 Background:

Organizational Context:

Within this context, UNDP Sudan works towards supporting the country to accomplish substantive progress in the area of poverty reduction adopting a comprehensive approach to the reduction of human and income poverty, in line with the Millennium Development Goals. UNDP’s Poverty Reduction & MDGs Unit recognizes that achieving the Millennium Development Goals depends on vibrant economic growth, driven by the government and supplemented by the private enterprises to create jobs and provide goods and services for the poor.

Brief Project Description:
The “Creation of job opportunities for youth in Sudan through labour-intensive work opportunities” project aims to create rapid employment opportunities for unemployed unskilled and semi-skilled workers through labour-intensive infrastructure development, and linkage of these young workers to longer term employment and livelihood opportunities. The project will rapidly generate demand for youth labour, using local resources and labour-intensive approaches to contribute to a modern infrastructure and utilities for rural and urban populations. The project will support two types of labour-intensive works, namely road works and waste management.
The Project’s expected outputs are:

  • Labour-based Coordination Unit established within the Ministry of Labour and Administrative Reform (MOLAR), functional and operational;
  • Capacities for unskilled young workers are developed through labour-based and business development methods.


 
 Duties and responsibilities:

Under the direct supervision of the Project Manager, the Administrative and Advocacy Assistant will undertake the following tasks:
A. Public engagement and advocacy to raise awareness and understanding of labour-intensive work as a response to youth unemployment in Sudan:

  • Initiate advocacy campaigns, including the wide use of social media platforms to create public awareness on the benefits of labour-based approach for unemployed, semi-skilled and unskilled youth in Sudan;
  • Liaise with youth associations, government and private institutions to encourage strong youth participation in the project;
  • Conduct interviews and monitor activities to document lessons learned, good practices, and the progress on youth participants, highlighting project impact into their lives;
  • Organize media events and outreach activities that promote youth in development and increase youth employment opportunities;
  • Assist in drafting write-ups/stories highlighting project impact on youth participants and institutional collaboration for web upload, news publication/ broadcast;
  • Monitor media stories and compile clippings relevant to the project;
  • Maintain database of local and international partners;
  • Support the project in the planning and implementation of activities associated with annual celebrations, such as South-South Cooperation Day, International Labour Day, International Youth Day, etc.;
  • Assist in documenting the project activities through photography and press-releases.

B. Support to youth development training including leadership skills, entrepreneurial skills and occupational and public health standards:

  • Facilitate activities or sessions on life skills, including leadership, personality development and communication;
  • Provide support to training programmes promoting entrepreneurial skills, occupational and public health standards, safety standards, and health and sanitation practices in the workplace and within the community;
  • Conceptualize public information materials on various thematic areas including but not limited to youth involvement in nation building, youth entrepreneurial skills, safety standards and community health and sanitation for waste management sector.

C. Support to project management:

  • Develop a database of youth participants, relevant training institutions and labour contractors, and ensure periodic updating of information;
  • Review project-related documents and communication materials;
  • Assist in documenting workshops and meetings outcomes through developing minutes and highlighting key issues particularly those in Arabic language;
  • Perform other related tasks as required.

Promotion of the United Nations Volunteers Programme mandate
UN volunteers are expected to integrate the UN Volunteers Programme mandate within their assignment as well as promote voluntary action through engagement with communities (urban and rural) in the course of their work. As such, the UN volunteer should dedicate a proportion of his/her working week to the following in support of and in synergy with his/her primary role as UNV Administrative and Advocacy Officer:

  • Strengthen knowledge and understanding of the influence and impact of voluntary action by communities in Sudan through the following:
  1. Research of the subject matter;
  2. Develop knowledge of non-profit community-based organizations developing new or applying traditional methods in engaging with communities;
  3. Undertake awareness-raising (promotion) activities for increased community participation and action;
  4. Encourage local people to volunteer thought and action to enhancing their community;
  • Build relationships with a wide range (private/public) local organizations, groups or individuals and support and/or participate in community-driven voluntary activities and assist them to tell their stories to the World Volunteer Web site;
  • Encourage, mobilize and support co-workers and fellow UN Volunteers to better understand the connections between community participation and volunteerism;
  • Monitor on a continued basis the impact of policy reform on voluntary action at the community level;
  • Contribute to articles/write-ups on the findings from the monitoring process and experiences from the above outlined activities and submit them to UNV publications/websites, newsletters, press releases, etc.;
  • Promote and/or advise local groups in the use of OV (online volunteering), and encourage relevant local individuals and groups to use OV whenever technically possible.

Results/Expected Outputs:

  • A final statement of achievements towards volunteerism for development during your assignment, such as specific quantification of mobilized volunteers, activities, capacities;
  • Improved knowledge and understanding of the labour-based approach vis-à-vis youth employment in Sudan;
  • Initiated/maintained active social media campaigns on youth development and employment through labour-intensive work;
  • Written web stories focusing on the impact of the project to youth participants;
  • Support in production and dissemination of information and advocacy materials;
  • Written and photo documentation of advocacy events and media exposure including translation of documents, reports and communication materials.

 


 
 Minimum Qualification, Skills and Experience Required:

a) Qualifications, skills, experience:

  • Diploma in Social Science, Community Development, Communication Arts or other relevant field;
  • Minimum one year relevant work experience or two years of community service;
  • Proficiency in common computer applications, including PowerPoint, Excel, desktop publishing and use of social media platforms;
  • Fluency in English and Arabic language;
  • Training and facilitation skills preferred;
  • Engagement in youth development activities a plus;
  • Knowledge of entrepreneurial work, occupational and public health a plus but not required;
  • Interest in journalism and photography;
  • Skills in graphic design;
  • Strong interest in youth and development issues;
  • Former experience as a volunteer is an asset;
  • Strong interest in becoming part of a dynamic team;
  • Ability to work under pressure and meet tight deadlines.

Living Conditions:
As this is a national UNV assignment, the volunteer will be responsible for arranging his/her own housing and other living essentials. National UN Volunteers are part of the malicious insurance plan.
Conditions of Service:
Contract is issued for 1 year, with possibility of extension (renewable depending on mandate, availability of funding, operational necessity and/or satisfactory performance). Monthly Volunteer Living Allowance (VLA) – intended to cover housing, utilities, and normal cost-of-living expenses – is equivelant to US$ 677 per month paid in SDGs as per the UN official exchange rate. Life, health and permanent disability insurances are included, and resettlement allowance. UNV will provide a copy of the UNV Conditions of Service to the successful candidate together with the offer of assignment.
