Under guidance and supervision of the Head, Resident Coordinator’s Office (named UN Coordination Support Office in Sudan) and working in very close collaboration and synergy with the Deputy Humanitarian Coordinator for Darfur (DHC-D), the Field Coordination Officer strengthens the capacity of the UN Agencies, Funds and Programmes and relevant national institutions involved in recovery and long-term programming in Darfur. The Officer closely follows all economic and social trends so as to provide informed programming and coordination support to all stakeholders and partners. The Officer provides coordination support and assistance to development and the implementation of collaborative and joint programmes, monitoring progress accordingly. Support is also provided to AFPs who are not represented in Darfur so as to facilitate relevant access to national systems and counterparts. The Officer assists in the coordination of high-level visits as required, including those involving donors. 

In all activities, the Officer works closely with the DHC-D to ensure synergy and adequate bridging of the humanitarian work to the development work. The development programming frameworks in Darfur include the UNDAF 2013-2016 as well as the Darfur Development Strategy and the Officer is required to proactively follow on the implementation of both, making recommendations to enhance inter-agency coordination in Darfur accordingly, thereby promoting durable solutions for the people of Darfur. 

The Field Coordination Officer also establishes contact with the relevant counterparts of UNAMID and facilitates the liaison and coordination between the UN agencies and the Mission accordingly and as required by the Head of Office.



 
 Duties and responsibilities:

Under the overall guidance and supervision of the Head, RCO, ensure effective support to the RC, the DHC-D, UN agencies and partners in preparation and implementation of development and recovery programmes, under the overall context of the UNDAF and the DDS, focusing on the following results:

In terms of Coordination:

  • Actively engage in ad hoc as well as regular sector coordination forums such as the Area/Humanitarian Country Team (A/HCT) meetings, as chaired and organized by OCHA, the Inter-Sector Coordination Team (ISCT) meetings as attended by both humanitarian and development partners, all sector-focused coordination meetings (e.g. General Health Coordination Meeting, Emergency Shelter and NFIs Coordination Meeting etc) and all workshops that take place in Darfur. In so doing, the Field Coordination Officer collects input from the various focal points.
  • Organize, attend, participate and report on any other coordination forums and meetings, documenting output and following up on action points as appropriate. 
  • Assist with the provision of management, logistics and administrative support in Darfur for AFPs and in relation to high-level visits 

In terms of substantive support:

  • Provide support to sector leads to link and promote integrated approaches to facilitate the transition from humanitarian to early recovery and recovery work in Darfur. 
  • Coordinate the mapping and collection of essential information (agency activities, locations, sectors of interventions, development work), organizing the information in a user-friendly way and easy to access database, ensuring that such information and data is regularly updated. 
  • Assist in the organization and coordination / support to studies to promote development in Darfur. This includes assembling relevant background materials, identifying contractors where requested, drafting TORs, coordinating the work etc… 
  • Undertake analysis on key strategic issues upon request – in particular, provide strategic planning support for early recovery and development activities in Darfur. 
  • Assist in the monitoring of development activities under the main development frameworks (I.e. UNDAF and DDS) showing the collective and coordinated efforts of the UN in Darfur.
  • Support the DHC-D in ensuring the effective functioning of coordination mechanisms and planning processes. 

In terms of communications, partnerships and outreach:

  • Organize, facilitate and/or coordinate workshops for capacity building of local stakeholders. 
  • Contribute to outreach, advocacy and communication on all early recovery and development issues, working closely with UNIC Khartoum, OCHA and the Khartoum-based RCO Communications Officer. 
  • Support the implementation of the Communications Strategy in Darfur in close collaboration and coordination with the RCO Communications Officer, to promote a coherent image of the UN and of its visibility in Darfur. 
  • Facilitate missions and high profile visits in terms of organization, briefing and coordination. 
  • Maintain effective liaison with key actors in recovery and development, in particular NGOs, UN agencies, UNAMID, Government officials and representatives of the donor community, where appropriate. 
  • Produce weekly reports covering appropriate summaries of all early recovery/recovery and development work; political and security highlights; humanitarian highlights; any upcoming events of relevance. 
  • Establish and maintain contact with key local stakeholders, including local authorities, external partners, agencies’ representatives etc. 
  • Support the mainstreaming of local capacity development in recovery and development programming. 
  • Contribute to all RCO reports, in particular the RC Annual Report and the UNCT Work Plan reporting.
  • Perform any other function as requested by the supervisor.

Impact of Results

The results of the work of the Field Coordination Officer impact on the success of the UNCT activities in Darfur. In particular, the key results have an impact on the implementation of key recovery and development activities and on the partnerships maintained by the UN, and in particular the RC, with key stakeholders.

Recruitment Qualifications

Education:

  • Master’s Degree preferably in international development studies, development, economics, political science, business or public administration, law, social sciences, or other relevant field.

Work Experience:

  • 2 years of programming experience in conflict or transitional / post-conflict situations and/or in a development context in Sudan, preferably with some exposure or experience in Darfur. 
  • Employment with international organizations is desirable. 
  • Experience in team management and in coordination is desirable

Languages:

Fluency in oral and written English and Arabic is required
