 Background:

Since 2003 Darfur has been experiencing conflict that has led to huge population displacement, humanitarian crisis, insecurity and destruction of socio-economic infrastructure. As part of its commitment to bring long term peace and stability to Darfur, the Government of Sudan signed the Doha Document for Peace in Darfur (DDPD) with some warring factions in June 2011.  As a preliminary step, the document outlines a needs assessment to determine the recovery and long term development needs that will contribute to peace and security in Darfur. Under the overall leadership and guidance of the Government of Sudan and Darfur Regional Authority (DRA) and with support from international partners including UNDP, the Darfur Joint Needs Assessment Mission (DJAM) was conducted in 2012-2013. The findings of the DJAM culminated in the preparation of Darfur Development Strategy (DDS) document, ‘Developing Darfur: A Recovery and Reconstruction Strategy (2013-2018) document.  By design the DDS adopts a sequential and coordinated approach in the implementation of its three pillars, namely: i) Governance, Justice and Reconciliation ii) Reconstruction and iii) Economic Recovery. As a starting point the DDS envisages the implementation of Foundational and Short Term Activities (FaST) as a precursor to much more comprehensive and long term development interventions that will lead to durable peace and stability in Darfur.

Meanwhile, the DDPD final security arrangement envisages a comprehensive Disarmament Demobilization and Reintegration (DDR) Programme for male and female combatants including special need groups.  The DDPD delegated the task of implementation of the DDR and Small Arms Control Programme to the Sudan DDR Commission (SDDRC) in close collaboration with the Darfur Regional Authority (DRA).  UNDP, UNAMID and other UN Agencies (UN Women, UNFPA and others) were requested to provide technical and operational support to SDDRC and DRA as well as other relevant Government institutions at national and Regional (Darfur) level for successful programme implementation. As part of those efforts, UNDP DDR/CSAC Programme is seeking the services of qualified persons to support the implementation of the Community Based Reintegration Programme in Darfur.



 
 Duties and responsibilities:

Duties and Responsibilities: Under the overall guidance and supervision of the DDR/CSAC Programme Manager and Direct Supervision of the Darfur Reintegration Coordinator, the Reintegration Field Officer will support the implementation of the community based reintegration and small arms control related activities at the State level through the following:

  1. Facilitate and Support Capacity Development of SDDRC, State Governments and relevant institutions at the State level in the planning, implementation, monitoring and evaluation of reintegration and small arms control related projects:
  • Facilitate and support the conduction of capacity needs assessments and preparation of operational plans and strategies for SDDRC and relevant state institutions on reintegration and small arms control initiatives in the State;
  • Facilitate the integration of capacity development operational plans into State and Locality Development Plans;
  • Facilitate the building of linkages between State level capacity development initiatives with local capacity building support on small arms control and social cohesion;
  • Work closely with training providers in the provision of trainings and other capacity development support activities to SDDRC and Government partners;
  • Work closely and build synergetic linkages with other DDS actors providing capacity development support to Government institutions, DRA and local communities;
  • Provide hands on support in improving SDDRC organizational processes and procedures as part of capacity building support;
  • Participate in State Technical Reintegration Coordination meetings and support  implementation of policy decisions related to capacity development activities;
  • Participate in Government and UN Led State Coordination committees as part of information sharing and partnership building mechanisms;
  • Ensure gender and women issues are mainstreamed in all capacity development activities in the state.
  1. Facilitate the provision of Information, Counseling and Referral Services to demobilized combatants for economic and social reintegration into the communities.
  • Provide briefing, information and orientation services to individual or group of ex-combatants on reintegration objectives and processes;
  • Support MIS team in data collection and entering of ex-combatant profile into the MIS;
  • Work closely with relevant line Ministries in provision of orientation, counseling and referral services (ICRS) to demobilized combatants  in selection their livelihoods options;
  • Work closely with relevant Government partners, NGOs etc. in the counseling and selection of reintegration options by individual or groups of ex-combatants;
  • Support Implementing Partners in the delivery of reintegration services to demobilized using the individual and group approaches;
  • Work closely with Implementing Partners and other team members in facilitating the linkage of group initiatives or cooperatives to micro credit and advisory services;
  • Ensure that gender and disabilities issues are mainstream in all the reintegration and small arms control initiatives;

 

  1. Support the planning, implementation, monitoring and evaluation of community based quick impact projects in support of social reintegration, small arms control and women participation in community initiatives. 
  • Facilitate the conduction of participatory needs assessment and project selection  in target communities to identify quick impact projects  in support of social reintegration and smalls control;
  • Work closely with other UN agencies, government agencies, NGOs, and other organizations the planning. implementation, monitoring and evaluation of all quick impact projects related to social reintegration and small arms control initiatives;
  • Ensure that gender and disabilities issues are mainstreamed in all the planning, implementation and monitoring of all quick impact projects;
  • Ensure the participation of women and vulnerable groups in the planning, implementation and monitoring of community quick impact projects;
  • Ensure that all selected projects are in line with Programme Implementation Guidelines; 
  • Undertake regular analysis and update of the community baseline information;
  • Ensure synergies between livelihoods, community security and social reintegration to optimize impact in the target communities;
  • Contribute to State TRC meetings to ensure that all stakeholders are attuned with quick impact project activities in the target communities;
  • Work closely with relevant State Ministries to elicit their support in planning, implementation and monitoring of projects to ensure sustainability;
  • Coordinate and monitor the implementation of small grants projects targeted at vulnerable women in support of social cohesion and small arms control initiatives;
  • Ensure gender issues are mainstreamed in all social reintegration, small arms control and social cohesion related activities in the target communities.

Impact of Results: It is expected that the delivery of the results will contribute to the achievement of the Community Based Reintegration aim and objectives in Darfur as evidenced by an enhanced positive midterm review and evaluation reports.


 
 Minimum Qualification, Skills and Experience Required:

Education

  • Secondary Education. A degree in Social Sciences or related field will be an advantage.

Experience

  • At least  6 years of field experience in participatory community development, livelihoods and social cohesion in post conflict situation;
  • Previous experience working on reintegration of ex-combatants, IDPs, refugees etc. related projects in Sudan  will be an advantage;
  • Experience working with State Government, NGOs and local   communities will be an asset;
  • Working experience in Darfur will be an added advantage;
  • Good written and spoken Arabic & English.
