 Background:

UN-Habitat in Sudan has developed in recent years a complex but consistent programme that addresses sustainable urbanization, public/basic services delivery, housing development and livelihoods, among other aspects, with activities ranging from policy and strategy making, to studies and assessments, training and capacity development, and implementation of physical interventions at the local level, using participatory approach and alternative construction technologies. Up to now the programme is been implemented in Khartoum State, Southern Sudan and Darfur, and has the ambition to expand to Eastern Sudan, as well as starting national initiatives.

 

In the context of the ongoing conflict in Darfur, UN-Habitat is intensifying its urban planning and human settlement programmes to complement humanitarian assistance and prepare the grounds for an eventual transition to recovery and development. UN-Habitat has established an important presence in Darfur as the leading UN agency in the areas of Urban Planning, Land Management and Pro-poor Housing through a variety of large projects that are managed from Khartoum and implemented through component national professional in Darfur.

 

UN-Habitat participated effectively in the Darfur Joint Assessment (DJA) in August 2012 and in the development of Darfur Development Strategy which was endorsed during the Doha Donors’ conference in April 2013 and identified a number of joint programme with other UN agencies and individual projects focusing on Land Conflict resolutions and Land Management, Improving Urban Environment, and enhancing the basic services and infrastructure and livelihoods.

Under the guidance and direct supervision of the Operations Analyst and the head of the Programme, the Procurement Officer provides leadership in execution of procurement services in UN-Habitat Sudan ensuring their effectiveness, transparency and integrity. The Procurement Officer promotes a client-focused, quality and results- oriented approach in the Unit.

 Duties and responsibilities:

Summary of Key Functions:

  • Administration and implementation of operational strategies
  • Organization of procurement processes
  • Implementation of sourcing strategy and e-procurement tools
  • Control of UN-Habitat  Assets /Inventory
  • Organization of logistical services
  • Facilitation of knowledge building and knowledge sharing
  1. Ensures administration and implementation of the operational strategies focusing on achievement of the following results:
  • Full compliance of procurement activities with UN rules, regulations, policies and strategies; implementation of the effective internal control, proper functioning of a client-oriented procurement management system.
  •  UN-Habitat Procurement business processes mapping and elaboration of the content of internal Standard Operating Procedures (SOPs) in Procurement and Logistics, control of the workflows in the Procurement Unit.
  • Elaboration of proposals and implementation of cost saving and reduction strategies in consultation with office management.
  • Provision of researched information for formulation and implementation of contract strategy and strategic procurement in UN-Habitat Sudan Office including tendering processes and evaluation, managing the contract and contractor, legal considerations and payment conditions, sourcing strategy, supplier selection and evaluation, quality management.

       2.  Organizes procurement processes for UN-HABITAT projects and at the request of other Agencies focusing on achievement of the following results:

  • Preparation of procurement plans for the office and projects and their implementation monitoring.
  • Organization of procurement processes including preparation and conduct of RFQs, ITBs or RFPs, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with the UN rules and regulations.
  • Preparation of Purchase orders and contracts, preparation of Recurring Purchase orders for contracting of services, vendors’ creation.
  • Review of procurement processes conducted by projects; submissions to the Contract, Asset and Procurement Committee (CAP) and Advisory Committee on Procurement (ACP).
  • Implementation of the internal control system which ensures that Purchase orders are duly prepared and dispatched. Timely corrective actions on POs with budget check errors and other problems.
  • Preparation of Purchase orders and contracts  
  • Vendor creation for new suppliers /staff/contractors.
  • Presentation of researched information on procurement   when requested ,
  • Preparation of cost-recovery bills   for the procurement services provided by UNDP to other Agencies.
  • Organization of joint procurement processes for the UN Agencies in line with the UN reform.

      3.Ensures implementation of sourcing strategy and e-procurement tools focusing on achievement of the following results:

  • Development and update of the rosters of suppliers, implementation of supplier selection and evaluation.

 

4.Ensures proper control of UN-Habitat Sudan Assets focusing on achievement of the following results:

 

  • Preparation of inventory reports.
  • Implementation of Inventory and physical verification control for UN-Habitat office in Sudan.

 

5.Ensures organization of logistical services focusing on achievement of the following results:

 

  • Organization of travel including purchase of tickets, DSA calculation, Purchase Order (PO) preparation; arrangement of shipments; vehicle maintenance; conference facilities arrangements.
  • Timely conducted DSA, Travel Agencies, vehicle maintenance, hotel and conference facilities surveys.

 Impact of Results:

The key results have an impact on the overall UN-Habitat Sudan efficiency in procurement and success in implementation of operational strategies.  Accurate analysis and presentation of information, well- organized transparent procurement processes ensure client satisfaction and timely delivery of UN-Habitat Sudan programmes/ projects. The information provided facilitates decision making of the management.

 

 

 


 
 Minimum Qualification, Skills and Experience Required:

  • Advanced Degree (Master) in Business or Public administration with specialized training in procurement.

 

  • Three years of progressively responsible administrative/procurement experience is required at the national or international level. Experience in the usage of computers and office software packages (MS Word, Excel, etc.), advance knowledge of automated procurement systems, experience in handling of web based management systems.
  • Extensive experience in project accounting and administrative affairs with ability to communicate in a cross-cultural environment
  • Extensive experience in preparation of financial reports and understanding of international donor requirements
  • Experience in office management, logistic and human resource management systems
  • Understanding and working knowledge with international agencies
