 Background:

Purpose of job

To provide strategic and programme management oversight of the EU-funded Horn of Africa Leadership and

Learning for Action (HOLLA) project, ensuring successful delivery of the project’s outputs.

 

Context and Environment

The British Council is the recipient of a €1m grant contract to manage the EU-funded Horn of Africa youth

leadership project. The Project’s overall objective is to contribute to the promotion of peace and development

in the Horn of Africa (HoA), through a pilot project involving youth across Sudan, South Sudan and Ethiopia.

The project will aim to build and increase resilience to conflict in the three countries through capacity building

of civil society organisations and the establishment of a Youth Coalition supporting young people and

communities in the HoA to better contribute to the region’s future.

Specifically the project will:

• Support the establishment of a capacitated, empowered, genuinely youth-led Coalition for the HoA

region representing a youth voice on issues that relate to youth development and empowerment in the HoA.

• Empower young people from 20 target communities in 4-8 States / Regions in 3 pilot countries in the

Horn of Africa to become more engaged in community – based actions that promote peace and reconciliation.



 
 Duties and responsibilities:

 Accountabilities, responsibilities and main duties

 The Regional Team Leader is accountable for: (1) delivery of the project’s technical outputs and results to the EU’s satisfaction;  and (2) for the financial  management  of the project to EU and British Council  corporate standards.

The Regional Team Leader is responsible for managing the project delivery team across the three countries, managing work plans, reports, and delivering on a robust M&E plan.  The Regional Team Leader will serve as the project’s key point of contact for the EU, local partners and other relevant stakeholders, working in close liaison with the Project Director.

The main duties include:

 

1.   Provide overall strategic direction for the project in close consultation with the British Council’s Project Director,  the  Senior  Management  of  British  Council  in  the  three  Countries,  the  EU,  the  Project’s Advisory Panel and the HoA Youth Leadership team.

2.   Ensure delivery of the project as per the British Council proposal and in line with the grant contract concluded with the EU.

3.   Develop, maintain and regularly update the operational plan for HOLLA in collaboration with Regional and Country teams; lead on development and implementation of a detailed risk management strategy in close consultation with the Project Director.

4.   Maintain  oversight  of development,  implementation  & monitoring  of all project  activities,  working  in close collaboration with country teams, coalition partners (civil society and other stakeholders).

5.   Lead on the identification  of strategic  partners,  developing  and maintaining  good relationships  with partners and organisations for the delivery of the project.

6.   Oversee and contribute substantially to the M&E and learning strategy & framework.

7.   Lead the preparation of work plans, technical reports and monitoring & evaluation reports in line with the project document, logical framework and budget.

8.   Maintain oversight of the project’s finances, including annual budgets, forecasting, financial reporting and grants management, ensuring value-for-money.

9.   Directly line manage two Country Project Delivery Managers, as well as indirectly managing the wider project team’s inputs.

10. Maintain  regular  contact  with EU project  staff responsible  for monitoring  the implementation  of the British Council contract.

11. Lead on communications,  publicity and ‘visibility’ of HOLLA, conforming to all necessary EU visibility guidelines.

12. Regularly report to Senior Management, on issues of risk, performance and financial management.

 

Programme Management (40%):

  • Managing the successful delivery of all technical outputs and contracted milestones
  •  Managing the project’s impact and results strategy, including the logical framework
  •  Preparation and management of detailed work plans and all required reports

 Relationship Management (25%):

  •  Developing and maintaining close professional relationships with coalition partners in Sudan, SouthSudan and Ethiopia
  •  Lead relationship management with the EU in Sudan

 Financial Management (25%):

  •  Oversight of the project budget, indicatively €500,000 annually

Leadership (10%):

  •  Lead the team, including performance management, to successfully deliver the project.

Internal Relationships:

 Project Director (Director Programmes and Business Development Sudan); Country Directors and Project Delivery Managers, British Council Ethiopia/Sudan/South  Sudan; Regional Education & Society Team, Nairobi;

 

External Relationships:

 EU technical and management personnel, coalition partners (civil society, other stakeholders working with youth), HoA Youth Leadership team.

 

Other important features or requirements of the job

 (e.g. travel, unsocial/evening hours, restrictions on employment etc)

 The position will be based in Khartoum and will require extensive travel to the targeted States (inside Sudan) & to Ethiopia and South Sudan. Unsocial and overtime-hours are likely to be required to meet operational requirements of the post / project.

Skills and Knowledge

 

Project Management:

  • Proven experience as a Programme Manager / Team Leader in donor- funded programmes in a conflict or fragile state context.
  • Experience of management of donor M&E and reporting frameworks

 

Financial Planning and Management:

  • Experience of financial management and / or oversight of budgets of similar value.
  • Understands how to access and process reports, including income and expenditure statements and balance sheet.
  • Monitor financial performance against targets and takes action to manage expectations (over/underspend).

 

Managing Risk:

  • Demonstrate previous experience of managing risk in a conflict affected environment.
  • Undertakes business risk identification (technical, political, conflict and financial) and analysis for specific initiatives.  Uses this to inform approach and manage risk.

 

Relationship Building:

  • Ability to identify, build and manage relationships with state and non-state actors. Ability to actively lobby and win support behind the scenes.
  • Demonstrably strong analytical skills, in parallel to proven team management and leadership strengths.

 

Communication:

  • Excellent communication skills, including a very good knowledge (verbal and written) of English with advanced presentation, persuasion and negotiation skills.

 

Experience

  • Proven and substantial management experience in conflict prevention, stabilization, security & justice or governance sectors, including experience of donor M&E and reporting frameworks
  • Experience of managing complex multi-year, multi-component programmes in one or more areas of: conflict prevention; stabilization; security and justice; and governance. 

 

 Qualifications

  • Undergraduate degree in development, conflict, international relations or related discipline

Other important features or requirements of the job

Business support services work requires occasional work outside conditioned hours, for example in the evenings or at weekends. TOIL should be agreed with the line manager in advance to maintain an adequate work-life balance. Postholder may be required to travel abroad or to other offices in the region and should therefore hold valid travel documents.
