 Background:

Organizational Context (focusing on leadership role, enabling environment and context)

Under the guidance of the Representative and direct supervision of the Deputy Representative, the assistant representative has a dual role. He/She is the primary implementer of the country programme as it pertains to support for Reproductive Health, Population & Development and Gender as well as playing a leadership and management role in the country office. The assistant representative will substantively contributes to the management of UNFPA activities in the areas of reproductive health, adolescent reproductive health, HIV prevention and reproductive rights act as an analyst/ advisor, and proactively provide the representative with information on achievement of results in the implementation of UNFPA programs.

 

The assistant representative establishes and maintains collaborative relationships with counterparts in government, multi-lateral and bilateral donor agencies and civil society to address emerging issues and to facilitate programme delivery.



 
 Duties and responsibilities:

He/She must effectively influence counterparts from diverse backgrounds to jointly contribute to advance the ICPD post 2014 agenda. Specifically, the assistant representative will have the following main responsibilities:

  • Creates substantive knowledge of reproductive health and rights, population and gender issues in the country and assesses technical assistance need in this area and advises on the suitability of programmes and project. Addresses policy issues and provides substantive technical input to facilitate policy dialogue and the incorporation of these policies into national plans and strategies in the health sector, UN system initiatives and development national and UN frameworks (CCA. UNDAF, National Population Policy, National Development Policy, Post 2015 global agenda
  • Provides substantive leadership and input into the design and formulation of programmes and projects translating UNFPA’s mandate and strategic priorities in reproductive health and rights into local interventions, while responding to government plans and priorities in the health sector. Introduces into the programme formulation process the results of programme and project reviews and evaluations, best practices, as well as innovative strategies, approaches  and policies.
  • Provides substantive guidance and technical support to the country office towards the formulation and implementation of the country programme document (CPD), country programme action plan (CPAP), and development and monitoring of annual work-plans.
  • Advises and reports on achievements of programs and project results while applying key principles of results based management, proactively measuring substantive progress and the effective utilization of the financial and human project resources.
  • Creates and document knowledge by evaluating programmes, projects and ongoing experience for lessons learned, best practices and replicable strategies and approaches and actively shares and applies this knowledge. Creates mechanisms to collect and share knowledge.
  • Analyzes population and development, reproductive health and gender issues in the country to provide substantive inputs to institutional responses and advocacy strategies taking into account political, cultural and social sensitivities. Takes opportunities to advocate and advance UNFPA’s policy agenda by participating in public information events.
  • Contributes to the resource mobilization strategy by analyzing into on potential donors, preparing substantive briefs and project proposals in line with donor priorities, creating feedback mechanism and providing information on progress of donor funded project. Identifies opportunities for cost_ sharing.

 
 Minimum Qualification, Skills and Experience Required:

Education: Master’s degree in public health or population, demography and/ or other related social science field;  

 

Experience: Minimum 5 years professional and management experience preferably in programme/ projects management in the public and/or private sector, good understanding of the country context and challenges of ensuring access to reproductive health services, population and gender issues.

 

Languages: Fluency in oral and written English (Arabic proficiency or as a mother tongue).

 

Computer Skills: Computer literacy and Proficiency in current office software
