 Background:

UN-Habitat in Sudan has developed in recent years a complex but consistent programme that addresses sustainable urbanization, public/basic services delivery, housing development and livelihoods, among other aspects, with activities ranging from policy and strategy making, to studies and assessments, training and capacity development, and implementation of physical interventions at the local level, using participatory approach and alternative construction technologies. Up to now the programme is been implemented in Khartoum State, Southern Sudan and Darfur, and has the ambition to expand to Eastern Sudan, as well as starting national initiatives.

 

In the context of the ongoing conflict in Darfur, UN-Habitat is intensifying its urban planning and human settlement programmes to complement humanitarian assistance and prepare the grounds for an eventual transition to recovery and development. UN-Habitat has established an important presence in Darfur as the leading UN agency in the areas of Urban Planning, Land Management and Pro-poor Housing through a variety of large projects that are managed from Khartoum and implemented through competent national professional in Darfur.

 

UN-Habitat participated effectively in the Darfur Joint Assessment (DJA) in August 2012 and in the development of Darfur Development Strategy which was endorsed during the Doha Donors’ conference in April 2013 and identified a number of joint programme with other UN agencies and individual projects focusing on Land Conflict resolutions and Land Management, Improving Urban Environment, and enhancing the basic services and infrastructure and livelihoods.

 

 

SCOPE OF WORK

 

Under the guidance and supervision of the Head of Sudan programme, the Evaluation & Monitoring Officer contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met, and participates in the conduct of thematic and crosscutting evaluations. 

 

The Evaluation & Monitoring Officer works in close collaboration with the Office Management, Programme and Operations Teams in the UN-Habitat office in Sudan, UN-Habitat  field staff and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

 

 



 
 Duties and responsibilities:

Summary of Key Functions:

 

  • Implementation of evaluation policies and strategies
  • Support to  the evaluation process
  • Facilitation of knowledge building and knowledge sharing on monitoring and evaluation
  • Preparation and submission of regular reports to HQ, ROAS and donors

1.Ensures the implementation of evaluation policies and strategies, focusing on achievement of the following results:

  • Analysis of requirements and synthesis of proposals for the planning, preparation and management of specific thematic, country programme/project evaluations and other types of evaluations.
  • Inputs to the evaluation work plan, analysis and proposals on topics, and projects/programme to be evaluated.
  • Promotion of evaluation standards, quality assurance/control and capacity development in the Country Office.

2. Supports effective management of the evaluation process in UN-Habitat Sudan Office, focusing on achievement of the following results:

  • Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and budget oversight.
  • Guidance on UN-Habitat evaluation policies, procedures and practices to programme managers, UN-Habitat staff concerned with assigned project/thematic/sectoral evaluations and/or desk reviews, consultants and/or members of the evaluation team. Provision of guidance at the design stage of programmes/projects.
  • Analysis and synthesis of proposals on areas evaluated, effectiveness and impact of UN-Habitat programme.
  • Follow up on implementation of evaluation recommendations.
  • Present UN-Habitat in the UNDAF M&E working group and other sector working groups as directed by the supervisor.

3.Ensures facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:

  • Identification and formulation of lessons learned from evaluations and studies to be integrated into broader knowledge management efforts.
  • Contribution to the implementation of Evaluation Knowledge Management and Learning Strategy.
  • Participation in results-oriented monitoring and evaluation training efforts in the Country Office.

4.Preparation and submission of regular reports to HQ, ROAS and donors

  • Compile regular and ad-hoc reports from the field staff, review and submit to donors
  • Draft regular and ad-hoc report to HQ and or Regional Office for the Arab states
  • Draft the communication strategy for Sudan programme in cooperation with ROAS communication specialist
  • Provide support in the preparation of publications developed by Sudan programme
  • Provide inputs to the resource mobilization strategy

The key results have an impact on the overall effectiveness and success of UN-Habitat’s interventions and activities in achieving the country’s development and the MDG.  Effective implementation of evaluation policies and strategies enhance the effectiveness of UN-Habitat programmes, and effective communication strategies for Sudan programme

 Minimum Qualification, Skills and Experience Required:

Education:

Master’s Degree or equivalent in International Relations, Political Science, Economics or related social sciences. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

 

Experience:

Up to 2 years of relevant experience in international development issues. Some experience in monitoring and evaluation with a background and interest in the analysis of socio-economic issues and related policy matters.  Experience in the usage of computers and office software packages, experience in handling of web based management systems.

 

Language Requirements:

 

 

Fluency in the UN and national language of the duty station.
