 Background:

The Overall mandate of the United Nations Department of Safety and Security (UNDSS) is to provide leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programs and activities of the United Nations System. UNDSS Sudan is supporting the UN Agencies and Non-Governmental organizations so as to enable them to conduct their operations in the safest way possible. To address the need to improve the safety and security of UN and INGO staff working in Sudan, UNDSS is planning to recruit a Local Security Assistants (LSA). The new LSA will base in Khartoum and his/her main role is to assist in providing security support and services to UN staff and INGO’s in Sudan excluding Darfur.



 
 Duties and responsibilities:

  • Comply with and enforce all applicable rules, regulations and policies. He/She will also work closely with Humanitarian Agencies, INGO operating in those areas.  Interface with all civilians, military members, law enforcement agencies and National Intelligence Services (NISS) in ensuring staff security and safety.
  • Conduct Security Risk assessments and respond to security, emergency or safety related incidents within the area of responsibility.  Protect and secure UN assets and when necessary, coordinate with local law enforcement agencies and establish/maintain a chain of custody on any evidence or seized property. 
  • Prepare Contingency Plan and interact with the Sector FSCO’s and Regional Operations on daily security management issues. 
  • Prepare Daily situation reports and flash reports of all incidents in a timely manner on incidents and accidents that occur to the respective FSCO’s and advise the UNDSS office. 
  • Conduct Threat Assessments and UN Staff residence surveys; Prepare and provide security briefings to all staff and provide recommendations to the FSCO. 
  • Produce incident based security and travel advisories; Prepare security reports for the Department of Safety and Security (DSS); and security clearances for internal travel of staff when required. 
  • Receive and screen all correspondences, memoranda and other documents. Prepare responses and review outgoing correspondences to ensure accuracy and completeness off information and institute follow up action.  Ensure the confidentiality of information and sensitive documents. 
  • Excellent drafting ability, resourceful communications skills, both orally and in writing. Posses the ability to effectively communicate complex operational issues to clients and supervisors. 
  • Conduct Safe & Secure Approaches in the Field Environment (SSAFE) to all UN and/or NGO staff. 
  • Train UN and/or NGO staff to professionally operate, and communicate using UN standard telecommunications procedures and equipment including HF & VHF Radios and satellite Phones. 
  • Implement standard UN Call-sign systems, vehicle tracking procedures and Standard Operating Procedures at all UN communications centers in all Sudan excluding Darfur. 
  • Perform all other assigned duties or tasks designated by the FSCO/CSA.

 
 Minimum Qualification, Skills and Experience Required:

Education:-

Secondary education. University Degree desirable, but it is not a requirement.

Work Experience:

6 years of experience in security, preferably in the military or police context or related field of work. Prior experience with the UN system or an international NGO is desirable.

Languages:

Fluency in English and Arabic

Other Requirements:

Knowledge of HF and VHF radio operation;

  • Experience in diplomatic security, protection and intelligence considered an asset;
  • Knowledge of host country safety codes;
  • Solid computers skills (MS Word, Excel, Access and PowerPoint);
  • Possession of a valid driver’s license
  • Ability to travel
