 Background:

Since 2003 Darfur has been experiencing conflict which has led to huge population displacement, humanitarian crisis, insecurity and socio economic destruction. As part of its commitment to bring long term peace and stability to Darfur, the Government of Sudan signed the Doha Document for Peace in Darfur (DDPD) with some military factions in June 2011.  As a preliminary step, the document outlines a needs assessment to determine the recovery and long term development needs that will contribute to long term and stability in Darfur. Under the overall leadership and guidance of the Government of Sudan and Darfur Regional Authority (DRA) with support from international partners including UNDP, the Darfur Joint Needs Assessment Mission (DJAM) was conducted in 2012-2013. The findings of the DJAM culminated in the preparation of Darfur Development Strategy (DDS) document, ‘Developing Darfur: A Recovery and Reconstruction Strategy (2013-2018) document.  The Darfur Development Strategy (DDS) adopts a sequential and coordinated approach in the implementation of all three pillars, namely, i) Governance, Justice and Reconciliation ii) Reconstruction and iii) Economic Recovery. As a starting point the DDS envisages the implementation of Foundational and Short Term Activities (FaST) as a precursor to much more comprehensive and long term development interventions that will lead to durable peace and stability in Darfur.

The DDPD final security arrangement envisages a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups. The DDR programme will be community based which inter alia ensures that needs of ex-combatants as well as those of host communities and small arms related issues are addressed in a more holistic way.   UNDP will support the Government of Sudan and Darfur Regional Authority (DRA) through Sudan DDR Commission in the implementation of community based reintegration interventions with builds on close linkages between social reintegration with small arms control. The community based interventions will among others involve the construction and rehabilitation of socio economic infrastructures in support of livelihoods, social reintegration, small arms control and community security related activities.  As a consequence, UNDP Sudan requires the services of a qualified Civil Engineer to help in the development and design of specifications and Bill of Quantities (BOQ) as well as supervise implementation, monitor and evaluate completed infrastructure work in target communities in Darfur.



 
 Duties and responsibilities:

Duties and responsibilities: Under the overall supervision of the DDR/CSAC Manager and direct guidance of the Darfur Regional Coordinator and in close working relationship with DDR/CSAC Team in Khartoum, the incumbent will carry out the following functions and tasks:

 

1.Support community needs assessments, assessment of proposed project sites and preparation of preliminary and detailed reports;

 

  • Work closely with the Programme team and target communities in the identification and selection of community based socio-economic infrastructure needs and projects;
  • Conduct field visits to specific sites in different states of Darfur, prepare detailed reports and provide construction/rehabilitation recommendations;
  • Develop detailed construction plans to ensure that the implementation of the project rehabilitation and reconstruction activities are carried out in the most effective and expeditious manner;
  • Prepare a plan for each site, in addition to a consolidated plan for all sites/lots assigned to him/her;
  • Perform technical assessments and prepare Bills of Quantities (BOQs), estimate cost, general Specifications and Drawings for the construction and rehabilitation of buildings, related infrastructure and equipment;

 

2. Develop technical documents required for bid solicitation in order to ensure the quality of the technical documents/Statement of Work (SOW):

 

  • Provide all relevant information and make necessary corrections in order to obtain the certification of the BOQs and Unit rates.
  •  Keep abreast of new design systems and software.
  •  Assist the procurement team in the preparation of the tender documents (ITB), undertake the technical evaluation and participate in the tender evaluations;
  • Prepare/revise technical documents (Drawings, Technical Specifications, and Bill of Quantities) and any other documents required for the tendering process.
  • Liaise with the UNDP Procurement to finalize the technical documents (Drawings, BoQ and Specifications) for the bid solicitation purposes.

 

3. Ensure the overall co-ordination, monitoring and implementation of the construction work related activities:

  • Prepare a timeline implementation schedule to ensure efficient implementation of all construction related project activities;
  •  Supervise, monitor and provide technical inputs on the construction and rehabilitation works in progress, working in close coordination with ministry departments and the Procurement team;
  • Prepare a format for progress reports, financial reports, to be used by contractor;
  • Supervise the completion of works, ensuring the above works are completed as per the BoQ, drawing and in accordance with the agreed work schedules. Make sure that quality of the works comply with norms and standards agreed;
  • Submit a progress report after the completion of each field visit or as required by Programme Manager and Procurement Specialist;
  • Verify the work of the contractors and certify that all required tasks have been completed satisfactorily;
  • Perform the technical acceptance procedures on completed works;
  • Participate in monitoring and evaluation visits of project sites and contribute to new monitoring methodologies;
  • Responsible to record all facts transaction such as starting date, work suspension or any technical changes brings in construction details;
  •  Preparing weekly and monthly reports and milestone payment;
  • Periodical reports to the DDR CSAC Manager;
  •  Perform any other project related duties as requested by DDR CSAC Manager;

 
 Minimum Qualification, Skills and Experience Required:

Education: M. Sc in Civil Engineering and construction management Experience.

 Working Experience:

  • At least two years of proven experience in all aspects of construction and rehabilitation works and civil work project monitoring/evaluation (preferably in the field);
  • Proven sketching and drawing skills, sound computer operation skills (AutoCAD, arch CAD etc.);
  • Knowledge of project management software (e.g., MS project) will be an asset
  • Strong IT skills;
  • Ability to work under pressure in order to meet strict deadlines;
  • Previous working experience in Darfur will be an advantage;
  •  Experience in working with Government counterparts and local communities;

 

Language: Fluency in both written and spoken English and Arabic.
