 Background:

UNDP has developed a new programme for 2013-16 with the aim to promoting democratic governance, growth and sustainable development with the emphasis on rights-based, gender sensitive, inclusive and equity. The programme will focus on conflict sensitive way to create an enabling environment for long term conflict prevention across all sectors of society and will provide a basis for mainstreaming conflict and disaster risk sensitive programming across the program. This goal will be pursued through four complementary pillars: 1) Poverty Reduction, Inclusive Growth and Sustainable Livelihoods; 2) Governance and the Rule of Law; 3) Social Cohesion, Peace Consolidation and Peace Dividends and 4) Environment, Energy and Climate Change.

Environment and Energy unit focuses on strengthening capacities at local, regional and national level to manage and utilize natural resources in a sustainable way, to enhance resilience and adaptive capacity to long-term climate change including variability impacts and to reduce the associated risk of natural disasters.

The purpose of the project is to improve disaster preparedness capacities of Sudanese institutions and enhance resilience of high risk states and men and women in local communities against most common natural hazards of flooding and droughts. The project will assist the government of Sudan to improve their systems based upon global best practices in the areas of coordination, planning, risk analysis and early warning, as well as innovative approaches to disaster risk reduction; e.g. integrated water resources management, and community based disaster preparedness. The project will use the Hyogo Framework of Action (HFA) Priority Areas for Action as the framework for its interventions. The project will be implemented by UNDP country office in Sudan with coordination with a large number of stakeholders at national, governorate and local levels and with UN and international organizations in implementing different outputs.

Under the overall guidance of the Team Leader of Energy and Environment unit and direct supervision of Project Manager, the Project Associate provides project support services ensuring high quality, accuracy and consistency of work.



 
 Duties and responsibilities:

Summary of Key Functions:

  • Administrative,  financial and logistical support to the project.
  • Support to the implementation of the project’s annual work plan and defined activities.
  • Support to knowledge and information sharing.
  1. Administrative,  financial and logistical support to the project;
  • Drafts projects correspondences.
  • Maintains good filing system.
  • Provides accurate data entry and financial information.
  • Creates requisitions,  prepares vouchers and follow up on their payment.
  • Keeps lists and contacts of government counterparts and other partners.
  • Provides support to incoming and outgoing missions.
  • Procures project’s goods and equipment.

         2- Supports to the implementation of the Project’s annual work plan and defined activities;

  • Assists the project management in the preparation of the project’s work plans including annual and quarterly work plan and financial reports.
  • Follows up with implementing partners on the project related issues i.e. timely issuance of project payments, recruitment of personnel and procurement of project goods.

          3- Support to knowledge and information sharing;

  • Participates in the organization of the  project’s meetings, workshops and other events.
  • Supports implementation of project training programmes.

IV. Impact of Results:

The key results have an impact in the soft implementation of the project. Accurate and close monitoring and follow up, data entry and presentation of information to ensure proper project implementation.

 Minimum Qualification, Skills and Experience Required:

Education:

Required secondary education but prefer university degree in development related subjects.

Work Experience:

  • Minimum 6  years working experience in administration,  financial and logistical matters.
  • Work experience with international and national development projects is an asset.
  • Excellent Computer skills.  Experience in the usage of computers and office software packages (MS Word) and knowledge of spreadsheet and database packages,
  • Experience in handling of web based management systems.

Languages:

Fluently in English

Other Requirements:

Good communication and networking skills.
