 Background:

Project Description:     Within the UNDP Sudan Country Office (CO), the Oversight and Support Division (OSD) supports CO Senior Management in the development of innovative substance-driven partnerships, ensures linkages between strategy and programme implementation, ensures overall operational and programmatic compliance, and monitors programme effectiveness & operational efficiency.

 

As an essential part of OSD, the Partnerships and Communication Unit provides a strategic, substance-driven and coherent approach to outreach and partnerships, and creates a meaningful UNDP image. The team collaborates closely with the Strategic Advisory and Programme Support Team and the Programme Units in order to establish linkages between the overall strategy, the programme achievements and implementation.

 Duties and responsibilities:

Under the guidance of the OSD Team Leader and the direct supervision of the Team Coordinator, Partnerships and Communication, the Partnerships and Public Information Associate supports the CO management in its effort to build partnerships, mobilize an appropriate and sustainable funding base in a large CO leveraging strategic partnerships with government, traditional and non-traditional donors, private sector and CSOs.  The Associate ensures the donor intelligence and aid data is up-to-date, drafts donor profiles, supports the development of a resources mobilization strategy and develops relevant public information materials. 

 

The Partnerships & Public Information Associate works in close cooperation with other PACOM team members, Management staff, Programme, Operations, Communications and other teams. The Partnerships and Public Information Associate participates in networks and coordinates with colleagues from UNDP, UN Agencies, Government officials, multi-lateral and bi-lateral donors, foundations, the private sector and civil society.

 

Specific Tasks:

 

  1. Supports formulation and implementation of CO strategies related to Resource Mobilization and partnerships building:

 

  • External and internal analysis for assessing CO opportunities for resource mobilization;
  • Support Senior Management of the CO in Resource Mobilization;
  • Scanning of the opportunities in the country based on partner-specific intelligence and the competitive landscape; identification where the CO competency strengths overlap with partner/client needs;
  • Analysis of key development and sectoral policies currently being discussed and implemented in the country and key donors willing to support policies;
  • Development/regular updating of a detailed Partnership and Resource Mobilization (PRM) CO Strategy with planning tools to implement the strategy;
  • Assessment of the level of CO engagement with each donor: type and level of contact and particular areas of interest; development of strategy to position the CO to become a priority partner for the donor;
  • Identification of emerging sources of funding; assessment of their current usage and potential for the future;
  • Drafting of specific donor fund-raising strategies and approaches where useful; 
  • Preparation of donor briefs on this basis for each of the main donors in Sudan and in the Arab States Region.

 

     2.  Strongly positions UNDP focusing on achievement of the following results:

 

  • Identify opportunities for UNDP in its relationship with other UN Agencies;
  • Thorough analysis and research of the local market for positioning UNDP in Sudan as a trusted and efficient service provider to potential bilateral and multilateral and drafting of proposals to CO management on this basis;
  • Identify specific areas for support, building on UNDP comparative advantages and UNDP programmatic objectives in the country;
  • Identify innovative partnering opportunities with the private sector in close relationship with programme staff.

 

  • Drafts public information materials in support of partnerships and resource mobilization strategies;
  • Collect data and information from CO units on programmatic and operational strategies and results;
  • Draft public information materials and online content that can support new partnerships and resource mobilisation strategies.

 

  • Facilitates knowledge building and knowledge sharing as required by the organization:
  • Identify and formulate lessons learned and recommendations to be integrated into broader CO knowledge management efforts;
  • Contribute to knowledge networks and communities of practice;
  • Organize and conduct of trainings on partnerships building in the Country Office;
  • Elaborate on proper documentation in support of Results Management efforts, in consultation with the program staff, including concept notes, project documents, and any other document as required;
  • Proposes and implements activities, initiatives and programs to promote public awareness of, and access to UNDP information and Publicity materials in close collaboration with the Communication Unit.

 

Furthermore, UN Volunteer s are encouraged to:

  • Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark IVD);
  • Be acquainted with and build on traditional and/or local forms of volunteerism in the host country;
  • Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities;
  • Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.;
  • Assist with the UNV Buddy Programme for newly-arrived UN Volunteers;
  • Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.

 

         Results/Expected Output:

 

  • Assessment of CO opportunities for resource mobilization and identification and mapping of current and potential donors with a focus on private sector fund-raising is drafted.
  • A network of potential donors contacts is identified and facilitated.
  • Key development and sectoral policies currently being discussed and implemented in the country together with the Office’s technical units to identify key donors willing to support these policies are analyzed.
  • Programme Teams are supported in proposal writing to ensure that documents, correspondence, outreach material and website content meet the UNDP standards.
  • Emerging sources of funding; assessment of their current usage and potential for the future are identified.
  • Synthesis of proposals and inputs to the development and implementation of a donor intelligence strategy and/or, RM strategy for the Office is drafted.
  • A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed.

 
 Minimum Qualification, Skills and Experience Required:

The incumbent must be a dynamic, multi-functional person, who supports UNDP with professionalism, dedication and client orientation. The following qualifications are required:

 

Education: University Degree in Business Administration, Economics, Social Sciences, International Relations, Political Sciences or related field.

 

Work experience:  3 years of relevant experience at the national or international level involving multi-stakeholder projects and partnership development.

-Experience in working with UNDP or multilateral organisations in Sudan

-Experience in research and policy-level analysis.

-Some experience in design and development of public information materials.

-Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web-based management systems.

 

Language: Fluency in English, excellent communication skills, both spoken and written in English required.  Knowledge of Arabic desirable.

Living Conditions:

 

The position will be based in the UNDP Sudan Country Office in Khartoum (Security Phase Two) with occasional travel to project areas. Khartoum is the capital and trading centre of Sudan and is situated in Khartoum State, at the junction of the Blue and White Nile rivers. Omdurman is also a suburb of Khartoum, giving the urban area a population of over 3 million. It has long served as a major communications centre between the Arab countries of North Africa and central African countries. The city lies near the rich, irrigated cotton-growing Gezira area to the south and much of its trade is based on Nile river traffic. An oil pipeline links the city with Port Sudan on the Red Sea. Industries include tanning, textiles, light engineering, food processing, glassware, and printing.

 

Khartoum is classified as a family duty station (B), with a modestly good level of services, accommodation and facilities. It is a relatively safe environment sometimes marked by small criminality or anti-western public demonstrations. MORSS compliance is required. The cost of living may be high, depending on the standards, particularly for food and accommodation.

 

Conditions of Service

A six-month contract, renewable depending on mandate, availability of funding, operational necessity and satisfactory performance. However, there is no expectancy of renewal of the assignment. Monthly volunteer living allowance (VLA) – intended to cover housing, basic needs and utilities – of 4,702 Sudanese Pounds per month (VLA rates are periodically reviewed). Settling-in-grant (if current residence is different from duty station); life, health and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service.
