Background: The UNDP Sudan Fund Management Unit (‘FMU’) was established in 2006 to allow the international community to address increasing humanitarian needs in Sudan through the transparent and accountable management of significant humanitarian funds. As Management Agent for the Sudan Common Humanitarian Fund (‘CHF’) and the Darfur Community Peace and Stability Fund (‘DCPSF’), the FMU has in the past 6 years managed over US$ 1.5 billion, out of which more than US$400 million has been allocated to NGOs. The FMU’s approach to supporting NGO partners is based on the belief that full-cycle on-the-job capacity support and stewardship is the most effective way to ensure the development of sustainable NGO capacities and the accountable management of public funds. To that end, UNDP has over the years developed and matured specific processes and tools which are used to manage funds entrusted to us and to accompany our partners. Duties and responsibilities: Summary of Key Functions: Under the immediate supervision of the Monitoring and Reporting Officer, and with matrix reporting to the Head of the Fund Management Unit, the FMU Monitoring and Reporting officer is responsible for contributing to the monitoring and reporting of CHF and DCPSF projects, including participating in joint monitoring missions and providing capacity support to NGO partners. Ensuring Quality and Accountability of Monitoring
Contribute to the monitoring and reporting of CHF and DCPSF Project Allocations;
Contribute to and participate in specific monitoring and reporting activities including;
Implementation of Monitoring and Evaluation Policies and Strategies
Assist the Unit with the development of sector impact indicators for the 2014 Sudan Workplan. Impacts of Results:- The key results have an impact on the overall effectiveness and success of CHF and DCPSF monitoring and reporting. Effective implementations of evaluation policies and strategies, as well as efficient organization and coordination of the evaluation process, enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact. Competencies:- Professionalism Ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions. Very good knowledge of State/Region assignment, including the cultural, political and economic dimensions. Ability to relate humanitarian affairs issues to political and social-economic. Ability to lead and gain assistance of other others in a team endeavor, and to articulate coherent arguments to reach agreement. Communications Very good communication (spoken and written) skills, including the ability to convey concepts and recommendations to staff at various levels in stakeholder organizations, both orally and in writing, in a clear, concise style. Planning & Organizing Proven ability to plan and organize, establish priorities, manage and monitor work plans, and coordinate competing demands Technology Awareness Fully proficient computer skills and use of relevant software and other applications, including internal databases. Teamwork Very good interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity. |
