 Background:

The RH Programme Associate will be based in the Humanitarian Response Unit (HRU), UNFPA Country Office in Khartoum, Sudan. He/she reports directly to the National RH Programme Officer, HRU, under the overall supervision of the Humanitarian Programme Coordinator.

 

Job Purpose:

 

Under the guidance of the RH Programme Officer/HRU, the RH Programme Associate assists in the design, planning and management of the humanitarian RH programme which is an integral part of UNFPA’s country programme (2013 – 2016) by providing and managing data inputs, providing logistical support, monitoring project implementation and following up on recommendations. The Programme Associate applies established systems and procedures and assists in the creation of substantive knowledge by compiling, synthesizing and analyzing information relevant to reproductive health. He/she is instrumental in facilitating programme/ project implementation using and developing appropriate mechanisms and systems and ensuring compliance with established procedures.

Upon need, the RH programme associate may be expected to travel to any of the programme states, especially those with humanitarian programme needs, to provide programmatic and administrative on the site support.

 

Work relations:

 

The RH Programme Associate reports directly to the RH Programme Officer (HRU) under the overall supervision of the Humanitarian Programme Coordinator. In order to ensure integration of the humanitarian programme component within the overall country programme, he/she maintains collaborative relationships with all programme and project staff at the country office (Khartoum) and field levels. Internal reporting and communication lines, in addition to the Humanitarian Response Unit, include the Assistant Representative and the CO’s programme/ technical team.



 
 Duties and responsibilities:

Under the direct supervision and guidance of the RH Programme Officer (HRU)

  • Assists in the identification and formulation of yearly annual work plans (AWPs) under the UNFPA country programme (2013 – 2016) and the related humanitarian programme planning and financing processes (Sudan Humanitarian Work Plan, CHF, CERF) with a focus on reproductive health projects by compiling and analyzing information in the subject areas of UNFPA assistance to the Government, drafts project documents and work plans and prepares tables and statistical data.
  • Evaluates project and programme activities, establishing and implementing mechanisms to systematically assess the achievement of results, conducting field visits, participating in review meetings and evaluation missions and preparing regular inputs to status and progress reports.
  • In coordination with national counterparts and project personnel, assist in routine implementation of assigned projects, coordinating delivery of project inputs, ensuring participation of national counterparts in training activities and study tours.
  • Compiles and files relevant humanitarian RH project communication in addition to organizing and filing all programmatic and financial project reports.
  • Supports the process of payments to IPs through different modalities (NEX; grants) by providing support to preparing, following and tracking process of requisitions, POs and payments.
  • Provides logistical support to projects by coordinating review meetings and other project related workshops and events.
  • Supports the RHCS Officer in planning, documenting and following-up on distribution of emergency RH kits to the states, and monitors and evaluates the utilization rate of the supplies.
  • Assist in the identification of needs of affected populations regarding RH Emergency supplies; follows the process of supplies covering the international procurement request with UNFPA PSB, customs clearance and transportation of the kits to the identified field offices.
  • Assists in monitoring (including physical field visits) and preparing implementing partner (IP) reports, keeping inventories on proper and effective usage of the commodities and supplies (medical equipment) received from UNFPA.
  • Supports the CO in regularly updating year end CHANNEL entry.
  • Contributes to creation and sharing of knowledge by consolidating and documenting findings and lessons learned, success stories and best practices, strategies and approaches of the CO, and drafting relevant materials for dissemination.
  • Assists in advocacy and resource mobilization strategy of the CO by compiling and synthesizing relevant background material for use in discussions and public events. Establishes and maintains network of donor and public information contacts and provides assistance in organizing and conducting donor meetings and public information events.

 
 Minimum Qualification, Skills and Experience Required:

Academic Requirements: Completed Secondary Level Education required. First level university degree desirable.

Experience:                           Six years of relevant experience in reproductive health programme/project management in humanitarian settings with knowledge of MISP

                                                 operational package.

Languages:                            Fluency in written and spoken English is required.

Computer skills:                   Proficiency in current office software applications and corporate IT systems.
