 Background:

UNDP is a key partner to the Global Fund to Fight HIV/AIDS, Tuberculosis and Malaria (GFATM) and is the UN agency assuming the role of Principal Recipient of GFATM grants in Sudan. In its role as Principal Recipient, UNDP ensures quality financial management, timely procurement of supplies and service delivery as well as efficient monitoring and evaluation of grant implementation activities. A dedicated Project Management Unit (GF-PMU) is currently managing four ongoing grants from GFATM. GFATM has committment US$ 164 million for Sudan till 2017. The overall goal of the projects is to prevent deaths caused by diseases, to reduce the burden of HIV and Tuberculosis, to reduce transmission of HIV, to reduce morbidity, and to contain and prevent Malaria outbreaks, as well as to strengthen the Health System.

The GF-PMU is responsible for managing the Global Fund grants. The project is part of the UNDP Sudan Poverty, MDGs and HIV Unit. The Unit provides quality assurance and oversight, and guidance to routine management of GFATM projects in Sudan. The GF-PMU is currently looking for a Supply Chain Analyst for GFATM supported AIDS, TB and Malaria projects.

Under the overall guidance of the Deputy Programme Manager, direct supervision of the Procurement Specialist and technical supervision from the Deputy Programme Manager, the Supply Chain Analyst supports the government in developing and managing a functional Supply Chain for the AIDS, Tuberculosis and Malaria commodities. The Supply Chain Analyst works closely with the different sections within the PMU, government counterparts, other key supply chain management partners and the Procurement Support Office in Copenhagen.



 
 Duties and responsibilities:

Summary of Key Functions:

  • Provide technical support and strategic directions for strengthening the supply chain management system in Sudan for AIDS, Malaria and TB interventions.
  • Oversee the contract of various supply chain management TA providers.
  • Create partnerships and ensure harmonization of supply chain manamgnet interventions
  • Ensure performance management, knowledge sharing and capacity building.

Under the overall guidance of the Deputy Programme Manager, direct supervision of the Procurement Specialist and technical supervision from the Deputy Programme Manager; The Supply Chain Analyst will perform the following tasks:

Provide technical support to

  • Ensures adequate integration of supply chain management activities into grant design, planning and implementation;
  • Directly work with the sub recipients and national counterparts to improve the overall supply chain management interventions in Sudan.
  • Develop and submit supply chain management work plans, budgets, M&E for the relevant grant, in close cooperation with the grant, finance and M&E sections and the respective national programmes.
  • Timely identify bottlenecks in the GFATM supply chain system and undertake risk management measure.
  • Ensures timely and regular quantification and forecasting of project related pharmaceutical and other health commodities and closely follow up with the procurement section in GF-PMU.
  • Monitor the supply chain stocks, distribution and pipeline and bring forth critical information about availability of comodities to the attention of senior managment for decision making.
  • Ensures appropriate premises are used for sensitive drugs and other health products;
  • Oversees the supply chain functions: correct receiving, dispatch, storage and inventory procedures and quality check the data in the warehouse inventory system;
  • Help facilite controls for proper tracking of health commodities during transportation and handling of goods at the final destination.

Create partnerships and ensure harmonization of supply chain activities

  • Ensure coordination, operational harmonization and integration of PSM activities and interventions in Sudan; and work closely with all partners and support the Supply Chain Management scale-up efforts in the country;
  • Establish and maintain effective communication and ensure information sharing with national programmes and SRs in the implementation of GFATM Supply Chain Management activities;
  • Work closely with the relevant CCM sub committees and national taskforce on Supply Chain Management taskforce and relevant committees, and prepare regular reports and updates;
  • Work with the global and regional partners to ensure quality assurance and harmonisation of supply chain systems in Sudan;
  • Ensure the execution of the supply chain management activities in line with Global Fund requirements and UNDP policy;
  • Implements recommendations from internal and external audits and ensure timely corrective measures are taken.

Ensure performance management, knowledge sharing and capacity building

  • Coache, supervise and gives guidance to the supply chain staff, including providing expert guidance to the grant sections and other relevant staff with in the PMU;
  • Support the PM and the communication specialist in compiling best practices related to the efforts to strengthen supply chain capacity at the country level and ensure that these are disseminated both internally and externally;
  • Develop knowledge products based on lessons learned, experiences and data generated through supply chain activities;
  • Undertake any other tasks as assigned by the supervisor.

Impact of Results

Sustained, uninterrupted and timely provision of parmaceutical and other health products to the facilities is the core of the GFATM programme and critical in saving lifes and ensure programme effectivness.The key results have an impact on the overall program effectivness and efficiency in supply chain management and success. This is a core function of the UNDP as a PR and it ensures timely and appropriate delivery of health commodities; ensure client satisfaction and overall timely delivery of GF program.

Recruitment Qualifications

Education:

Master’s degree in logistics management, Business Administration or other related field, with a degree in pharmacy, supply chain management or public health will be an asset.

Work Experience:

  • A Minimun of three years of experience in logistics and or supply chain management of pharmaceuticals and health-related commodities.
  • Sound knowledge about Supply Chain Management of pharmaceuticals and health-related commodities and an understanding of national and international mechanisms in place to deal with supply chain in developing country context.
  • Understanding and experience in the supply chain management tools and mechanisms of GFATM and UNDP is an advantage
  • Relevant experience working with government counterparts;
  • Sound knowledge of the UNDP programme and financial procedures is a clear advantage.
  • Excellent organizational and interpersonal skills;
  • Excellent communication and written communication skills;
  • Strong IT skills
  • Ability to work under pressure in order to meet strict deadlines;
  • Willingness to travel within Sudan;

Languages:

Fluency in both written and spoken English and Arabic languages
