 Background:

The UNDP Sudan Fund Management Unit (‘FMU’) was established in 2006 to allow the international community to address increasing humanitarian needs in Sudan through the transparent and accountable management of significant humanitarian funds. As Management Agent for the Sudan Common Humanitarian Fund (‘CHF’) and the Darfur Community Peace and Stability Fund (‘DCPSF’), the FMU has in the past 6 years managed over US$ 1.5 billion, out of which more than US$400 million has been allocated to NGOs.

The FMU’s approach to supporting NGO partners is based on the belief that full-cycle on-the-job capacity support and stewardship is the most effective way to ensure the development of sustainable NGO capacities and the accountable management of public funds. To that end, UNDP has over the years developed and matured specific processes and tools which are used to manage funds entrusted to us and to accompany our partners.

The FMU is embedded in the UNDP Country Office structure within the Oversight and Support Division (‘OSD’).



 
 Duties and responsibilities:

Summary of Key Functions:

Under the immediate supervision of the Monitoring and Reporting Officer, and with matrix reporting to the Head of the Fund Management Unit, the FMU Monitoring and Reporting officer is responsible for contributing to the monitoring and reporting of CHF and DCPSF projects, including participating in joint monitoring missions and providing capacity support to NGO partners.

Ensuring Quality and Accountability of Monitoring

  • Ensure the standards and systems used to deliver quality and accountable services and monitoring reports include information on levels of compliance achieved against standards and indicators.
  • Analyze lessons learned for quality and accountability.
  • Promote monitoring, evaluations and audits as means of guiding and supporting NGOs implementing CHF and DCPSF funded projects.
  • Propose and facilitate external reviews/evaluations as agreed by the CHF Advisory Board and DCPSF Steering Committee.
  • Provide support in seeking innovative methods for remote management and monitoring to improve accountability.

Contribute to the monitoring and reporting of CHF and DCPSF Project Allocations;

  • Serve as a technical resource person on all matters concerning the monitoring and reporting on the use of CHF and DCPSF Funds by recipients.
  • Contribute to ongoing strengthening of the CHF and DCPSF M&R framework with the aim of developing a robust yet practical M&R and lessons learning system, in coordination with the respective monitoring teams, sector leads, sector partners and other sector technical monitoring experts.
  • Participate in the collection, consolidation and analysis of CHF and DCPSF reporting and field visit monitoring date from fund recipients.
  • Provide guidance and support to sector leads and participating organizations to ensure quality standards and consistency in reporting on project performance for CHF and DCPSF funded activities.
  • Provide support and promote the use of specific sector data standards, and acting as a technical focal point to recipient projects.
  • Provide support in the collection, consolidation and analysis of related data for communications and decision making purposes.
  • Lead or participate in field monitoring visits (together with the CHF and DCPSF monitoring teams in accordance with the respective monitoring plan.

Contribute to and participate in specific monitoring and reporting activities including;

  • Visit preparation through background research and documentation review.
  • Logistical arrangements and visit notification to partners.
  • Coordination with partners and sector representatives in the field.
  • Project site and office visits with information and data collection.
  • Timely submission of monitoring reports.
  • Follow up with sector lead, CHF and DCPSF monitoring teams, and partners.

Implementation of Monitoring and Evaluation Policies and Strategies

  • Responsible for contributing to the monitoring strategy and its successful implementation.
  • Monitor progress and effects of the humanitarian response against the strategic priorities as well as promote and support quality assurance of CHF and DCPSF funded projects.
  • Participate in technical review groups for designated sector.
  • Support the quarterly Work Plan reporting cycle.

Assist the Unit with the development of sector impact indicators for the 2014 Sudan Workplan.

The key results have an impact on the overall effectiveness and success of CHF and DCPSF monitoring and reporting. Effective implementations of evaluation policies and strategies, as well as efficient organization and coordination of the evaluation process, enhance the organization’s capacity and credibility in implementation of highly effective programmes with strong impact.

Ability to conduct independent research and analysis, identify issues, and recommend appropriate solutions. Very good knowledge of State/Region assignment, including the cultural, political and economic dimensions. Ability to relate humanitarian affairs issues to political and social-economic. Ability to lead and gain assistance of other others in a team endeavor, and to articulate coherent arguments to reach agreement.

Communications

Very good communication (spoken and written) skills, including the ability to convey concepts and recommendations to staff at various levels in stakeholder organizations, both orally and in writing, in a clear, concise style.

Proven ability to plan and organize, establish priorities, manage and monitor work plans, and coordinate competing demands

Technology Awareness

Fully proficient computer skills and use of relevant software and other applications, including internal databases.

Teamwork

Very good interpersonal skills, including ability to operate effectively across organizational boundaries; ability to establish and maintain effective partnerships and working relations in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.


 
 Minimum Qualification, Skills and Experience Required:

Education:

  • Master’s Degree or equivalent in political or social science, international studies, public administration, economics, management or in a technical (e.g. engineering, earth sciences, etc...) or other relevant field; or an equivalent combination of relevant education and extensive working experience in a related area.

 

Work Experience:

  • Minimum of 3 years of relevant progressively responsible experience in humanitarian affairs, emergency preparedness, crisis/emergency relief management and other related area, preferably with at least two years with a UN organization or an NGO, and a solid monitoring, reporting, and evaluation experience.
  • High level of English drafting and report writing skills is essential.

 

Languages:

• Fluency in oral and written English is essential; knowledge of Arabic is essential.
