The Office of the United Nations for the Coordination and Humanitarian Affairs (UNOCHA) in the Sudan is seeking for a qualified candidate for the following positions:

 Background:

In March 2004, OCHA adopted an information management strategy which recognized the importance of information management for effective humanitarian coordination. As part of the strategy, it has been agreed that every OCHA field office should have the capacity to establish and maintain an information management (IM) system. This will be done by creating Information Management Units (IMU) in all OCHA field offices. The IMU will be an integral part of the OCHA office and will provide services both internal and external: Internally, the IMU will assist in improving the Office’s information flow, standardization and security. Externally, the IMU will provide IM services and products (e.g. database development, mapping) to humanitarian partners in-country, including UN Agencies, NGOs, donors, IOs and national counterparts lacking the requisite in-house capacity. The IMO will come under the direct supervision of the Information Management Officer of OCHA . 



 
 Duties and responsibilities:

Duties and Responsibilities The IMO will be responsible for: • Manage all GIS/IM projects in Darfur, collect information on Who Does What & Where, Regular update of Humanitarian access database, tracking incidents, Data processing and report preparation. • Identify and developed all spatial data resources needed to support humanitarian services to partner agencies in Darfur. • Provide necessary information management technical supports and advise to Sectors and sector focal points. • Organize GIS, IM, GPS and Knowledge Management awareness among the partners and Government counter parts. • Implement GIS, Database and IM standards and support in implementation of IM strategy for 2010. • Developing bespoke GIS/IM applications as requested by the IMU manager to provide coordination tools for OCHA • Contributing to IM efforts, especially the IMWG, by providing guidance to IM issues, acting as the secretariat for regular meetings, setting the agenda, providing data and Map services, and actively promoting data standards in Darfur. • Liaising with appropriate UN Agencies, NGOs, Donors and government offices regarding geo-spatial data sets, and data standards. • Any other duties as may be requested by the Supervisor.  Minimum Qualification, Skills and Experience Required:

Education: Education: Advanced degree (Master Degree) on GIS/MIS and any related field or the equivalent combination of education and experience in a related area .Excellent knowledge of database development tools and software (ex. SQL, MS Access, Visual Basic, MS Info Page, HTML) Advanced knowledge of standard soft ware packages (MS FrontPage, Excel, Access, PowerPoint) Demonstrated practical knowledge of database development and implementation in a humanitarian context. Previous successful information management experience Ability to work with a diverse team in a complex environment Fluency in English, including ability to write clearly and concisely Desirable qualifications include: Experience working for an operational UN Agency or NGO, and additional proficiencies in database and website development, or IT Experience: A minimum of 3 years of increasingly responsible professional experience, in GIS/IM or a related field. Advanced knowledge of GIS applications (ESRI products) , image processing and geo-spatial database Language Requirements: Fluency in English, including ability to write clearly and concisely Desirable qualifications include: Experience working for an operational UN Agency or NGO, and additional proficiencies in database and website development, or IT
