/HSS counterparts.
  10. Ensure the implementation team (focal persons) is submitting monitoring reports every 2 weeks and a progress reports every quarter.
  11. Conduct regular joint monitoring field visits to ensure timely and quality implementation of projects vis-à-vis approved plans and contracts, with the involvement of the relevant departments, states and partners.
  12. Conduct monitoring and evaluation activities, including contribution to studies to measure the impact of health system strengthening interventions and progress in achieving program targets.
  13. Work closely with grants sections towards effective monitoring, timely development of reports (programmatic part PUDR and annual report) and analysis of results of projects to incorporate lessons learnt into recommendations for improvement to be implemented by departments and partners.
  14. Prepare technical (quarterly and annual) Progress Reports as per available guidelines including GFATM’s PUDR (progress Update Disbursement Request and EFR (Enhanced Financial Reporting).

 
 Minimum Qualification, Skills and Experience Required:

Education:

Master’s degree, preferably in Public Health, medical sciences, Social Sciences or related fields.

Experience and competencies required:

  • A minimum of five years relevant work experience in public health programs, experince in M&E activities of health systems streengtheing will be an added value.
  • Epidemiological literacy and skills in epidemiological analysis and biostatistics

The incumbent should also be able to:

  • Demonstrate strong analytical skills and strategic thinking, including a sound understanding of Sudan’s Health system
  • Make frequent field travels in Sudan
  • Focus on impact and results; and responds positively to feedbacks and openness to change
  • Consistently approach work with energy and a positive, constructive attitude.
  • Demonstrate resourcefulness, initiative and ability to meet tight deadlines and work in teams harmoniously even under pressure

Language Requirements:
Fluency in both written and spoken English and Arabic
